As the standing agency of the Steering Committee for the development of social insurance and health insurance participants in the province, in the first months of 2025, the social insurance sector has had many solutions to maintain and develop the rate of social insurance and health insurance participants. However, in the first months of 2025, the rate of health insurance participants in Ha Tinh decreased compared to 2024.

According to the latest data from the Social Insurance of Ha Tinh province, as of March 31, 2025, the health insurance coverage rate reached 93.9%. Of which, as of January, the whole province had nearly 9,000 people in the group of households with average living standards who had not renewed their health insurance participation, and more than 5,000 people who had stopped receiving support policies from the State had not actively paid for family health insurance.
The provincial Social Insurance has proactively coordinated with collection service organizations, Party committees, and local authorities to organize propaganda and mobilization, but by the end of the first quarter of 2025, the whole province still had more than 7,000 people participating in health insurance, and some localities had lower coverage rates compared to 2024. If solutions are not implemented synchronously, it will be difficult to achieve the goal of over 95% health insurance coverage in 2025 that Ha Tinh is aiming for.
Ms. Dang Thi Anh Hoa - Deputy Director of the Provincial Social Insurance shared: "In the first months of 2025, our work of developing people to participate in health insurance continues to be maintained but still faces many difficulties due to many reasons such as: a part of the people who have escaped poverty and near poverty are no longer supported by the State to issue health insurance cards but have to switch to self-payment so they are not ready to participate in the household group; many people in households and average households are due to pay health insurance but for many reasons have not participated in renewal in time. Besides, during this time, all levels and sectors are focusing human resources and time to review and arrange administrative units, leading to the steering committee's involvement in some localities not being drastic at times".

In order to maintain and develop the health insurance coverage rate in the whole province sustainably, the social insurance sector is currently focusing on implementing many solutions. In particular, the leading solution is to re-activate the spirit of coordination among all levels of government, relevant units and mass organizations. In particular, actively working to strengthen the role of the steering committee for developing social insurance participants at all levels, especially at the commune and ward levels, in directing collection service organizations.
Coordinate the organization of conferences and small-group propaganda to develop participants; continue to encourage mass organizations to develop models for people to participate in social insurance and health insurance such as: "Apricot tree for social insurance" in Ky Anh town; "100% of people participating in social insurance" in Vu Quang; "Vegetable garden for social insurance", "Savings for social insurance" in Thach Ha; "Orange tree for social insurance" in Huong Khe... Continue to maintain and promote communication on digital platforms such as Facebook and Zalo to propagate and mobilize people to participate in health insurance, especially young people.
Ms. Truong Thi Tuyet - Head of Communications Department said: "In developing the health insurance coverage rate, the coordination role of local authorities and mass organizations is very important. In the coming time, based on the participation of the government and mass organizations, we will continue to promote the organization of centralized communication conferences and direct communication in the form of "going to every alley, knocking on every door" to propagate to people to understand the meaning and importance of participating in health insurance".
Currently, in addition to re-activating the participation of local authorities, the provincial Social Insurance sector is also stepping up coordination with the Department of Health to direct medical examination and treatment facilities to improve service quality; promoting administrative procedure reform, including actively guiding people to buy health insurance cards directly through public services or transfer money directly to the Social Insurance agency's account for automatic renewal; promoting the application of information technology, moving towards 100% of people going to the clinic without having to present a paper card but only need to present their ID card, the VNeID application of the Ministry of Public Security , and the VssID application of the Social Insurance.

Health insurance is one of the important social security policies, demonstrating humanity and the spirit of mutual love and support in society. This policy also demonstrates the concern of the Party and the State towards fairness in health care for the people.
"It can be seen that in the process of bringing social security policies to the people, the participation of local Party committees and authorities plays a key role, decisive to the effectiveness of organizing the implementation of health insurance policies for people, contributing to ensuring social security. Therefore, in the coming time, we will continue to promote coordination with local authorities, thereby improving the effectiveness of propaganda and mobilization work as well as supporting and sharing with difficult cases. Along with those solutions, we have directed specialized units, Social Insurance of districts and towns to proactively develop coordination plans, review signed documents to proactively advise and implement as soon as the 2-level government model comes into operation, without interruption, affecting the rights of the people" - Ms. Dang Thi Anh Hoa added.
