Specifically, the Government has issued Decree 42/2023/ND-CP on adjusting pension increases from July 1, 2023. However, in the pension payment period of July 2023, pensioners and beneficiaries have not yet received the new pension level (because Decree 42/2023/ND-CP will not take effect until August 14, 2023).
On July 20, 2023, Vietnam Social Security issued Official Dispatch 2206/BHXH-TCKT in 2023, which determined: Social Security will organize the payment of pensions, social insurance benefits, monthly benefits for August 2023 and collect the additional pension difference of July 2023 according to the new benefit levels prescribed in Decree 42/2023/ND-CP, Circular 06/2023/TT-BLDTBXH from August 14, 2023.
Therefore, the August 2023 pension payment includes the new pension level and the July increase.
In September, pensioners and beneficiaries will not receive the additional pension difference as in August. Therefore, the amount received in the September pension payment will be less than the August pension.
September pension schedule
Pursuant to Decision 166/QD-BHXH dated January 31, 2019 of Vietnam Social Security (VSS) on promulgating the procedure for settling social insurance benefits, paying social insurance and unemployment insurance benefits, monthly pension and social insurance benefits payment starts from the 2nd day of the month of payment.
The payment of pensions in September coincides with the National Day holiday from September 1, 2023 to September 4, 2023. Therefore, the payment of pensions in September will be delayed compared to the previous normal payment time.
According to the provisions of Decision No. 166/QD-BHXH in 2019 of Vietnam Social Security, the organization of monthly pension and social insurance allowance payment to beneficiaries through the Postal System according to the signed Contract is as follows:
- For payment at payment points: From the 2nd to the 10th of the month, the organization pays at least 6 hours/day at all payment points; payment will only end before the 10th for points that have paid all beneficiaries according to the list sent by the Social Insurance agency.
- For payment at the transaction points of the District Post Office: From the 11th of the month, continue to pay at the payment points which are the transaction points of the post office until the 25th of the month.
For September pension: Because September 2, 2023 coincides with National Day, the September pension payment schedule will also change and will be decided by the Social Insurance of each locality.
National Day 2023 falls on Saturday, so the number of days off for officials, civil servants and public employees will last 4 days, from September 1 to September 4, 2023.
Since the pension payment schedule will coincide with a holiday, it is likely that the pension payment schedule will be implemented from September 5 onwards.
However, the official payment schedule in each province and city must wait for the local Social Security agency to decide and officially notify pensioners.
According to Dan Tri, in the August payment period, the Vietnam Social Security agency paid more than VND 20,800 billion to more than 3.3 million beneficiaries, including pension payments, social insurance benefits at the new benefit level and the additional difference not yet received in July.
