(abbreviated as Hanoi Irrigation Company) said that in 2001, the Hanoi People's Committee carried out land acquisition and site clearance for the construction project of Dong Do Lake (Minh Tri Commune, Soc Son District).

According to technical specifications, Dong Do Lake has a surface area of ​​nearly 50.7 hectares. The dam crest elevation is 41.47m; the water intake bottom elevation is 30.7m. After completion, Dong Do Lake was handed over to Soc Son Irrigation Works Exploitation Company for management from July 2007 for the purpose of irrigation reservoir. In 2008, Soc Son Irrigation Works Exploitation Company merged into Hanoi Irrigation Company.

Because Dong Do Lake has not been marked with boundary markers, management is very difficult. To handle projects encroaching on the lake bed, Hanoi Irrigation Company is relying on the dam crest elevation within the lake bed and the protection range of irrigation works.

"In 2022, the unit has carried out 3 enforcement operations, clearing 26 violations. Since the beginning of the year, the company has continued to handle 5 violations. Any shacks or structures that "stick out" will be recorded and handled," said a representative of the Hanoi Irrigation Company.

Faced with the increasing number of violations of the reservoir, a representative of the Hanoi Irrigation Company said that the unit is measuring the water surface to set up temporary markers. However, setting up boundary markers in the field is not yet possible.

"The unit also really wants to conduct field marking to make management work less difficult, but the company does not have the money to hire another unit to conduct the measurement and marking. Setting up the markers ourselves also requires costs for measuring, labor, drawing up a map, and buying stakes to set up the markers... We really want to measure but do not have the money. Meanwhile, the cost is very large, estimated at more than 1 billion VND," said a representative of the Hanoi Irrigation Company.

It is known that the People's Committee of Soc Son district has requested the Hanoi Irrigation Company to urgently carry out the field boundary marking to serve the management work. When the Hanoi Irrigation Company "complained" that it did not have money to hire a unit to measure and mark the boundary, Soc Son district continued to request the company to go and measure and carry out this work themselves.

Regarding the management of construction order in the area, Vice Chairman of the People's Committee of Soc Son district - Pham Quang Ngoc said that in the first 6 months of the year, the district inspected 478 cases, discovered 187 violations that had to be recorded for handling, mainly in the two communes of Minh Phu and Minh Tri. The district has handled 149 violations that had been pending since 2022 and violated according to inspection decisions and conclusions.

Recently, the office of the People's Committee of Soc Son district (Hanoi) has just announced the conclusion of Mr. Pham Quang Ngoc - Vice Chairman of the People's Committee of Soc Son district on handling violations of land and construction order in Minh Tri and Minh Phu communes.

Accordingly, 6 illegal constructions and a series of shacks "springing up" around Dong Do Lake (Minh Tri Commune) will be forcibly demolished in August and September .
