Why Tham Luong - Ben Cat canal renovation project?

The Ho Chi Minh City People's Council approved the proposal to adjust the policy of environmental improvement of Tham Luong - Ben Cat - Nuoc Len canal. Of which, the investment capital increased by more than 830 billion VND.


On November 14, at the 19th session of the 10th term Ho Chi Minh City People's Council, delegates approved the proposal to adjust the policy on environmental improvement of Tham Luong - Ben Cat - Nuoc Len canal (connecting Long An province via Cho Dem river and Binh Duong province, Dong Nai province via Saigon river).

The project is invested by the Urban Infrastructure Construction Investment Project Management Board, passing through District 12, Go Vap District, Binh Thanh District, Tan Binh District, Binh Tan District, Tan Phu District and Binh Chanh District.

Regarding investment level, the project was adjusted to increase from 8,200 billion VND to more than 9,030 billion VND (an increase of more than 830 billion VND). Specifically as follows:

The capital increase adjustment is due to increased costs of compensation, support, resettlement, site clearance, relocation of technical infrastructure works, increased construction costs due to additional investment in construction items...

Specifically, it is necessary to relocate 7 high-voltage 110kV and 220kV power poles located within the project's canal infrastructure, directly affecting the construction process and traffic organization throughout the entire route (it is impossible to build roads, embankments, and technical infrastructure at the locations of the 7 power poles) and upgrade 2 500kV power lines (the current status of the power lines is low, not ensuring a safe distance compared to the project scale) to ensure safety during construction and management.

Regarding the scale of land use, the project has been adjusted to increase by 3,592 m2 to the project boundary that has been approved for investment policy. The land scale adjustment is to arrange traffic routes and technical infrastructure along the route according to the design plan, the section through the Go Cat landfill, Binh Hung Hoa ward, Binh Tan district.

In addition, the project will add construction of 4 traffic sections within the scope of construction of Vam Thuat and Nuoc Len tidal control sluices invested in the project to improve drainage and wastewater treatment systems in the Tham Luong - Ben Cat basin (CRUS1);

Supplementing the fire prevention and fighting water intake system with 75 locations in 7 districts. Of which, District 12 has 15 locations; Binh Thanh District has 5 locations; Go Vap District has 5 locations; Tan Binh District has 4 locations; Tan Phu District has 6 locations; Binh Tan District has 31 locations; Binh Chanh District has 9 locations. This adjustment is considered very urgent in establishing systems to serve fire prevention and fighting, in order to promptly respond to water sources for fire fighting when an incident occurs.

In particular, to ensure synchronous drainage connection for basins along the Tham Luong - Ben Cat - Nuoc Len canal, the project has been supplemented with investment in 39 discharge gates along the route. Of which, it is expected to invest in 29 discharge gates previously planned to be invested along the canal in the project to Improve drainage system, wastewater treatment of Tham Luong - Ben Cat basin (CRUS1), the project to Improve drainage system, wastewater treatment of West Saigon basin (CRUS2) and 10 additional discharge gates.

Regarding the project implementation period, the implementation period will be adjusted by 1 year, from 2021 - 2025 to 2021 - 2026. The 2021 - 2025 period will serve the investment to complete the project according to the schedule approved by the City People's Committee. In 2026, tasks such as payment of 5% retention costs of bid packages will be carried out; handover, settlement, and project completion will be carried out.

The project of Infrastructure Construction and Environmental Improvement of Tham Luong - Ben Cat Canal - Nuoc Len Rach (connecting Long An province via Cho Dem River and Binh Duong and Dong Nai provinces via Saigon River) has a total length of about 32.714km.

The project will build embankments along both sides of the 32.714km long canal using prestressed reinforced concrete; dredge the entire Tham Luong - Ben Cat - Nuoc Len canal with a canal bottom width of 30m to 90m, and a canal bottom elevation of -4.00m to -5.00m.

Renovate and repair cross-culverts connecting to Tham Luong - Ben Cat canal - Nuoc Len canal; build 12 boat docks along the canal; build traffic road construction items and technical infrastructure works; build traffic roads along both sides of the canal with a length of 32.714km using hot asphalt concrete (with road surface width from 8m to 12m, elevation +2.5m), sidewalks on both sides from 2.5m to 4.0m wide and 3 bridges along the route; build rainwater drainage systems, technical trenches, lighting and traffic bridges... on both sides of the canal.

The project aims to drain water, prevent flooding and solve pollution, and connect traffic infrastructure. This is an infrastructure project that serves society, improves people's quality of life; at the same time, lays the foundation for the city's future socio-economic development.

After implementation, the project will prevent flooding, reduce damage to houses, public works, facilities, and vehicles; solve pollution, increase land value, house value in the project area, increase crop yield; increase GDP when transporting goods and passengers on the river is convenient and combined with tourism development; drain rainwater, prevent flooding for an area of ​​14,900 hectares of the area and other related areas.

The project will also beautify the urban area and improve the regional environment, while contributing with other projects to ensure waterway traffic according to inland waterway standards.
