Proposal to increase additional 768 billion VND for the project to renovate the longest canal in Ho Chi Minh City
The investor of the Tham Luong - Ben Cat - Nuoc Len canal environmental improvement project proposed to increase the total investment from VND 8,200 billion to VND 8,968 billion (an increase of VND 768 billion).
The Management Board of Urban Infrastructure Construction Investment Projects of Ho Chi Minh City (abbreviated as the Urban Infrastructure Board) has just sent a document to the Department of Construction of Ho Chi Minh City regarding the adjustment of the Pre-Feasibility Study Report of the Environmental Improvement Project of Tham Luong - Ben Cat - Nuoc Len Canal.

In the adjusted Pre-Feasibility Study Report, the Urban Infrastructure Board proposed to increase the total investment from VND 8,200 billion to VND 8,968 billion (an increase of VND 768 billion), due to increased site clearance costs and many additional items arising during the project implementation process.
The arising items include: temporary roads in the area of the Vam Thuat - Nuoc Len tidal control sluice project; water intake system for fire prevention and fighting (75 locations) in 7 districts.
The project also requires the construction of 29 additional sluices in 6 packages and the installation of new tide-prevention gates for existing sluices. In addition, the project also requires an increase in compensation for site clearance and resettlement.
According to the Urban Infrastructure Board, the addition of these items is necessary so that future construction projects can connect to the Project's tide control sluices, avoiding the situation where the project has been put into operation and has to be dug up for construction, which will be costly.
Therefore, the Urban Infrastructure Board recommends that the Department of Construction and the Department of Planning and Investment organize the appraisal of the Pre-Feasibility Study Report to adjust the Project on Infrastructure Construction and Environmental Improvement of Tham Luong - Ben Cat - Nuoc Len Canal (connecting Long An province via Cho Dem River and Binh Duong province, Dong Nai province via Saigon River).
Regarding capital for this Project, in 2024 the project was allocated 2,300 billion VND, currently 515 billion VND has been disbursed, reaching a rate of 22.4%. It is expected that by the end of 2024, the Project will disburse all 2,300 billion VND.
The project is over 63 km long (the longest canal in Ho Chi Minh City) passing through 7 districts including Binh Chanh district; Binh Tan district, district 6, Tan Phu, Tan Binh, Go Vap, district 12.
The items to be built include canal embankments; traffic roads on both sides of the canal with a width of 10-19 m; dredging 31.4 km of canal; building 20 new drainage culverts; building 12 boat docks; 3 traffic bridges...
The project was assigned to the HCM City Urban Infrastructure Construction Investment Project Management Board as the investor with a total investment of VND8,200 billion from the State budget, of which the central budget is VND4,000 billion; the city budget is VND4,200 billion.
When completed, the project will help drain rainwater and prevent flooding for an area of nearly 15,000 hectares. At the same time, it will form a waterway and road traffic route connecting through 7 districts of Ho Chi Minh City and connecting with Long An, Binh Duong, and Dong Nai.
