Why are commercial housing projects slow to develop?

The procedure for selecting investors for social housing projects is slow, while commercial housing also faces many obstacles, so the City Housing Development Program for the 2021-2025 period has not met expectations.

Da Nang City has just informed about the results of implementing the City's Housing Development Program for the period 2021 - 2025.

According to the People's Committee of Da Nang City , from 2021 to November 2024, the City has approved the investment policy of 4 new projects with 3,728 apartments, with 437,308 m2 of floor space; completed and put into use 1,774 apartments, with 96,974 m2 of floor space.

The city is also implementing the construction of 7 social housing projects with 5,042 units; and is carrying out procedures to call for investment in 2 projects with 1,955 units that have been approved for investment policy.

In addition, introduce land fund for the General Confederation of Labor to implement a trade union and housing project with 732 units. At the same time, add a plan to call for investment in 2 to 3 new projects in 2024-2025.

It is expected that by the end of 2024, Da Nang will strive to complete 3 more social housing projects with 1,880 units.

Many social housing and commercial projects in Da Nang city are facing difficulties.

Regarding commercial housing, from 2021 to the end of November 2024, Da Nang City approved investment policies and granted investment registration certificates for 19 new projects with 12,506 units. However, only 3,017 units have been completed and put into use; 62 projects with about 48,992 units are being implemented.

Pointing out difficulties and obstacles in the housing development program, Da Nang said that the procedure for selecting investors for social housing projects is still very slow.

From 2021 to the end of November 2024, only one project investor has been selected; two projects are currently being selected. The delay in selecting project investors causes difficulties in creating social housing supply during this period.

In addition, the income of beneficiaries of social housing policies does not ensure the conditions to buy social housing, especially during and after the Covid-19 pandemic. In addition, some social housing projects have encountered difficulties in selling products, affecting the process of mobilizing project capital, as well as attracting investment in social housing development.

Regarding commercial housing, according to the People's Committee of Da Nang City, many previous real estate projects have not fully completed procedures on investment policies and investor selection, so they encountered difficulties and obstacles when carrying out procedures to adjust investment policies and related procedures.

In addition, some commercial housing construction investment projects encounter difficulties in investment policy approval procedures and investor approval procedures due to lack of land use rights.

Many real estate projects are facing difficulties and problems related to land according to the conclusions of inspections, examinations, and judgments. The economic difficulties after the Covid-19 pandemic have greatly affected the real estate market, especially commercial housing.

These are the main reasons leading to the slow progress of commercial housing projects in Da Nang.
