For food safety for the people of the capital: Problems that need to be solved

Although much has been done, Hanoi's food safety work still has some problems that need to be resolved...

Specifically, these difficulties and problems include: There is no uniformity in food safety management methods for food production and business establishments with business registration granted by district and county levels among sectors.

Lack of standards and technical regulations on food safety indicators for food products, especially processed, mixed and blended products, causes difficulties in application by facilities as well as management agencies.

The implementation of the planning for concentrated slaughter of livestock and poultry is still slow, the work of building disease-safe areas and facilities in some districts has not been focused on. Agricultural production is still small and fragmented, there are not many production areas that ensure quality according to VietGAP, ISO, GlobalGAP, Organic standards... The quality of products in each season is not uniform, the rate of traceable products is still low.

The implementation of the production linkage model is a sustainable direction, however, there are still many difficulties in the implementation process, the thinking of production associated with the consumption of goods is still limited, and the rate of agricultural products consumed through contracts is still low.

The policy to encourage investment in agricultural production development has not really attracted households and businesses to invest, especially in the fields of agricultural product processing and livestock and poultry slaughter; chain development still lacks sustainability. It has not attracted many large enterprises to participate in the production, business and distribution of agricultural products in the chain.

To overcome this, Hanoi needs to implement synchronous solutions including: First, promote information and communication work on food safety. Commend advanced models and safe food production and processing models. Publicize organizations and individuals violating food safety and handle them according to regulations. Actively coordinate with the media agencies of the Central and Hanoi to diversify forms of propaganda, provide complete and timely information, accurately reflect the management of agricultural materials and ensure food safety of agricultural, forestry and fishery products. Issue publications and propaganda documents on agricultural development, trade promotion, connection and linkage in production and consumption of safe agricultural and food products.

Second is planning for agricultural development and slaughter planning. Managing, developing production and consumption of safe vegetables in the area. Expanding concentrated production organization associated with the application of high technology, ecological agriculture, organic agriculture and advanced quality management systems. Increasing investment in improving food safety and hygiene conditions in slaughtering, preliminary processing, preservation and trading of agricultural, forestry and fishery products. Guiding and supporting enterprises investing in agriculture to organize linkages and replicate quality and safe agricultural, forestry and fishery food supply chains.

Third, strengthen inspection and examination work, strongly shift to surprise inspections and examinations, promptly and seriously handle violations of quality and food safety. Organize large-scale sampling and monitoring of agricultural, forestry and fishery products, detect and trace their origins, and require thorough correction of violations.

Fourthly, strengthen the management of processing and trading of agricultural products, and connect the consumption of safe agricultural, forestry and fishery products. Continue to effectively implement the coordination program between the Ministry of Agriculture and Rural Development and the Hanoi People's Committee "Ensuring food safety, improving the quality and value of the agricultural, forestry and fishery supply chain between Hanoi and provinces and cities nationwide in the period of 2021-2025". Maintain and develop the application of an electronic information system using QRcode to trace the origin of safe agricultural, forestry and fishery products in Hanoi. Manage and develop an e-commerce market to consume safe agricultural, forestry and fishery products. Support brand building and promotion of agricultural products that ensure food safety quality.

The fifth is to encourage and support businesses to invest in agriculture, production and trading of safe agricultural, forestry and fishery products and to invest in upgrading equipment lines and innovating technology to produce good quality products and ensure food safety.

Food consumption market forecasting has not kept up with the food production situation. Production plans have not been linked to market demand, leading to a number of manufactured products having oversupply, large oversupply affecting prices and making consumption difficult. The force working on food safety management at the district, commune and ward levels is part-time, frequently changing, and has inappropriate expertise, leading to ineffective advisory work for local authorities.
