Report "Promoting the role of private enterprises in the national economic growth target of 8%, towards double-digit growth" by the Private Economic Development Research Board (Board IV) sent to the Government Standing Committee.

The report on the topic "Promoting the role of private enterprises in the national economic growth target of 8%, towards double-digit growth" was sent to the Government Standing Committee's Spring meeting with private enterprises on the morning of February 10.

Mr. Truong Gia Binh, Chairman of FPT Corporation, Head of the Board, represented the speech. He called this Report "1-2-3-4-5". In summary, each number represents a group of opinions, including public and private unity, 2 goals, 3 bottlenecks, 4 attack points and 5 actions.

However, speaking at the Conference, the Head of Committee IV only mentioned two actions in this report of more than 2,000 words. Those are to unleash the potential of science and technology and “popularize AI”.

“We must unleash the country’s science and technology potential,” Mr. Truong Gia Binh emphasized the proposal. According to the explanation, many studies show that the relationship between GDP growth and science and technology potential is often proportional, but in Vietnam, it is not correlated. That is, science and technology potential is still low while GDP in recent years has been in the high growth group.

"That means we still have a lot of room. If we can unleash this potential, the goal of high GDP growth is completely feasible," Mr. Binh emphasized the proposal.

Among the five things that need to be done immediately in 2025 proposed by Committee IV, this is the first solution. Mr. Binh even said that if this potential cannot be unleashed and the reasons for the bottlenecks cannot be found, the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation will be very difficult.

The second thing to do in the report of the IV Committee is to promote the development of the digital economy and national digital transformation with a clear development mindset, consistent messages and approaches, and the participation of people and businesses. Specifically, the Party and Government leaders emphasized the development mindset instead of the control mindset, requiring the abandonment of the mindset of "cannot manage, then ban" or the mindset of "not knowing but still managing" and requiring the launch of a program of "digital literacy for the masses". In particular, the IV Committee proposed to evaluate the focus of user experience with groups of public services with high frequency of implementation and great impact, so that people and businesses can truly have a voice and contribute value to the great efforts of the country, in parallel with the fundamental tasks of infrastructure, data or cybersecurity that only a few businesses in the information technology industry know about.

Committee IV also proposed to boldly research and deploy a number of online public services with private organizations/enterprises as the focal point because we have precedents of private notaries, private hospitals... with outstanding service quality provided by the private sector. In particular, Committee IV proposed to build a specific mechanism for exploiting and sharing data, especially open data for the private sector based on the provisions of the Data Law 2024 and put it into operation early in 2025 because in the digital economy, data is a gold mine.

Third, Committee IV launched the “AI for the People” initiative. According to Mr. Binh, the recent Deepseck event that shocked the world has shown the ability to join core technology industries of countries with limited conditions like Vietnam, but requires fast speed, with prepared capacity and participation of the entire population.

Specifically, Committee IV proposed to build special, specific mechanisms such as "green channels" for new industries/fields, reputable enterprises (through criteria and evaluation) in the process of investment, trade, operations, etc. to quickly take advantage of opportunities; create a difference in the investment and business environment in Vietnam and strongly communicate internationally (for example, semiconductors, pharmaceutical R&D, logistics, etc.).

Fourth, build intergovernmental cooperation programs between Vietnam and a number of potential countries for emerging economic sectors such as semiconductors and AI, in which working groups and teams are formed with specific roles assigned to private enterprises.

Fifth, Committee IV proposed the establishment of annual programs, events, and mechanisms capable of strongly attracting intellectual resources, finance, and presence of the world's leading technology, finance, and innovation companies to Vietnam through the role of the private sector, especially in areas where Vietnam is still limited, to create connections and exchanges to attract effective trade and investment for the Vietnamese economy/enterprises.

For example, on the sidelines of the Partnership for Green Growth and the Global Goals (P4G) Summit hosted by the Vietnamese Government this April, the IV Division can work with private partners to announce and implement the first year of the “Vietnam Future Now” initiative.

In the report, regarding the three bottlenecks, Committee IV stated that the bottlenecks in infrastructure; quality of human resources and institutions continue to make it difficult for both the economy and enterprises, and are the bottlenecks in the process of national and economic development. Therefore, Committee IV stated that if private enterprises are to truly accelerate and make breakthroughs to contribute to the rapid and sustainable development of the country in the new era, it is necessary to focus on solving these three bottlenecks.

The State needs to attract the private sector to develop national infrastructure; maximize private participation in education, training, science and technology. At the same time, in institutional reform, it is necessary to emphasize the mindset of supporting development instead of controlling and focus on improving the internal capacity of the economy, that is, developing domestic private enterprises to cultivate internal strength to help the country and the economy grow more sustainably and with better quality.
