In a recent sharing, Mr. Nguyen Quoc Hung, Vice Chairman and General Secretary of the Vietnam Banking Association, stated that those who are “holding” apartments, waiting for prices to increase, will face great risks. Because when the Government promotes the Project of 1 million social housing apartments, the real estate market will return to its true nature.
In Hanoi - where the apartment segment has been constantly "hot" in the past 2 years, the supply of social housing is increasing. It is expected that this year, the capital will have 11 social housing projects completed, providing nearly 6,000 apartments, equivalent to 345,000 m2 of construction floor space. In the next 5 years, Hanoi will aim to develop 50 new social housing projects, with a total scale of about 57,200 apartments.
Below are social housing projects that are currently and expected to open for sale in 2025.
Rice City Long Chau social housing project
Early this year, the joint venture Him Lam Thu Do Joint Stock Company and BIC Vietnam Joint Stock Company announced the launch of the Rice City Long Chau social housing project (Thuong Thanh ward, Long Bien district).

The project includes 1,980 apartments arranged in three high-rise buildings. Of which, CT1 building will have 600 apartments, with areas ranging from 63 - 77m2. CT2 building has 400 apartments, with areas ranging from 33 - 62m2. Finally, CT3 building has 980 apartments, with areas ranging from 33 - 56m2.
Currently, the project is constructing the basement of CT1 building. It is expected that in the second quarter of 2025, the consortium of companies will organize free consultation sessions, guiding customers on the documents and procedures for registering to buy, lease-purchase, or rent social housing. The time to collect documents is expected to start in the third quarter of 2025.
UDIC Eco Tower N01 Ha Dinh Social Housing
According to the announcement of the Hanoi Department of Construction, the social housing project N01 Ha Dinh will have a selling price of about 25 million VND/m2. The rental price is 150,000 VND/m2/month and the purchase price is 390,000 VND/m2/month. It is expected that in the fourth quarter of 2025, the Department will receive applications for home purchase registration at the project.

The above social housing area is located in Tan Trieu commune, Thanh Tri district and is built on plot NO1 of Ha Dinh new urban area. The investor is a consortium of Urban Infrastructure Development Investment Corporation (UDIC), Hanoi Electricity and Water Construction Joint Stock Company (Haweicco) and DAC Hanoi Housing Development and Construction Joint Stock Company.
According to the 1/500 planning, the project is 25 stories high, including 5 basement floors, 20 apartment floors and a basement. The construction area is 3,722 m2, the total floor area is 62,550 m2, a total of 440 apartments, and a population of 1,230 people. The project is expected to be completed in the fourth quarter of 2027.
Phu Lam social housing area
Phu Lam social housing area (Phu Lam ward, Ha Dong district) has recently met the conditions to receive purchase registration applications, after completing 5 years of leasing. The deadline for receiving home purchase registration applications at the project is March 10.
The project is invested by Hai Phat Investment Joint Stock Company, including 5 18-storey buildings with a total of 1,902 apartments. The number of social housing apartments for rent for sale in the coming time is 408, with areas ranging from 48 - 69m2. The selling price does not include 5% value added tax and 2% maintenance fee, which is more than 13.6 million VND/m2.
Social housing in Thach Ban residential area
The social housing units for sale are located in the CT2A high-rise apartment building, Thach Ban residential area (Thach Ban ward, Long Bien district), invested by the Ministry of National Defense's Housing and Urban Development Investment Corporation.
After 5 years of leasing, the project has also been allowed to receive applications for home purchase. The number of apartments for sale this time is 82, with an area of about 69 m2. The price excluding value added tax and maintenance fee is about 11.7 million VND/m2.

Social housing project in Kim Chung new urban area
Recently, the Hanoi People's Committee has allocated 24,000 m2 of land (phase 2) in the Kim Chung new urban area (Kim Chung commune, Dong Anh district) to the consortium of Hanoi Housing Investment and Development Corporation (Handico) and Viglacera Corporation - JSC. This is the land area of the land plot coded CT3 to serve the construction of social housing.

According to the approved planning, the CT3 land plot will be used to build 3 high-rise apartment buildings with the symbols CT3A, CT3B, CT3C. Each building is 12 floors high and has 1 attic, meeting the population of 3,902 people with a total of 1,104 apartments.
Social housing project in Uy No commune
At the end of 2024, the social housing project in Uy No commune, Dong Anh district was started. The project is built on an area of over 15,280 m2, including 4 9-storey buildings, providing 466 apartments. This is the first social housing project implemented by Corporation 319, an enterprise under the Ministry of National Defense. The project is expected to be completed in October 2026.
