Regarding this issue, PV of Natural Resources and Environment Newspaper had an interview with Mr. Bui Tien Sy - Secretary of the Party Committee of Ngoc Chien commune.
PV: Could you please give us some key information about the potential and advantages of Ngoc Chien commune?
Mr. Bui Tien Sy:
Ngoc Chien has a total natural area of over 21,000 hectares, with 2,305 households and 11,670 people. There are 4 ethnic groups living together, including Thai 65%, Mong 33%, La Ha 0.17%, Kinh 0.25%.
Located at an altitude of 1,800m above sea level, Ngoc Chien is a land rich in potential, with a cool climate all year round and an average temperature of 23 degrees Celsius. The commune has 2 large fields, an area of over 300ha, forest coverage of 87%; 13 hot mineral springs, 52km of gentle, clear Chien stream; over 300ha of bonsai pine hills, over 2,600ha of hawthorn, over 1,000ha of ancient tea trees in the primeval forest, over 400ha of hydroelectric reservoir area, waterfalls, and rich and beautiful caves.
Along with that, the system of relics, traditional crafts, festivals, and unique and rich ethnic cuisine are effectively preserved by the people of Ngoc Chien. Especially the unique constructions and tourist attractions are created by the hands, minds, and solidarity and consensus of the Party Committee, government, and people here.
PV: How has Ngoc Chien implemented environmental protection work over the years, sir?
Mr. Bui Tien Sy:
The Party Executive Committee of the commune has unanimously issued 76 specific policies and actions, including groups of fields: Economy, traffic, culture - society, environment, tourism, security and order and other groups of policies. These are also called "0 dong" projects because all funding sources are contributed, implemented and benefited by the people.
The Commune Party Committee has established a 7th Day Working Group with the People, consisting of 15 Working Groups of the Party Committee Standing Committee in charge of 15 villages. Each Working Group consists of 5-7 comrades, taking full responsibility for all aspects of the village in charge, eating and living together, leveling the ground, digging the land, building roads, embankments, building irrigation canals, instructing people on how to arrange things neatly, cleaning houses...
The commune government propagates and mobilizes people to move livestock and poultry out from under the floors of houses, away from residential areas; build pits to collect domestic waste, build septic tanks...; regularly propagates and guides people and local communities to raise awareness of protecting resources and the environment, and behave civilly towards tourists.
Up to now, the commune has completed 37/76 policies, creating a new rural appearance for the "fairyland" Ngoc Chien. However, most of all, it has created a positive change in people's awareness, high consensus in environmental protection, towards sustainable socio-economic development.
PV: Can you share some outstanding results in environmental protection work in Ngoc Chien?
Mr. Bui Tien Sy:
The group of environmental policies, including 6 main targets, has made important breakthroughs, changing the awareness and actions of cadres, party members and people.
Up to now, 15/15 villages have hardened the floor with concrete or paved with bricks; have septic tanks; have concrete roads leading to the house to improve the quality of life and protect the environment. The villages have assigned each household (marking each meter, clearly stating the name of the household) to self-manage, self-protect, and be responsible for cleaning each road.
The commune has chosen Ke village as a point to propagate and mobilize people to practice personal hygiene, clean their houses, and build a green - clean - beautiful living space. After 6 months of implementation, from the village known as "No alcohol makes you sick", to now, the people of Ke village basically know how to practice hygiene, clean their houses, build a green - clean - beautiful living space, many new spacious houses have been built, the economy has developed, and people's lives have changed. The model has been replicated throughout the commune.
In the villages, stone markers have been deployed at the beginning and end of the village, with drawings on the stone pillars representing the cultural characteristics of each village, thereby creating more tourism products to promote and introduce the culture and people of Ngoc Chien.
Giang Phong village has built a "stone road, ancient peach" with a length of 3km, planted 500 peach trees and is taking care of them; Dong Xuong people made 400 pots of cockscomb flowers and cymbidium orchids in the courtyard of their houses; Muong Chien people planted 4.5km of walls with bamboo and poinsettia flowers; Phay people built a stone road with red leaves and fragrant roses...
The Women's Union of the commune has mobilized people to plant flowers so that each village has a women's flower road and vigorously implemented "5 no 3 clean". Built a model tourist route on the Muong Chien village double road with a lighting system on both sides of the road with a total length of 3km. Mobilized people to plant nearly 40,000 Ban trees, Mai Anh Dao trees, Talung pear trees, black tram, gioi and macadamia trees...
PV: What are the solutions to improve the effectiveness of environmental protection in ethnic minority areas that Ngoc Chien is proposing, sir?
Mr. Bui Tien Sy:
The lesson that Ngoc Chien learned is that everything takes people as the root, people are the subject to aim for, the subject to implement and the subject to enjoy.
From that perspective, Ngoc Chien is constantly striving to improve the tourism environment, build tourism services that ensure prestige and quality, promote the development of community tourism, eco-tourism, spiritual tourism, historical-cultural relic tourism, resort tourism, health care; connect and develop synchronous infrastructure.
The commune continues to effectively implement 39/76 ongoing policies; Maintain and promote the cultural values of ethnic minorities, aiming to build green tourism - sustainable tourism. At the same time, the commune continues to promote propaganda and mobilize people to effectively implement environmental protection and climate change adaptation. Ngoc Chien will focus on building Na Tau village into a model new rural village associated with community tourism...
To develop the economy sustainably, Ngoc Chien has a policy of strengthening linkages to develop tourism products in the direction of professionalization, approaching the value chain of tourism service supply from quantity to service quality; investing with focus, key points, with specific planning, plans and roadmaps; improving efficiency and professionalization, specialization in tourism.
