The core role of protecting the Party's ideological foundation

In recent years, the Party's Propaganda Department, with its role as "pioneer", has proactively and actively fought against destructive forces in the ideological and cultural fields, contributing to preventing and repelling the degradation of political ideology, morality, and lifestyle of a number of cadres and Party members; resolutely protecting what is right, protecting new factors, and new models.

Resolution No. 35-NQ/TW dated October 22, 2018 of the Politburo on "Strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation" determined: "Firmly protecting the Party's ideological foundation is a fundamental and vital content of Party building work; is the top important task of the entire Party, the entire army, and the entire people, in which the Propaganda force at all levels is the core; is the voluntary and regular work of Party committees, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations at all levels; of each locality, agency, unit, and of each cadre and Party member".

Resolution No. 35-NQ/TW once again affirms the position, role, importance, value and great significance of the work of protecting the Party's ideological foundation; overcoming the situation of dispersion, overlap and lack of unity in leadership, direction and organization of the fight against erroneous and hostile viewpoints; promoting the sense of responsibility, concentrating forces and participation of all levels, sectors and the entire political system, creating a combined strength to firmly protect the Party's ideological foundation against the sabotage of hostile forces.

As the core force in protecting the Party's ideological foundation, in recent years, the Propaganda Department of Thai Nguyen province has proactively and actively advised the Party Committee to effectively implement many resolutions and directives of the Party on ideological and theoretical work in general, Resolution No. 35-NQ/TW in particular, meeting the requirements of tasks in the new situation; creating a positive change in the awareness of Party Committees at all levels, authorities, agencies and units in the province about the meaning and importance of protecting the Party's ideological foundation, fighting against erroneous and hostile views in the new situation; 100% of Party Committees at all levels have developed programs and plans to implement Resolution No. 35-NQ/TW in conjunction with the political tasks of units and localities.

The propaganda staff has contributed to promoting the fight against wrong and hostile viewpoints; the core force in the Steering Committee 35 at all levels has strengthened propaganda and political and ideological education, improving the ability of cadres, party members, association members and people to self-protect against bad and toxic information.

With the motto of "using beauty to eliminate ugliness", using positive information to push back negative information, closely combining "building" and "fighting", Party committees at all levels have directed localities, units, unions, and mass organizations to build information channels on the internet and social networks to post, share, and spread positive information.

The Propaganda Department has provided timely guidance and direction in propaganda work, stepped up the fight against erroneous and hostile viewpoints, firmly adhered to Marxism-Leninism and Ho Chi Minh Thought, and firmly protected the Party's ideological foundation. Measures to ensure network safety and security, remove, destroy, and handle bad and toxic information on the internet and social networks have been promoted, implemented in a unified, synchronous, and effective manner.

The implementation of Resolution No. 35-NQ/TW has also created unity in the awareness and actions of Party committees and authorities at all levels; the work of protecting the Party's ideological foundation is an important and key task to protect the revolutionary goals and ideals, to protect the Party, the State, the People and the socialist regime. In the spirit of the Resolution, the work of summarizing practices, researching theories, and protecting the Party's ideological foundation has been organized and implemented in an increasingly systematic, synchronous, comprehensive, and drastic manner, gradually going into depth, achieving very important initial results, providing many scientific arguments for the work of protecting the Party's ideological foundation.

After 5 years of implementing Resolution No. 35-NQ/TW, besides the achieved results, the work of protecting the Party's ideological foundation still has certain limitations. That is, some grassroots Party committees have not regularly grasped the directives of higher levels on the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints; the work of fighting against erroneous and hostile information is sometimes and in some places not sensitive; propaganda and fighting measures are not diverse, not promoting the strengths of union members, youth, and association members; the fighting spirit and persuasiveness in fighting against erroneous and hostile viewpoints are sometimes and in some places not high, still passive, confused, not timely, and not sharp.

This poses new requirements, tasks, contents and methods, requiring the Propaganda sector to further promote its core and pioneering role in the ideological field and protect the Party's ideological foundation.

Currently, hostile, reactionary, political opportunists and bad elements continue to take advantage of cyberspace to propagate and sabotage the Party's ideological foundation, and to create negative and contrary orientations to cause insecurity and division between the people and the government and Party organizations.

Therefore, we must pay special attention to and further promote the work of building a truly clean and strong Party; improve the effectiveness of ideological work, create unity within the Party and consensus in society; pay more attention to the work of fighting to protect the Party's ideological foundation, refute erroneous and hostile viewpoints; resolutely and persistently fight to prevent and repel degradation in political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation".

The Propaganda Department continues to promote its role and responsibility, actively advises the Party Committee in leadership, direction, and mobilization of the combined strength of the entire political system, and focuses on performing well the following tasks:

Firstly, unify the perception of the position, role and importance of protecting the Party's ideological foundation in the current period. Continue to adhere to the goal of national independence associated with socialism; develop a socialist-oriented market economy; build a socialist rule-of-law state of the people, by the people and for the people; protect the Party's innovation; successfully implement the viewpoints, goals, tasks and solutions set out in resolutions of Party congresses at all levels. Focus on theoretical research, summarizing practices; creatively apply and develop Marxism-Leninism and Ho Chi Minh Thought in accordance with reality.

Continue to effectively implement Resolution No. 4 of the Central Committee (term XI, term XII), Conclusion No. 01-KL/TW on continuing to implement Directive No. 05-CT/TW of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle". At the same time, more clearly identify the nature, plots and methods of sabotage activities of hostile, reactionary and opportunistic political forces; resolutely fight and refute wrong viewpoints, especially in sensitive areas of political theory, ideology - culture, literature - art.

Second, strengthen the role as a focal point for connecting, gathering, and promoting the role of the forces and strengths of the Propaganda sector, such as: Improving the quality of political theory education, promoting propaganda work, literature and art... Closely linking "building" and "fighting", taking "building" as fundamental and long-term, "fighting" must be resolute and effective, creating self-resistance against the distorted arguments of hostile, reactionary, and opportunistic political forces, especially fighting in cyberspace.

Strengthening propaganda and political theory education, updating new contents and forms; orientations, key tasks, and strategic breakthroughs in resolutions of Party Congresses at all levels; discovering and replicating examples of "good people, good deeds", good models, effective and creative ways of studying and following Ho Chi Minh's ideology, morality, and style.

Strengthen the connection of websites, blogs, and fanpages between sectors, levels, and local bases; promote the advantages of the internet and social networks to become "extended arms" of agencies doing ideological work, press, and media in protecting the Party's ideological foundation.

Third, it is necessary to create a new, more positive and stronger change in human resource training, especially supplementing and updating new knowledge, political theory, and the Party's innovation guidelines for cadres, party members and people to enhance the spirit of self-awareness, the ability to self-prevent, fight, and protect each person against the plots, tricks, and sabotage activities of hostile, reactionary, and opportunistic political forces.

Effectively implement the Regulation on coordination between propaganda departments at all levels and state agencies at the same level in law enforcement, implementing socio-economic development plans, and resolving outstanding issues of public concern. Consider this an urgent and important task to promote the role of the Propaganda sector in protecting the Party's ideological foundation, contributing to the successful implementation of annual goals and tasks...

Promoting the glorious tradition of 93 years of construction and growth (August 1, 1930 - August 1, 2023), cadres and civil servants of the Propaganda Department of Thai Nguyen province continue to enhance the spirit of solidarity, political courage, and absolute loyalty to the glorious revolutionary cause of the Party; be exemplary in researching, studying, and fostering political theory, maintain discipline and order in speaking and writing; actively participate in protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints; regularly innovate and be creative in performing political tasks; enhance the sharpness and persuasiveness of the work of fighting, preventing and handling bad and toxic information, erroneous and hostile viewpoints, contributing to the good implementation of the Party's guidelines and policies, and the State's policies and laws; firmly protect the Party's ideological foundation, create unity within the Party and social consensus, promote the highest strength of the entire Party, the entire people and the entire army to successfully implement the Resolution of the 13th National Party Congress, the Resolution of the 20th Thai Nguyen Provincial Party Congress and the resolutions of Party congresses at all levels for the 2020-2025 term.
