The Central Inspection Committee proposed to discipline Mr. Bui Van Cuong.

On October 28 and 29, the Central Inspection Commission held its 49th meeting under the chairmanship of Standing member of the Secretariat and Chairman of the Central Inspection Commission Tran Cam Tu.

– Reviewing the inspection results when there were signs of violations with the Party Committee of the Quang Ninh Provincial People's Committee, the Central Inspection Committee found that the Standing Committee of the Quang Ninh Provincial Party Committee for the 2020-2025 term, the Party Committee of the Provincial People's Committee for the 2021-2026 term violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to violate regulations in the implementation of a number of bidding packages and projects related to Thuan An Group Joint Stock Company.

Some officials and party members, including key officials of the province, violated regulations on preventing and combating corruption and negativity, violated regulations on what party members are not allowed to do and the responsibility to set an example.

The above violations have caused serious consequences, risking large losses of State money and assets, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring disciplinary action.

According to the Central Inspection Commission, personal responsibility for the above violations and shortcomings belongs to Mr. Nguyen Xuan Ky , former member of the Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Cao Tuong Huy , Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vu Van Khanh , former Director of the Department of Transport, former Director of the Provincial Traffic Construction Investment Project Management Board; Pham Thanh Binh , Director of the Provincial Traffic Construction Investment Project Management Board; Cao Ngoc Phuc , Deputy Head of the Group A Project Management Board, and a number of other party organizations and party members.

After consideration, the Central Inspection Committee decided to expel Mr. Pham Thanh Binh and Mr. Cao Ngoc Phuc from the Party.

The Central Inspection Commission also warned the Party Committee of the Quang Ninh Provincial People's Committee for the 2021-2026 term; the Party Committee of the Provincial Traffic Construction Investment Project Management Board for the 2020-2025 term and Mr. Cao Tuong Huy; reprimanded the Party Committee of the Department of Transport for the 2020-2025 term and Mr. Vu Van Khanh.

The Central Inspection Commission proposed that competent authorities consider and discipline the Standing Committee of the Quang Ninh Provincial Party Committee for the 2020-2025 term and Mr. Nguyen Xuan Ky.

The inspection agency requested the Standing Committee of the Quang Ninh Provincial Party Committee to lead and direct the timely correction of violations and shortcomings pointed out; review, consider responsibilities, and discipline related party organizations and party members according to the conclusion of the Central Inspection Commission.

– The Central Inspection Commission concluded that the Standing Committee of the Dak Lak Provincial Party Committee for the 2015-2020 term (2019-2020 period), the Party Executive Committee of the Provincial People's Committee for the 2016-2021 and 2021-2026 terms violated the principle of democratic centralism and working regulations; lacked responsibility, and loosened leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to violate.

These violations are related to the implementation of the Ho Chi Minh Road construction investment project, the eastern bypass of Buon Ma Thuot city; and in the implementation of a number of solar and wind power projects.

Some cadres and party members, including key cadres of the province, violated Party regulations and State laws on preventing and combating corruption and negativity, and violated regulations on what party members are not allowed to do and the responsibility to set an example.

Personal responsibility for the above violations and shortcomings belongs to Mr. Bui Van Cuong , member of the Central Committee, former General Secretary of the National Assembly, former Secretary of the Dak Lak Provincial Party Committee; Pham Ngoc Nghi , Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Tuan Ha , Vice Chairman of the Provincial People's Committee; Lam Tu Toan , former Director of the Department of Construction; Bui Thanh Lam , former Director of the Department of Natural Resources and Environment; Pham Van Ha , former Director of the Provincial Management Board of Investment Projects for Construction of Traffic Works and Rural Development of the Province; Bui Van Tu , Head of the Provincial Management Board of Industrial Park Projects and a number of other Party organizations and Party members.

The Central Inspection Committee decided to expel Pham Van Ha and Bui Van Tu from the Party; warn the Party Committee of the Dak Lak Provincial People's Committee for the 2016-2021 term; and the Party Committee of the Dak Lak Provincial Project Management Board for Investment in Construction of Transport Works and Agriculture - Rural Development for the 2015-2020 and 2020-2025 terms.

This agency also reprimanded the Party Committee of Dak Lak Provincial People's Committee for the 2021-2026 term; the Party Committees of the Departments of Industry and Trade, Natural Resources and Environment for the 2015-2020 term; the Party Committee of the Department of Planning and Investment for the 2020-2025 term; the Party Committee of the Department of Construction for the 2015-2020, 2020-2025 terms and Mr. Pham Ngoc Nghi, Nguyen Tuan Ha, Lam Tu Toan, Bui Thanh Lam.

– Considering the Report proposing disciplinary action against a number of party members who violated the Party Committees of Ha Nam and Thai Binh provinces, the Central Inspection Committee found that:

+ Mr. Nguyen Xuan Dong , former Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ha Nam province, violated Party regulations, State laws, and working regulations in leading and directing the implementation of a number of investment projects; in performing assigned duties and tasks.

Mr. Dong also violated regulations on what party members are not allowed to do and the responsibility to set an example, causing serious consequences, bad public opinion, reducing the prestige of the party organization and local government, to the point of having to take disciplinary action.

– Mr. Nguyen Viet Hien , former Director of the Department of Education and Training of Thai Binh province, violated regulations in leading and directing the organization of the 10th grade and high school entrance exams for the 2024-2025 school year of the province; in performing assigned duties and tasks.

He also violated regulations on what party members are not allowed to do and the responsibility to set an example, causing serious consequences, public outrage, and negatively affecting the reputation of the party organization and local state management agencies, to the point of having to take disciplinary action.

The Central Inspection Committee decided to issue a disciplinary warning to Mr. Nguyen Xuan Dong and requested competent authorities to consider and issue a disciplinary warning to comrade Nguyen Viet Hien.
