Provincial Party Committee Inspection Commission informs the Conclusion of the 36th session

The Provincial Party Committee's Inspection Commission has just announced the Conclusion of the 36th session, which includes the content of reviewing the conclusion of the inspection of the implementation of inspection, supervision and Party discipline enforcement against the District Party Committee, the Standing Committee of the District Party Committee, the Inspection Committee of Bat Xat and Bao Yen District Party Committees and the Sa Pa Town Party Committee. Along with the Conclusion, the Provincial Party Committee's Inspection Commission has pointed out the direction to overcome the shortcomings and limitations.

Bat Xat needs to be serious in managing, educating and disciplining party members who have 5th and 7th children.

Regarding the District Party Committee and the Standing Committee of the Bat Xat District Party Committee, in addition to the positive points, the limitations pointed out by the Provincial Party Committee's Inspection Committee are: The inspection and supervision program for the term and year of some grassroots Party Committees has not added the subject of the Party Committee Standing Committee as prescribed; some grassroots Party Committee Inspection Committees have not yet performed the key task of inspecting Party organizations and Party members when there are signs of violations; some village Party cells have not yet conducted specialized inspections and supervisions of Party members under their management, and are still confused in choosing the content of inspection and supervision.

The Provincial Party Committee's Inspection Committee requested the Standing Committee of Bat Xat District Party Committee to continue directing the Party Committee, the Inspection Committee of Pa Cheo Commune Party Committee, and the Ta Leng Village Party Cell under Pa Cheo Commune Party Committee to seriously review and learn from experience in managing, educating and disciplining Party members who have their fifth and seventh children.

Regarding the Inspection Committee of Bat Xat District Party Committee, the limitation pointed out is that it has not promptly guided, inspected and supervised the Party Committees and the Inspection Committees of grassroots Party Committees to amend and supplement the Working Regulations according to Regulation 22-QD/TW dated July 28, 2021 of the Central Executive Committee on the work of inspection, supervision and discipline of the Party.

The Provincial Party Committee's Inspection Committee requested the Bat Xat District Party Committee's Inspection Committee to proactively monitor the topic, grasp the situation to inspect when there are signs of violations in a number of areas of public concern such as: internal solidarity, the principle of democratic centralism, implementation of projects in the district, management and use of forest protection and development funds, implementation of regimes and policies for boarding and semi-boarding students.

Bao Yen has not proactively grasped the situation and detected incidents occurring in sensitive areas, with the risk of violations.

Regarding the District Party Committee and the Standing Committee of the Bao Yen District Party Committee, the Provincial Party Committee's Inspection Committee found that in addition to the positive points, the limitations were that some inspections did not identify the inspection subjects in accordance with the regulations of the Central Executive Committee; some inspection and supervision records of the District Party Committee and the Standing Committee of the District Party Committee lacked reports on overcoming and correcting shortcomings of the inspected and supervised party organizations and party members.

The People's Community of Xuan Hoa Commune, Bao Yen District participates in supervising the construction of rural traffic works.

For the Inspection Committee of Bao Yen District Party Committee, the limitation is that it has not proactively grasped the situation and detected incidents occurring in the area in sensitive areas with high risk of violations such as payment for forest environmental services; management and use of funding sources for national target programs; land management... Therefore, the Provincial Party Committee's Inspection Committee requested the Inspection Committee of Bao Yen District Party Committee to proactively advise the Standing Committee of the District Party Committee to identify the key task of inspecting party organizations and party members when there are signs of violations in sensitive areas with high risk of violations.

The Provincial Party Committee's Inspection Committee also requested the Bao Yen District Party Committee's Inspection Committee to strengthen its advice to the District Party Committee's Standing Committee and proactively implement regulations on propaganda and providing information to the press after meetings of the Executive Committee, the District Party Committee's Standing Committee, and the District Party Committee's Inspection Committee on the content of inspection, supervision, and party discipline enforcement.

Sa Pa needs leaders to strictly implement the operating regulations of the Steering Committee for National Target Programs of the town.

Regarding the Standing Committee of the Sa Pa Town Party Committee, the Provincial Party Committee's Inspection Commission found that the limitations were that the leadership and direction of the Party Committee, local authorities and some specialized agencies under the Town People's Committee were sometimes not timely, affecting the progress of project implementation; there were violations in investment management, construction and capital payment in some places; the total number of completed new rural criteria was still low compared to the target after re-evaluation according to the new set of criteria (133 criteria achieved) reaching 13.3 criteria/commune; the disbursement rate of capital sources in 2023 in the area was still low.

The leadership and direction of subordinate Party committees still lacks depth, leading to slow and ineffective implementation of some tasks according to resolutions of Party committees at all levels by Party committees, commune and ward authorities, agencies and units; State management in some areas sometimes fails to meet practical requirements...

In the Conclusion, the Provincial Party Committee's Inspection Commission requested the Sa Pa Town Party Committee Standing Committee in leading the implementation of national target programs to strictly implement the operating regulations of steering committees at all levels; periodically evaluate the results of the implementation of tasks of leaders of agencies, units, members of the district steering committee, and working groups assigned to help communes build new rural areas.

The Provincial Party Committee's Inspection Committee also requested the Standing Committee of Sa Pa Town Party Committee to effectively implement the contents of Resolution 18-NQ/TU on the development of Sa Pa town to 2030, with a vision to 2050; and to implement regulations on declaration and control of assets and income of those subject to declaration.

Also related to the leadership in implementing national target programs, the Provincial Party Committee's Inspection Committee concluded the performance of duties and responsibilities of comrade Phan Dang Toan, Secretary of the Town Party Committee, Chairman of the People's Council, Head of the Steering Committee for national target programs of Sa Pa town and comrade To Ngoc Lien, Deputy Secretary of the Town Party Committee, Chairman of the Town People's Committee, Deputy Head of the Steering Committee for national target programs of Sa Pa town.
