In 2024, Quang Ninh province chose the annual working theme as "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity", clearly demonstrating the province's viewpoint on balancing and harmonizing rapid, strong and sustainable economic and social development with preserving, conserving and developing culture, taking culture as an endogenous resource for development. With the determination, efforts, solidarity, joint efforts and consensus of all levels, sectors, people and business community, Quang Ninh has achieved many positive results in implementing the annual working theme.
Maintain the growth pole position of the region and the whole country
Entering 2024, in the general context of both difficulties, challenges and advantages; continuing the achievement of double-digit growth for 9 consecutive years (2015-2023), Quang Ninh determined to make efforts to maintain stable development momentum. The province aims to maintain a double-digit GRDP economic growth rate, the annual state budget revenue is not lower than 55,600 billion VND, the total social investment capital increases by over 10%, the focus is on attracting FDI capital for the whole year reaching 3 billion USD, the total number of tourists for the whole year reaching over 19 million, including 3.5 million international visitors...
In line with Resolution No. 20-NQ/TU (dated November 27, 2023) of the Provincial Party Committee on the direction and tasks for 2024 and the Resolution of the Provincial People's Council, from the beginning of the year, local Party committees, authorities, departments and branches have urgently developed plans, clearly defined specific goals and tasks for each sector to have solutions to ensure growth. At the same time, focusing on growth pillars: Rapidly increasing the scale and contribution to GRDP and budget revenue of the processing and manufacturing industry associated with improving the efficiency of attracting new-generation FDI investment; maintaining stability, developing the coal and electricity industries reasonably and sustainably; developing modern comprehensive services to play an increasingly leading role; tourism becoming a key economic sector associated with the development of the marine economy, participating deeply in the global value chain; speeding up the implementation and disbursement of public investment capital.
By the end of the first half of 2024, Quang Ninh's GRDP reached 9.02%, among the leading provinces in the country. Of which, services increased the most at 13.85%, 2.12% higher than the same period in 2023. Industry and construction, despite many difficulties, still increased by 7.68%. Notably, the key sectors of the industrial sector, namely mining, electricity and gas, processing and manufacturing, all increased compared to the growth scenario. Of which, the processing and manufacturing industry continued to play the role of the main driving force, increasing by 23.05%, contributing 2.9 points to GRDP. The above results were achieved thanks to the great efforts of the province in the context of general difficulties in the first half of 2024.
Under the leadership and direction of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, and the efforts of departments, branches, localities, people, and the business community, Quang Ninh has persistently implemented the goal of sustainable development, green growth, and inclusiveness. The province focuses on improving the quality of economic growth, maximizing potential, strengths, and internal resources to actively transform development methods; resolutely restructure the economy, promote in-depth development; promote restructuring, improve productivity, quality, efficiency, autonomy, adaptability, and competitiveness of the economy.
Although embarking on the task with high determination, all aspects of work from leadership, direction to planning, implementation were "smooth and consistent, with consensus from top to bottom" and achieved many positive results, in early September, storm No. 3 (Yagi) made landfall in Quang Ninh, causing serious damage to people, property, economic and social infrastructure and production and business activities in the province; affecting the economic growth of the province. By the end of October, the province's domestic budget revenue only reached 78% of the estimate, not reaching the average revenue rate; the disbursement rate of public investment capital in 10 months only reached 35% of the plan assigned at the beginning of the year, lower than the same period in 2023 (44.6%); FDI attraction only reached 68.2% of the yearly plan, domestic investment capital attraction outside the budget was only calculated at 31.3% of the yearly plan...
In the face of these difficulties, Quang Ninh is still determined to maintain its growth target. In particular, in the remaining two months of the year, all levels, sectors and localities will resolutely and effectively implement the tasks and solutions set out in the resolutions and conclusions of the Provincial Party Committee, People's Council and People's Committee.
The province determines to make the most of resources and development opportunities, striving to complete the GRDP target in 2024. In particular, focusing on adjusting the growth scenario, leading and directing the organization to effectively implement tasks and solutions, focusing on supporting and creating conditions for enterprises, production and business establishments, and people to boost production and business, increase productivity and output. At the same time, remove and resolve to the maximum the difficulties and obstacles hindering production and business activities, unblock bottlenecks; quickly resolve administrative procedures on land, investment, business, licensing, tax, credit, customs clearance of goods, do a good job of compensation, site clearance, etc.
For sectors and fields with room for development in the last two months of the year, the province requires focused leadership and direction to achieve the highest goals. Typically, it directs the promotion of the development of agriculture, forestry and fishery, ensuring that some targets increase compared to the set plan. The Ministry of Industry and Trade is required to promote trade and consumption of Quang Ninh agricultural products, focusing on export markets; proactively grasp the situation and remove difficulties in the coal and electricity sectors; strive for an added value of the mining sector of 99.52% over the same period; work specifically with each coal company, power plant, and enterprise in the province to change scenarios to strive for production and business of key products, contributing to the economic growth of the province in the remaining months of 2024...
Thanks to the continuous efforts and flexibility in responding to difficult objective conditions, by the end of September, according to the General Statistics Office, Quang Ninh's GRDP growth reached 8.02%. Although 2.07 percentage points lower than the growth rate of the same period last year, 1.61 percentage points lower than the growth scenario of the first 9 months of the year, this is the effort of the entire political system in the context of many difficulties, especially the heavy impact of storm No. 3. In particular, many key economic sectors and fields of the province continued to achieve positive growth results.
It is estimated that by the end of October 2024, the processing and manufacturing industry will continue to be the main growth driver with a growth rate of 26.01% over the same period. The service sector is estimated to increase by 25% over the same period; the total number of tourists to Quang Ninh will reach 16.769 million, up 20% over the same period; of which, international visitors are estimated to reach about 3 million. In October alone, Quang Ninh is estimated to welcome 1.13 million visitors, of which international visitors will reach 479,000. Total tourism revenue for 10 months is estimated to reach more than 40,000 billion VND, up 38% over the same period in 2023. Total retail sales of goods and consumer service revenue is estimated to increase by 12.6% over the same period; revenue from transportation, warehousing and transportation support services is estimated to increase by 28.2% over the same period; The export turnover of enterprises in the province in the first 10 months reached 2,866 million USD, an increase of 13% over the same period, reaching over 81% of the growth scenario...
Culture is an endogenous resource, a driving force for sustainable development.
On October 30, 2023, the Provincial Party Committee issued Resolution No. 17-NQ/TU on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development. In the province's 2024 working theme, "developing culture and people rich in Quang Ninh identity" continues to be one of the two emphasized contents, clearly showing the province's view that cultural development must be placed on par with politics, economy and society.
Implementing Plan No. 67/KH-UBND (dated March 8, 2024) of the Provincial People's Committee on implementing the 2024 working theme for the task of "Developing culture and people rich in Quang Ninh identity", all levels, sectors and localities have focused on thoroughly grasping and developing plans with specific goals, targets, tasks, solutions and roadmaps, associated with the implementation of Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Committee, Plan No. 383-KH/TU (dated March 26, 2024) of the Provincial Party Committee Standing Committee, Action Program No. 869/CTr-UBND (dated April 12, 2024) of the Provincial People's Committee.
In particular, specific tasks in building a healthy cultural environment through building, supplementing, and perfecting regulations, rules, codes of conduct, and business culture criteria... continue to be focused on by units and localities. During the year, the Department of Culture and Sports completed the supplementation and adjustment of the Code of Conduct in the province; developed a set of criteria for model cultural residential areas; issued and effectively implemented the movement "All people unite to build a cultural life" in 2024; organized the implementation of regulations on considering and awarding the titles of "Cultural Family", "Cultural Village, Group", "Typical Commune, Ward, and Town" according to Decree No. 86/2023/ND-CP (dated December 7, 2023) of the Government. The Department of Home Affairs has advised on the development and submission to the Provincial People's Council for promulgation of a resolution on awarding the title of "Outstanding Citizen of Quang Ninh Province"; Continue to effectively exploit the system of cultural and sports institutions from the provincial to grassroots levels...
Identifying the core issue that cultural beauty must be preserved, protected, built and developed from within the community, with the people as the center and the main beneficiaries, cultural, artistic and sports activities in the locality and province are continuously organized with diverse content and forms, contributing to improving the quality of enjoyment of the people. Since the beginning of the year, at the provincial level, 19 competitions, exhibitions, displays, performances, and announcements of literary and artistic works on the culture and people of Quang Ninh have been organized; 130 art performances have served people in all regions of the province.
At the grassroots level, cultural and sports activities and events are also organized enthusiastically and richly, typically the art program celebrating the Party - celebrating Spring; activities to celebrate the Day of the Liberation of the South, National Reunification (April 30), International Labor Day (May 1), National Day (September 2)... Since the beginning of the year, the province has successfully hosted 11 provincial-level sports tournaments and 3 international and national sports events, leaving a good impression on domestic and international friends and tourists.
In particular, in early November 2024, all residential areas in 13 districts, towns and cities in the province simultaneously organized the National Great Unity Day with the theme "Solidarity Day - Warm military-civilian affection". At the festival, people of all ethnic groups and officers and soldiers of the armed forces in the area participated in cultural, artistic and sports exchange activities, creating a joyful and exciting atmosphere, encouraging and motivating the entire Party, the entire army and the entire people to compete to successfully complete political tasks, develop the socio-economy and protect the Fatherland. Up to now, 100% of schools in the province have organized programs for students to visit national relics in the province.
