The Ministry of Education and Training has just announced a draft Resolution of the National Assembly on piloting the recruitment of people with college degrees in English, Information Technology, Arts, and Music to teach a number of subjects under the 2018 General Education Program to solicit public opinion.
Accordingly, the draft resolution stipulates that public primary and secondary education institutions are allowed to recruit teachers with college degrees to teach a number of subjects according to the 2018 General Education Program.
Specifically, recruiting people with a college degree in teacher training in English, Information Technology, Art, Music or a college degree in a major relevant to these subjects and a certificate of pedagogical training.
Teachers with college degrees, after being recruited, must undergo a probationary period as in the case of recruitment into a professional position requiring university training standards as prescribed by the Government. After completing the probationary period as prescribed, they will retain their code number and receive a salary as in the case of teachers who have not met the standard training level as prescribed by the Minister of Education and Training for each level of education.
After being recruited, college-level teachers must participate in a training program to improve their teacher qualifications according to regulations and complete the training standard improvement before December 31, 2030.
According to the Education Law, primary and secondary school teachers must have a university degree or higher. Allowing the recruitment of substandard teachers is intended to help overcome the teacher shortage.
