Slices from the 50 year story
Using talents and developing high-quality human resources has been an important task since the early days after the liberation of the homeland to stabilize society and restore and develop the economy.
High-quality human resources coming to Quang Nam - Da Nang at that time were attracted from many different sources, from the war zone down, from the North up, but accounted for a very small proportion compared to the total labor force of the whole province.
In 1976, the number of people with university degrees in Quang Nam - Da Nang province was 3,821, accounting for 7.26% of the total technical workforce. Meanwhile, there were about 800 people with university degrees or higher, who worked in the area controlled by the old regime, and were not used much, many of whom had to flee to Ho Chi Minh City and other places to live.
Realizing this was a major shortcoming, in April 1980, the Provincial Party Committee Standing Committee issued a directive "On some immediate tasks for old intellectuals", and requested all levels and sectors to fully utilize the old intellectuals; try to take better care of their lives.
Thanks to this policy, many former intellectuals made positive contributions in the socio-economic fields, especially in the fields of health, education and training, industry, agriculture, science and technology of Quang Nam - Da Nang province at that time.
At that time, the Provincial Party Secretary, comrade Ho Nghinh, had a flexible policy in "reforming industry and commerce" by establishing joint ventures, attracting resources from the national bourgeoisie, those who were passionate about their homeland, participating in economic development investment, and overcoming the consequences of war.

After Quang Nam was re-established, the Provincial Party Committee set out three strategic breakthrough tasks. The promotion of talents, the development of high-quality human resources to serve socio-economic development, and the promotion of industrialization and modernization were vigorously implemented. In March 2002, the Provincial People's Committee issued a decision on the mechanism and policies for training and attracting talents to serve the socio-economic development of Quang Nam.
The province established a Center for High-Quality Human Resource Development to implement a human resource training project, including selecting and sending people for overseas training. The province also implemented Project 500 and Project 600 to select, train and arrange cadres at the commune and mountainous levels. In the following years, the Quang Nam Provincial People's Committee continued to update policies on training, fostering and attracting talents.
It can be seen that thanks to those policies, the quality of human resources in Quang Nam has improved. However, the thinking about valuing talents and developing high-quality human resources in recent times has been inconsistent. The policy of training talented people still heavily relies on subsidy and formalism. There is still confusion between training talented people and training talented and virtuous people to become leaders and managers.
Solutions for the new era
We are facing the opportunity and impact of restructuring the state administrative organization system and transforming the economy in depth through science and technology.

Faced with such changes, localities like Quang Nam will face many new challenges in attracting talent and developing high-quality human resources. Therefore, innovation in thinking is a must.
The locality must identify this as a long-term task. There needs to be a strategy from education and training to orientation and planning for the province's socio-economic development. In the era of "global citizens", it is not necessary to have the idea that when coming to Quang Nam, you must have a house in Quang Nam. More importantly, it is necessary to build and implement policies to make good use of talented people who are passionate about Quang Nam from other places, and talented people in Quang Nam should not run away to work elsewhere!
Prioritize breakthrough areas that directly produce and serve people's lives. Limit the implementation of "cash policies" to get people to work, while not knowing what the results will be; it is necessary to build an environment, working conditions and income policies for individuals that are worthy of their work achievements.
Moreover, there needs to be mechanisms and incentive policies for social organizations to attract talented people and develop high-quality human resources specifically at the grassroots level. The province does not do it for the grassroots level!
In the context of restructuring the organizational apparatus, merging provinces, abolishing district levels, and strengthening commune levels, leaders need to recognize talented and virtuous people to properly utilize them.
Streamlining the administrative apparatus, but must strengthen the potential of both material and technical facilities, finance and human resources (attracting, training and fostering young cadres) for the public service system, especially in the fields of education - training, health - pharmaceutical industry, economic service system (agriculture, forestry, fishery, industry, information technology - telecommunications, tourism, services...) along with improving the salary regime.
When the salary regime is improved equally between the public and private sectors, if there are appropriate policies, creating a good working environment, facilities and conditions, the public sector will certainly attract, attract and retain talented people.
In the coming time, the Government will promote decentralization of management to localities to decide on appropriate policies for development. Therefore, it is necessary to study synchronous mechanisms and policies on land, taxes... on the results of creativity and technological innovation.
Currently, one of the key tasks to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo "On breakthroughs in science and technology development, innovation and national digital transformation" is to build the province's science and technology potential in general and research and development work in particular.
There needs to be an outstanding mechanism to attract leading domestic and foreign S&T officials to undertake the construction and operation of key laboratories and R&D facilities of national and international stature. Therefore, Quang Nam should also consider specific S&T projects.
