With the drastic and close direction of the Steering Committee for Poverty Reduction at all levels, many projects and policies under the National Target Program for Sustainable Poverty Reduction in Thua Thien Hue province for the period 2021 - 2025 have gradually come into life. The concretization of Resolutions, projects and plans on poverty reduction is gradually improving people's lives, improving the social face, towards realizing the goal: building Thua Thien Hue province into a centrally-run city according to Resolution 54 of the Politburo.

Reclaiming wasteland for the poor to grow grass to raise cows

Having lived in Thanh Huong Lam village (Dien Huong commune, Phong Dien district, Thua Thien Hue province for more than 3 generations, Mr. Ho Tien (73 years old) concluded that his hometown is a land of "mountains surrounded by water", surrounded by white sand dunes, with hot summers that burn the skin. Being a sandy, barren land, there are very few crops that can grow and develop well in this coastal countryside. Therefore, the lives of people here face many difficulties and hardships. In order to help the people of Thanh Huong Lam in particular, and Dien Huong commune in general, rise out of poverty, in recent years, many resources, plants, and breeds have been supported by the State, including Mr. Tien's family (near-poor household). Accordingly, in September 2022, Mr. Tien's family was approved by the Commune's Sustainable Poverty Reduction Steering Committee to support 1 breeding cow and food to develop a livelihood model.

Taking us to visit the cow that the government supported, now pregnant and ready to give birth, Mr. Tien admitted that he is quite "lucky" in raising animals. "When I first received the breeding cow, I didn't know what it ate that caused it to have a bloated stomach, everyone thought it wouldn't survive. I took a risk and poured a bottle of beer for the cow to drink, unexpectedly after it farted, it became healthy again. Not only that, after months of diligent care, my family's breeding cow is now ready to give birth to its first calf. The family is truly grateful to the Party and the State for supporting the capital and connecting places to buy breeding cows, otherwise, I don't know where to get such a large amount of money to buy a cow. Meanwhile, my wife is constantly sick, staying in the hospital more than at home, my children have their own families and are also facing many difficulties, unstable jobs", Mr. Tien said while stroking the breeding cow that he considers his most valuable asset at present.

Regarding the source of food for cows, Mr. Tien said that like many people in the village, his family has set aside 2 sao of land to grow grass. This is a local weed that grows well and develops quickly on sandy soil, very suitable for feeding buffaloes and cows. In addition, his family also stores straw to feed cows during the rainy and stormy season. Another good thing is that despite their old age, Mr. Tien and his wife are still very diligent, willing to work in the garden, grow vegetables, and recently bought 200 more soft-shell turtles to raise for testing. "As long as we have the strength, we will work, who knows if God will give us more income, we cannot depend on anyone," Mr. Tien confided.

Mr. Nguyen Tan Hung - Head of Thanh Huong Lam village said that the whole village has 246 households. From 2015 to now, through the National Target Programs and other resources, the State has supported the village with many works, projects, trees, and breeds for people to develop livelihood models, especially breeding cows. Most recently, from the capital of the National Target Program for Sustainable Poverty Reduction for the period 2021 - 2025, the Thanh Huong Lam Village Community House has been repaired and upgraded, ensuring that people have a place to organize community activities. "From the State's support projects, the number of poor households in Thanh Huong Lam village has decreased sharply from 30 households in 2015 to 19 households at the end of 2022, the number of near-poor households is 19 households. Most of them are poor, elderly, and single households, no longer able to work. By the end of 2023, Thanh Huong Lam strives to reduce the number of poor households by 4, leaving 15 households. In addition, many children in the village have gone to work outside the province or abroad under contracts, sending money back to their families to help them overcome difficulties," said Mr. Hung.

Mr. Thai Duy Khanh - Vice Chairman of Dien Huong Commune People's Committee said that Dien Huong is one of 7 communes in the coastal area of ​​Thua Thien Hue province in the period of 2021 - 2025. The results of the poverty household review at the end of 2022 (according to the poverty standard for the period of 2022 - 2025), the whole commune of Dien Huong has 58 poor households/91 people, accounting for 6.06%; 73 near-poor households/168 people, accounting for 7.63%. Of the 58 poor households in 2023, there are 50 poor elderly households living alone. The commune strives to reduce the poverty rate to 4.91% by the end of 2023 (equivalent to a reduction of 11 households); by 2025, there will be 36 households, the poverty rate will decrease to 3.90%. According to Mr. Khanh, in recent years, the Dien Huong commune government has paid great attention to poverty reduction and poverty alleviation, regularly taking care of poor and near-poor households in the area. From its resources, Dien Huong has supported poor and near-poor households to eliminate temporary housing, diversify livelihood models, provide vocational training, create jobs, send workers to work abroad, etc., thereby helping people increase their income, access basic social services, and gradually escape poverty sustainably.

Mr. Khanh added that Dien Huong focuses on selecting livelihood models suitable to local conditions to support people, especially models of breeding cows, fattening beef cows, and high-quality breeding cows. Up to now, the whole Dien Huong commune has a total herd of 689 cows. Of which, through the breeding cow model from the National Target Program for Sustainable Poverty Reduction, the State has supported 115 breeding cows for poor, near-poor, and newly escaped-poverty households in Dien Huong commune. "Cow breeding makes an important contribution to increasing people's income. A mother cow giving birth to 1 calf, if calculated on average, earns from 10-15 million VND per year," Mr. Khanh affirmed.

According to the Vice Chairman of Dien Huong Commune People's Committee, in order to proactively provide livestock feed for the people, the Commune People's Committee has reclaimed more than 2 hectares of fallow land in Tram Bang area to implement the project "Planting grass with irrigation system". Currently, the project has 19 participating households, in which priority is given to households participating in the poverty reduction program, thereby proactively providing feed for cows, contributing to the development and improvement of the quality of the herd. In addition, households also grow grass in their own gardens and difficult-to-produce plots of land to proactively provide livestock feed, with an area of ​​about 4 hectares. In addition, after each harvest, people also prepare dry feed for cows in the cold rainy season by storing straw, rice husks, potato starch, cassava, etc.

In addition to the National Target Program for Sustainable Poverty Reduction, Dien Huong commune has also promoted the National Target Program for New Rural Development. From 2012 to present, along with the state budget, the Commune People's Committee and departments and organizations have also promoted and mobilized socialized resources to invest in infrastructure to serve production and people's lives, with a total budget of more than 97,625 billion VND. Thanks to that, the rural appearance has improved a lot, and people's lives have been improved.

According to Mr. Nguyen Van Luong - Head of the Department of Labor, Invalids and Social Affairs of Phong Dien district, thoroughly implementing the policies, resolutions and plans of the Party and the State, the work of sustainable poverty reduction in this locality has been implemented drastically, closely and substantially, combining many synchronous solutions, thereby achieving positive results. In 2022, 272 poor households (0.94%) were reduced, exceeding the target of 72 households. Phong Dien strives to reduce the number of poor households to 553 by the end of 2025, a rate of 1.65%, achieving the target set by Resolution 11/NQ/TU of the Thua Thien Hue Provincial Party Committee. In particular, Phong Dien district is currently focusing resources on two coastal communes of Dien Huong and Phong Chuong as well as Phong Son commune so that these localities can complete the goal of meeting the standards of new rural communes.

It is known that in the period of 2021 - 2025, Thua Thien Hue province has 7 communes with special difficulties in the coastal areas, including: Phong Chuong, Dien Huong (Phong Dien); Phu Gia, Phu Dien (Phu Vang); Loc Binh, Loc Vinh, Giang Hai (Phu Loc). Currently, Thua Thien Hue province is also prioritizing investment in essential infrastructure, livelihood support, vocational training, job creation, etc. for people in this area to help people escape poverty sustainably.
