Through that, forming and developing skills in identifying, processing, mastering information and technical tools and means in education activities on revolutionary ideals, ethics, and cultural lifestyles in cyberspace; proactively filter and identify "bad" and "toxic" information, receive positive information on cyberspace, fight and refute wrong and hostile viewpoints, and actively contribute to realizing the aspiration to develop a prosperous and happy country in the spirit of the Resolution of the 14th Provincial Party Congress and the 13th National Party Congress.

Specific goals by 2025: strive for over 90% of union, association, team, union and association officials, members and 80% of youth and teenagers to be informed and actively implement the Code of Conduct on social networks; by 2030, achieve 100% and 90% of the corresponding targets.

By 2025, strive for over 70% and by 2030, achieve 100% of educational institutions in the national education system to develop documents and teach skills to adapt and use cyberspace safely, positively and effectively for students.
By 2025, the provincial Youth Union will have at least 1 article per week and by 2030, at least 2 articles per week fighting to protect the Party's ideological foundation and refuting erroneous and hostile views in cyberspace.
By 2025, the provincial Youth Union will organize at least 2 movements each year and by 2030, at least 5 movements each year on cyberspace to attract youth union members to respond and follow.
By 2025, reach over 80% and by 2030, strive to have 100% of communes, wards, towns, schools, and offices at all levels have information channels on cyberspace to connect, gather, interact, propagate, and orient the thinking of young people.

To achieve the above goals, it is necessary to first propagate and raise awareness and skills for youth, teenagers and children when participating in activities in cyberspace safely and effectively. Monitor, protect, prevent and handle illegal information in cyberspace that negatively affects youth, teenagers and children.
Effectively implement the campaign "One good news a day, one beautiful story a week" on cyberspace. Increase the posting of official, positive information related to the Party's guidelines and policies, the State's policies and laws and the implementation process of all levels, sectors, agencies, localities and units; information on all aspects of social life that have a positive impact on the thinking, concepts and lifestyles of all classes of people and youth, teenagers and children; information with good purpose, orientation, criticality and a highly constructive spirit.
In addition, build, upgrade, operate, manage, exploit and effectively use information channels in cyberspace. Build modern media products to serve the work of educating revolutionary ideals, ethics and cultural lifestyles for youth, teenagers and children in cyberspace.
