The Ministry of Education and Training has shown that it is very receptive and listens to public opinion after the opinions and thoughts surrounding some recent proposals on policies for teachers, high school admission regulations, etc.
However, the fact that many proposals had to be withdrawn right after being submitted also causes concern for the work of drafting legal documents of this ministry.
In recent times, the Ministry of Education and Training has made efforts to draft the Teachers Law with the hope of helping to "fill" the legal gap for teachers, while at the same time raising the status of teachers through appropriate policies on salaries, allowances, incentives, etc. With that goal, the Ministry of Education and Training has included in the draft many proposals and regulations related to teachers. Among these, there are proposals that make teachers "happy" such as: highest salary; reducing the retirement age for preschool teachers; maintaining policies on allowances, etc.
However, there are also regulations that make teachers more confused and unintentionally receive "buzz" from public opinion about "privileges and benefits". Exempting tuition fees for teachers' children is one such proposal, although the purpose of the drafting committee is to create a "breakthrough policy", creating conditions for teachers to develop as well as improve their professional status...
Receiving too many comments and criticisms from the public, the drafting committee recently withdrew the above proposal from the draft Law on Teachers, which will be submitted to the National Assembly in the next few days.
Previously, the drafting agency also removed the regulation that teachers must have a practice certificate from the 5th draft of the Teachers Law. Although many reasons were given, the biggest reason was that the proposal received many reactions. Many comments were considered "reasonable" because in the context of the Government's efforts to reduce "mainly administrative" procedures and cut down on "sub-licenses", the teacher's practice certificate, if it becomes an official regulation, will go against that effort, making teachers feel insecure when they have to do additional "procedures" while teaching to get a practice certificate. Young people also do not choose to enter the teaching profession because in addition to a standard training and pedagogical practice degree, they have to wait for a "license" from an administrative unit to practice.
Not only the Law on Teachers, some important decisions that schools, students and parents are particularly interested in, such as the recent high school admission regulations, have also caused society to wonder about the drafting process. A typical example is the Ministry of Education and Training having to withdraw the proposal to "draw lots" for the third exam subject for grade 10 due to a wave of strong reactions mixed with surprise because a regulation that is full of "luck - risk" is expected to be included in a legal document.
Major changes and policies that strongly impact the rights and responsibilities of the majority will inevitably attract conflicting opinions. However, in a short period of time, a ministerial-level management agency must continuously withdraw regulations due to lack of consensus from the majority, so it is necessary to reconsider the seriousness and thoroughness required in the process of researching experience and practice, and assessing the impact when proposing an important policy.
Being receptive and listening is necessary, but the drafting of legal documents should not and cannot be as simple as: just propose, if there is no agreement, then withdraw.
