In response to many opinions regarding the decision to stop direct admission to grade 10 for students with international English certificates, on February 29, the Ministry of Education and Training affirmed: The high school admission regulations issued by the Ministry do not have provisions for direct admission for students with international English certificates. The Ministry has also never allowed localities to implement this content.
In Document No. 715/BGDĐT-GDTrH dated February 23, 2024 of the Ministry of Education and Training sent to the People's Committees of provinces and centrally-run cities regarding the implementation of admission to grade 10 of high school in the 2024-2025 school year, the Ministry requested to stop direct admission to grade 10 for students with international English certificates. This is a request to comply with the issued regulations.
The reason for issuing this document is that recently, the Ministry of Education and Training has recorded information that some localities have approved and announced plans and schemes for 10th grade enrollment for the 2024-2025 school year, including adding some content not included in the regulations.
Therefore, the Ministry has issued a document requesting localities to immediately adjust so that high school enrollment is carried out in accordance with regulations and consistently across the country.
Regarding the opinion that the requirement to stop direct admission to grade 10 for students with international English certificates will affect the motivation and role of learning English in particular and foreign languages in general, the Ministry of Education and Training believes that students who are invested in learning foreign languages and have foreign language certificates will have many advantages when studying at high school. If any locality has one of the subjects for the grade 10 entrance exam being English, this is an advantage for students with good English ability and proficiency.
The Ministry of Education and Training also affirmed that the requirement to stop direct admission to grade 10 with international English certificates is not a new requirement, but this is a regulation that has been issued for many years.
The organization of 10th grade high school admission is carried out according to the consolidated document No. 03/VBHN-BGDĐT dated May 3, 2019 on the regulations on junior high school admission and high school admission.
Document 03/VBHN-BGDĐT clearly states that there are 4 cases of direct admission to high school, including: Students from ethnic boarding schools; students from very small ethnic groups; students with disabilities; students who have won national and international prizes in culture, arts, sports, and national science and technology competitions for middle school and high school students.
