At the group discussion session at the 9th extraordinary session of the 15th National Assembly, the General Secretary affirmed that streamlining the apparatus is not simply to solve economic problems, but also to improve efficiency, effectiveness and operational efficiency. Therefore, it is necessary to correctly identify the functions and tasks of the state apparatus. "Regarding the organizational model, the arrangement has received the consensus of the people. The remaining issue is the operating mechanism and the arrangement of cadres. Cadres must be people with heart, vision, and dedication to the people and the Party," the General Secretary emphasized.
The people that the General Secretary mentioned are not only the people in general but also the consensus of many cadres and party members who are subject to streamlining and voluntarily streamlining. Talking to the media, Dr. Dao Ngoc Bau, Director of the Institute of Politics and International Relations (Ho Chi Minh National Academy of Politics), one of the volunteers who wrote the retirement application, said: "We are all happy and excited because we feel that we have contributed a small part of our responsibility to the general policy of the Party and State. Although there are people who continue to hold their positions and there are people who may be transferred to another position, we all understand that we put the common interest above personal interest."
In Dak Lak province, 10 officials under the management of the Provincial Party Committee have submitted applications for voluntary early retirement, while in Buon Don district, the number is also 10 officials; in Cu Mgar district, there are 14 officials. The Department of Agriculture and Rural Development (DARD) of Phu Yen province has 118 people applying for early retirement and resignation, of which 114 officials are eligible for retirement and 4 people have resigned. Before the 2025 Lunar New Year holiday, the Department of Agriculture and Rural Development of Ha Tinh province has 91 officials, civil servants, public employees, and workers applying for early retirement to implement the policy of streamlining the apparatus and merging with the Department of Natural Resources and Environment. Also in Ha Tinh, 46 officials, civil servants, and public employees of Thach Ha district have submitted applications for early retirement. In Thanh Hoa province, 27 civil servants, public employees and workers (6 civil servants, 17 employees and 4 labor contracts) under the Department of Labor, War Invalids and Social Affairs voluntarily wrote applications for early retirement.
Nam Dinh Provincial Police recently held a ceremony to announce the resignation of the Chief of the Mobile Police Department and the Chief of the Police of Ý Yên District. The entire police force also organized a study and dissemination session to continue implementing another step in streamlining the apparatus towards eliminating district and county police.
Speaking to the press, Mr. Truong Quang Hoai Nam, Deputy Head of the Central External Relations Commission, who has just been approved to retire from February 1, said that he is deeply aware of the importance of this innovation and restructuring of the apparatus according to Resolution 18-NQ/TW of the Central Committee. He has sent a request to the leaders of the Central External Relations Commission, requesting that during the process of developing a plan to reorganize the organization and personnel, he be included in the early retirement arrangement according to the instructions of the Central Organization Commission and the Ministry of Home Affairs.

According to Deputy Prime Minister Nguyen Hoa Binh, the reason for streamlining is because currently the national budget is spending 70% on maintaining an overly cumbersome apparatus. If we want to strengthen the national defense and security potential to protect the Fatherland, and build roads and infrastructure that rely on 30%, there is no other way but to streamline.
Head of the Central Organizing Committee Le Minh Hung said at the discussion session of the 9th extraordinary meeting: Resolution No. 18 of the Central Committee from 2017, set out all the goals, contents, and roadmap very clearly and accurately. The implementation process, especially in the last 2 months, has created consensus, inheriting the results achieved in the past time.
According to the assessment of the Head of the Central Organizing Committee, the approach is also very new, the implementation method is highly unified from the Central to the local level, creating consensus among cadres, party members, and the apparatus from the Central to the local level, so that such results can be achieved. "Such a step affirms that the Central Committee's decision is very correct, based on scientific, practical, legal and political grounds", Mr. Hung said. However, "The recent step is only the first step, there are still many tasks this year and after the Party Congress", Mr. Le Minh Hung affirmed.
With some problems arising during the implementation process, the Central Committee will consider and continue to coordinate to handle them. The National Assembly convenes to continue perfecting the legal system, so that after unifying the new organizational structure and putting it into operation, it can ensure continuous, more effective, higher quality operations without interruption. "This is a part of the work chain in which we are perfecting the organizational structure of the political system," Mr. Le Minh Hung affirmed.
According to Mr. Hung, streamlining the apparatus is not widespread. In addition to handling policies, localities must pay attention to streamlining with appropriate policies and mechanisms, retaining capable, qualified, and dedicated cadres. Along with that, it is necessary to do a good job of ideological work, mobilization, and persuasion.
After the organizational structure is in place, the Central Organizing Committee, the Ministry of Home Affairs, the Government Party Committee, and the National Assembly Party Committee must conduct a general review and assessment to see if the new apparatus is operating smoothly. At the same time, a general review of the payroll from the central to local levels, linking new functions and tasks of agencies and organizations, and from there reviewing to make new decisions on payroll, said the Head of the Central Organizing Committee.
In recent days, the messages of the leaders of the Party, State and National Assembly have clearly shown the political determination of our Party and the entire political system in the revolution of streamlining the apparatus. With this determination from the Central to the local level and also with individuals who are subject to streamlining, we will carry out the streamlining process well to reserve resources for investment and socio-economic development of the country.
Decree 178/2024 on policies and regimes for those who carry out organizational arrangements of the political system has many incentives for people who retire early.
Accordingly, in case of being 10 years or less older than retirement age under normal working conditions and 5 years or less older than retirement age under working conditions in particularly difficult areas and having paid compulsory social insurance for retirement, they will enjoy the following 3 regimes:
One is to receive a one-time pension benefit for early retirement: - In case of retirement within 12 months: If the remaining age is 05 years or less until retirement age, the benefit is equal to 01 month of current salary multiplied by the number of months of early retirement; if the remaining age is from 05 years to 10 years until retirement age, the benefit is equal to 0.9 month of current salary multiplied by 60 months.
- In case of leave from the 13th month onwards, the benefit is equal to 0.5 of the above 12-month leave allowance.
Second, enjoy early retirement policy, including:
- Receive pension and not have pension rate deducted.
- Receive early retirement benefits, including: For those who have 2 years to less than 5 years left until retirement age, they will receive a subsidy equal to 5 months of current salary for each year of early retirement; For those who have 5 years to 10 years left until retirement age, they will receive a subsidy equal to 4 months of current salary for each year of early retirement.
- Receive benefits based on working time with over 20 years of compulsory social insurance contributions.
In case of being less than 2 years old to the prescribed retirement age and having enough working time with compulsory social insurance payment to receive pension, he/she will receive pension according to regulations and will not have his/her pension rate deducted due to early retirement.
