Delegate Trinh Xuan An (Dong Nai Delegation) said that the growth target of 8% and higher is a “test” to prepare for the next phase of double-digit growth. If implemented well this year, the next phase will achieve double-digit growth.
Mr. An suggested that, in addition to fundamental and long-term solutions, priority should be given to immediately implementing effective solutions and improving organization and implementation. In addition, public investment should be increased, credit growth should be boosted, and the private enterprise sector should be supported.
Suggesting that the Government should boldly assign targets to localities, Mr. An said that these targets should be motivating. For example, Hanoi and Ho Chi Minh City were assigned 8-8.5%. "These are the two growth engines of the country, if the two cities can grow by double digits, the overall target of the whole country will also be achieved," Mr. An said.
Delegate Nguyen Van Than (Thai Binh Delegation) proposed to have evaluation criteria to measure the work efficiency of cadres, civil servants and public employees on a 3-month, 6-month and 1-year basis. From there, there would be a reward, promotion and advancement regime for those who perform well.
In addition, there should be policies to mobilize resources for development from 5 million individual business households. The whole country has 5 million business households, they also have obligations and responsibilities for the development of the country. But there must be a mechanism to encourage and create conditions for them to participate, not to cause trouble.
According to Mr. Than, project implementation should not focus too much on bidding. Whatever belongs to the Government, the Prime Minister decides. Whatever belongs to the Ministry, the Ministry decides. Whatever belongs to the province, the province decides. Whatever belongs to the head, the head decides.
Mr. Than also proposed that the Government and the National Assembly issue a resolution to strengthen coordination and linkage between small and medium enterprises and large enterprises and foreign-invested enterprises.
Meanwhile, Deputy Duong Khac Mai (Dak Nong Delegation) said that to achieve growth of over 8%, it is necessary to resolve existing problems in public investment disbursement and national target programs.
According to Mr. Mai, although the Government and the Prime Minister have paid great attention and regularly urged, the problem of slow disbursement of public investment capital has not been thoroughly resolved for many years. Therefore, it is necessary to carefully evaluate and clarify the causes, especially the institutional causes as well as the responsibilities of the subjects, in order to have a comprehensive solution to end this problem in the coming time.
Mr. Mai pointed out that the important factor to increase labor productivity is high-quality technical human resources, labor productivity is the decisive factor for the success of the growth target of over 8%, especially since this target is closely linked to the growth rate, competitiveness and scale of the economy. At the same time, he noted that the Government needs to continue to pay attention to and train human resources to ensure that this target has a rapid and sustainable growth rate, meeting the requirements of the new era, the era of national development.
“To contribute to achieving the growth target of 8% or more in 2025 and towards the double-digit growth target in the 2026-2030 period, we propose that the National Assembly and the Government study specific policy mechanisms for localities with their own strengths to effectively exploit the potential and advantages for the overall development of the country and local development,” said Mr. Mai.
Delegate Nguyen Anh Tri (Hanoi Delegation) acknowledged that this is a "correct, appropriate and reasonable" goal, but it is very difficult to implement and requires consensus.
“The remaining time to achieve this goal is very short, only 10 months, while the country still has a lot of work to do. Many projects are still being done and have not been completed. The country also has many important tasks in 2025 such as Party Congresses at all levels; preparing for the 14th Party Congress. In the world, trade tensions are fluctuating unpredictably and increasingly fiercely, therefore, immediately after the National Assembly approves this goal, there must be implementation conferences so that the whole people can get involved and implement it immediately, without waiting,” Mr. Tri expressed.
