Winners of national and international awards from the Ministry of Culture, Sports and Tourism are not admitted directly to grade 10.

(Dan Tri) - The draft Circular promulgating the Regulations on Secondary and High School Admissions of the Ministry of Education and Training tightens the subjects admitted directly to grade 10.


The latest draft proposes 5 subjects to be admitted directly to grade 10 .

3/5 subjects are kept the same as the old regulations, including: students of ethnic boarding schools at junior high school level, students from very small ethnic groups, and students with disabilities.

The remaining two subjects have significant adjustments in the direction of tightening conditions.

Specifically, the draft allows direct admission of junior high school students who have won prizes in national competitions in culture, arts, and sports organized by the Ministry of Education and Training, or in coordination with ministries and ministerial-level agencies organized nationwide.

Secondary school students who win international awards must be selected by the Minister of Education and Training.

This regulation has caused the number of students entering grade 10 directly thanks to national and international cultural, artistic and sports awards to be narrowed.

According to Official Dispatch 2216 of 2019 regulating the subjects of direct admission to high school, the Ministry of Education and Training allows direct admission of students who have won national prizes in cultural and scientific subjects in competitions organized or jointly organized by the Ministry.

At the same time, the Ministry accepts direct admission of students who have won national prizes in cultural, artistic, and sports competitions organized by the Ministry of Culture, Sports and Tourism (MCST).

However, the Ministry of Education and Training also noted that before taking the national exam, students must pass the basic level exam (school level, Department of Education and Training level) and be selected and allowed to participate by the Department of Education and Training.

Similarly, at the regional and international levels, the Ministry of Education and Training allows direct admission of candidates who have won prizes in competitions selected by the Ministry or by the Ministry of Culture, Sports and Tourism.

In previous years, the Department of Education and Training also issued guidelines on subjects admitted directly to grade 10, including students with high achievements in 7 competitions.

These 7 competitions do not include art competitions, national and international science and technology competitions for secondary school students that Vietnam has only participated in within the past 2-3 years, such as the International Mathematics and Science Olympiad (IMSO).

7 competitions use the results for direct admission to public grade 10 according to current regulations (Screenshot).

Regarding the subjects who are given priority points for entering grade 10 , the new draft Circular allows a maximum of 2 points. The old regulation does not limit the amount of points.

The subjects that are awarded basic priority points remain the same in 3 groups. Group 1 is awarded 2 points, group 2 is awarded 1.5 points, and group 3 is awarded 1 point.

Another point of change lies in the last subject in group 3.

Specifically, the subject "students living and studying in areas with especially difficult socio-economic conditions" is replaced by "Students living and studying in communes in region I, region II, region III, extremely difficult villages, coastal areas and islands according to regulations of the Prime Minister".

The draft Circular promulgating the Regulations on Secondary and High School Admissions of the Ministry of Education and Training is expected to be issued before December 31 this year, applicable from the 2025 public 10th grade admission season.
