As reported by Tuoi Tre Online , the Ho Chi Minh City Department of Education and Training is seeking opinions on a draft regulation on extra teaching and learning in the area. The deadline for receiving opinions is February 17.
According to the draft, school principals are responsible for organizing extra teaching and learning in schools according to the provisions of Circular No. 29/2024/TT-BGDDT.
At the same time, manage teachers who are teaching at school when they participate in extra-curricular teaching; coordinate to monitor and inspect teachers' extra-curricular teaching activities.
The principal is also responsible to the direct management agency for the quality of extra teaching and learning in the school; handles according to authority or recommends competent authorities to handle violations of regulations on extra teaching and learning...

Responding to the above draft regulation, a COC reader argued: "Why force the principal to manage things outside the school? The authorities cannot even manage them, but force a principal who only has authority in the school to manage his teachers outside the school."

"For public teachers, it is necessary to clearly understand information such as the school where the teacher is teaching, the classes the teacher is assigned to teach, the total working time the teacher teaches at the school and other educational institutions, the principal or person with authority to designate and assign the teacher to teach," reader Bich added.
According to reader Bich, before signing a contract, tutoring centers are responsible for contacting the principal or authorized person of the school where the teacher the center intends to sign a contract with is working to notify and consult, and find out how the teacher teaches at the school before agreeing to let the teacher teach at their center.
After signing the contract, the center is responsible for notifying in writing, including information about the teacher, working hours, subjects to be taught, fees received... to the school and management agencies.
"The center is also responsible for paying taxes and reporting to competent authorities according to regulations," reader Bich added.
