Ho Chi Minh City will proactively invest in expanding two routes connecting Tan Tao - Cho Dem and Binh Thuan - Cho Dem to synchronize with the expansion of the Ho Chi Minh City - Trung Luong - My Thuan expressway.
The Ho Chi Minh City People's Committee has just issued urgent document No. 6367/UBND - DA, sent to Project Management Board 7 (Ministry of Transport), regarding the implementation status of the Ho Chi Minh City - Trung Luong and Trung Luong - My Thuan Expressway Expansion Investment Project (Project).
Regarding the investment in expanding this Project, the Ho Chi Minh City People's Committee agreed on the scope and scale of the Project's investment to expand to 8 expressway lanes and 2 emergency lanes.
Ho Chi Minh City also agreed on the starting point of the Project at Cho Dem intersection and completed investment in this intersection.

For the two routes connecting to the expressway in the city area, Tan Tao - Cho Dem and Binh Thuan - Cho Dem, the Ho Chi Minh City government said it will proactively invest in building and expanding these two connecting routes to synchronize and promote investment efficiency when expanding the Ho Chi Minh City - Trung Luong - My Thuan expressway.
Previously, Ho Chi Minh City sent a document to Project Management Board 7 suggesting that when expanding the Ho Chi Minh City - Trung Luong Expressway, it is necessary to expand the connecting road from Tan Tao to Cho Dem and from Binh Thuan to Cho Dem to connect to the expressway to ensure investment efficiency.
At the same time, invest in a complete intersection with National Highway 1 at Tan Tao intersection and Binh Thuan intersection. Because this is an intersection located at the gateway to Ho Chi Minh City to go to the Western provinces, traffic volume is very high and traffic jams often occur.
On October 1, Project Management Board 7 (Ministry of Transport) sent a document to the Ho Chi Minh City People's Committee responding to some of the City's proposals.
In particular, the investor said that the two routes Tan Tao - Cho Dem and Binh Thuan - Cho Dem are currently being managed and exploited by the Ho Chi Minh City People's Committee. Furthermore, these two routes are urban roads, so investing in expanding the two above-mentioned connecting routes under the PPP method is not in accordance with regulations.
Therefore, the investor recommends that the Ho Chi Minh City People's Committee consider investing in completing the two routes Tan Tao - Cho Dem and Binh Thuan - Cho Dem with appropriate investment methods and completing them in the period of 2024 - 2028 to ensure synchronous connectivity and promote the investment efficiency of the Project.
The Ho Chi Minh City - Trung - Luong - My Thuan Expressway expansion project was selected by the Ministry of Transport as the joint venture of Deo Ca Group Joint Stock Company - Ho Chi Minh City Technical Infrastructure Investment Joint Stock Company - Tasco Joint Stock Company (Joint Venture DCG-CII-TASCO) as the investor to prepare the Project's Pre-Feasibility Study Report.
According to the Pre-Feasibility Study Report, the Ho Chi Minh City - Trung - Luong - My Thuan Expressway Expansion Project has a length of 91 km.
The proposed investment plan is to expand to a scale of 8 complete lanes, 2 emergency lanes, invested under the PPP method, BOT contract, with no State budget capital participating in the project.
The total preliminary investment is 32,270 billion VND and the toll collection period is about 17 years and 4 months. Implementation period is 2024 - 2028.
