With the drastic direction of the Provincial Party Committee and the Provincial People's Committee, the proactive and urgent participation of relevant agencies and units, the implementation of the work of reorganizing the apparatus of Cam Pha City is being deployed to ensure progress.
In line with the policies, orientations and directions of the Central Government and the province, Cam Pha City has issued a plan to implement the arrangement and streamlining of the apparatus of agencies and units in the political system. This plan has outlined many tasks that need to be done. These include arranging focal points within agencies and units; developing plans to arrange and streamline the apparatus, payroll, and arrange civil servants and public employees in agencies and units.
According to the city's plan for streamlining and streamlining, the Propaganda Department and the City Party Committee's Mass Mobilization Department will merge. The merger plan is built on the basis of science, theory, and practice, ensuring that the new unit after the merger does not miss any functions or tasks, but also avoids overlap, ensures unity, and is consistent with the requirements of propaganda and mass mobilization work in the new context and situation.
Along with the merger of the Propaganda Department and the Mass Mobilization Department, the Standing Committee of the Cam Pha City Party Committee also developed a plan to rearrange and streamline the city's departments and offices. Accordingly, the Department of Agriculture and Environment will be established on the basis of merging the Department of Economics and the Department of Natural Resources and Environment; the Department of Home Affairs and Labor will be established on the basis of merging the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs; the Department of Economy, Infrastructure and Urban Areas will be established; the Department of Culture, Science and Information will be established. At the same time, 3 specialized departments will be reorganized, including: the Department of Education and Training, the Department of Health, the Office of the People's Council and the City People's Committee. With the proposed plan, after the rearrangement and streamlining, Cam Pha City will reduce from 5 Party building departments to 4 departments, and from 12 specialized departments of the People's Committee to 10 departments.
In the organizational restructuring, personnel work is considered a difficult, sensitive, and complicated issue that affects the thoughts and feelings of the staff. After restructuring and rearranging professional agencies, the city will streamline the number of leaders and managers according to the roadmap: In 2025, reduce 2 heads and 1 deputy; in 2026, reduce 1 deputy. For professional civil servants, in 2025, 3 civil servants will be reduced, in 2026, 2 civil servants will be reduced. At the same time, civil servants with outstanding capacity, responsibility, and dedication to work will be selected to be assigned to specialized departments according to job position and professional training level.
For public service units, the city reviews and rearranges them in the direction of streamlining internal focal points; terminates operations, transfers functions and tasks to appropriate agencies and units for a number of public service units whose functions and tasks are no longer consistent with legal regulations and socio-economic development needs or can be undertaken by the private sector.
Specifically, the operation of the Urban Order and Environment Inspection Team will end, and the tasks will be transferred to the Department of Agriculture and Natural Resources and the People's Committees of wards and communes. In addition, the operation of the Vocational Education and Continuing Education Center will end (transferring some functions and tasks to relevant agencies and units ). or transferred to the Department of Education and Training. For the remaining public service units, the affiliated departments and divisions will be reviewed to restructure to ensure streamlining and efficiency, reducing at least 15% of the number of focal points and employees.
For public kindergartens and schools, we will review and arrange to merge 11 schools to establish 5 new schools in 2025. Regarding city-level associations, we will stop supporting operating costs for associations that are not assigned tasks by competent authorities from 2025.
