Speeding up procedures to start construction of Dau Giay

Dau Giay - Tan Phu Expressway is the first section of the 220km long Dau Giay - Lien Khuong Expressway.

Proposal for approval of project investor

The Dau Giay - Tan Phu Expressway Project is over 60km long, starting at Km0+000, the intersection area with National Highway 1, connecting with Ho Chi Minh City - Long Thanh - Dau Giay Expressway, in Dau Giay town, Thong Nhat district; ending at Km60+243.83 (end of the intersection area with National Highway 20), connecting with the Tan Phu - Bao Loc Expressway Project, in Phu Son commune, Tan Phu district.

In phase 1, the project is invested and built according to the standards of a class 100 highway, with a scale of 4 lanes and a roadbed width of 17m. The weak ground sections, bridges and emergency stops will be constructed to a complete scale, with a roadbed width of nearly 25m.

According to the proposal of the investor consortium, the total investment capital of the Dau Giay - Tan Phu Expressway Project Phase 1 (excluding state capital participating in the project) is more than 7.1 trillion VND, the business operation period is 16 years, 11 months and 21 days, from the date of starting to collect road use fees.

Previously, according to Decision No. 954/QD-BGTVT dated July 30, 2024 of the Ministry of Transport (now the Ministry of Construction) on approving the Dau Giay - Tan Phu Expressway Construction Investment Project (Phase 1) under the public-private partnership (PPP) method, the project had a total investment of more than VND 8.9 trillion. However, in early 2025, the total investment of the project was adjusted to nearly VND 8.5 trillion, of which the capital mobilized by the investor was nearly VND 7.2 trillion, and the state supported capital was VND 1.3 trillion. Thus, after adjustment, the total investment of the project has decreased by nearly VND 500 billion.

According to Dinh Cong Minh, Director of the Thang Long Project Management Board (under the Ministry of Construction), after being assigned as the project investor, the unit organized the selection of project investors through domestic open bidding. Based on the evaluation of the bidding results, in early April, the Thang Long Project Management Board submitted a document to the Vietnam Road Administration (the unit authorized by the Ministry of Construction to sign the contract) to approve the Truong Hai - Son Hai Transport Infrastructure Development Construction Joint Venture as the investor to implement the Dau Giay - Tan Phu Expressway PPP Project Phase 1.

"Once the decision to approve the investor is made, the project commencement procedures will be implemented immediately," said Mr. Minh.

Project start in June 2025

The Dau Giay - Tan Phu Expressway is invested in construction with the goal of meeting transportation needs, reducing traffic load and ensuring traffic safety on National Highway 20. Completing and putting into operation synchronously expressways with large capacity, traffic safety and high speed on the Ho Chi Minh City - Dau Giay - Lien Khuong transport corridor to promote the socio-economic development of Dong Nai in particular, the Southeast region in general. At the same time, creating a driving force for linkage, promoting cooperation and development of the Southeast region with the Mekong Delta, the Central Highlands and the South Central region.

For Dong Nai, the project is expected to create opportunities and motivation for remote localities such as Dinh Quan and Tan Phu to develop. Because the entire project route passes through the province, Dong Nai will be the unit to carry out the site clearance for this project. Accordingly, the site clearance work is carried out in a complete phase with a total land area of about 378 hectares. Recently, the Provincial People's Committee has requested the districts of Thong Nhat, Xuan Loc, Dinh Quan and Tan Phu to prepare for site clearance. In particular, it is necessary to quickly deploy the construction of resettlement areas to serve the resettlement of people whose land is recovered.

Minister of Construction Tran Hong Minh has just sent a telegram to the units of the Ministry of Construction related to infrastructure projects using public investment capital managed by the Ministry of Construction. In particular, for the Dau Giay - Tan Phu Expressway Project, Minister Tran Hong Minh requested the relevant units to complete the procedures for selecting investors to start the project in June 2025.
