On September 24, the People's Committee of Thai Binh province held a meeting to listen to and give opinions on the socio-economic development situation in the first 9 months, key tasks and solutions for the last 3 months of 2024 and some other important contents. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Khac Than chaired the meeting.
Since the beginning of the year, in the context of many difficulties and adverse impacts of many objective factors, the province's economy has basically maintained stable development.

In agricultural production, along with focusing on directing production according to plan, localities in the province have focused on promoting production, business, and exporting rice sustainably, transparently, and effectively in the new situation. The work of building advanced new rural areas has been directed and implemented in a practical and effective manner. Up to now, the whole province has 34 communes meeting advanced new rural standards and 1 commune meeting model new rural standards.
The industrial production sector continued to grow with the production value of the industrial and construction sectors estimated at more than VND 96,700 billion, an increase of 7.8% over the same period in 2023. Financial management, budget revenue and expenditure were directed resolutely and achieved many positive results.
In the first 9 months of 2024, the total state budget revenue is estimated to be more than 20,000 billion VND, reaching 102.7% of the estimate, up 17% over the same period in 2023, of which domestic revenue is estimated to be nearly 7,500 billion VND, reaching 87.1% of the estimate, up 39.7% over the same period in 2023; total local budget expenditure is estimated to be nearly 12,500 billion VND, reaching 69.8% of the estimate, up 5.8% over the same period in 2023.
The disbursement of public investment capital has been directed drastically, by the end of September 2024, it is estimated that the disbursement will reach 77.6% of the capital plan assigned by the Prime Minister and 43.7% of the capital plan allocated by the province. Investment promotion and attraction activities in the province have been strongly implemented; the province successfully organized a conference to announce the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050, and to start and break ground on projects.
Up to now, the whole province has 259/259 retail gasoline stores issuing electronic invoices for each sale.
As of September 20, Thai Binh province's investment capital attraction reached nearly VND25,500 billion, of which foreign direct investment capital reached nearly USD350 million.
Cultural and social fields are directed comprehensively and substantially to meet the requirements and tasks of economic development and serve the spiritual life of the people well; social security work is directed, implemented fully and promptly.
The work of receiving citizens and handling complaints and denunciations is maintained in an orderly and effective manner. The work of selecting and calling citizens to join the army ensures that the quota is met, is safe, and complies with the law; political security and social order and safety are maintained stably.
At the meeting, delegates listened to and gave their opinions on the report on the investment policy for the Thai Binh Provincial General Hospital project at the Provincial Medical Center, the investment policy for the project to build a road from Thai Binh City to Nghin Bridge in the form of public investment; proposed to issue a resolution regulating the percentage for calculating land rental prices, the percentage of collection for land for underground construction, the percentage of collection for land with water surface in Thai Binh province...
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Khac Than frankly pointed out a number of shortcomings and limitations that need to be overcome such as: economic growth rate has not met the set requirements; progress of implementing key projects and works is still slow; disbursement of public investment capital compared to the provincial capital allocation plan, capital for national target programs and ODA capital is low...
With the goal of striving for a growth rate of over 8% in the province's gross regional domestic product (GRDP) in 2024, Mr. Nguyen Khac Than requested departments, branches, localities and units in the last months of the year to thoroughly grasp and seriously implement the directions of the Government, the Prime Minister and the province on tasks and solutions for socio-economic development in 2024 and tasks at each time;
Proactively review the targets, goals and tasks set for 2024 as well as the 2020-2025 term, on that basis, have appropriate implementation solutions; focus on effectively protecting the productivity of summer-autumn rice, while widely launching the winter crop production movement to restore the value of agricultural production damaged by the impact of storm No. 3; strive to achieve over VND 5,500 billion in tax and fee revenue; focus on site clearance to speed up the implementation of projects; seriously and timely implement requirements, ensuring the quality of preparations for party congresses at all levels, towards the 14th National Congress of the Party.
Regarding the reports and submissions at the meeting, the Chairman of the Provincial People's Committee basically agreed; at the same time, he requested the relevant departments and branches to absorb the opinions of the delegates attending the meeting, on that basis, complete and submit to the competent authority to ensure proper procedures and regulations.
