On April 18, during his official visit to Venezuela, Deputy Prime Minister Tran Luu Quang held talks with the Venezuelan government leaders chaired by President Nicolás Maduro Moros. President Maduro was impressed by Vietnam's development achievements in all aspects in recent years, becoming a model for many countries around the world, including Venezuela.

Recalling the good impressions of his visit to Vietnam in 2015, the Venezuelan President conveyed his regards to General Secretary Nguyen Phu Trong and senior Vietnamese leaders, affirming his determination to continue the legacy of Commander Hugo Chávez in promoting relations with Vietnam. President Nicolás Maduro Moros highly appreciated the results achieved by both sides during the visit, affirming that he would direct and urge Venezuelan ministries, branches and localities to soon promote negotiations on cooperation documents and implement specific projects with Vietnam. He also pledged that the Venezuelan Government would create the best conditions for Vietnamese enterprises to do business and invest in Venezuela. Deputy Prime Minister Tran Luu Quang conveyed the regards of senior Vietnamese leaders and respectfully invited the President and Vice President to soon pay an official visit to Vietnam. The Deputy Prime Minister believes that Venezuela, under the leadership of the United Socialist Party of Venezuela (PSUV) and President Nicolás Maduro Moros, will continue to achieve many successes in the cause of national development and enhance its position in the international arena. Vietnam always considers Venezuela one of its traditional friends and important partners in the Latin American region; wishes to promote the cooperation between the two countries to become more substantive and effective, practically serving the development cause of each country. The Deputy Prime Minister suggested that the two sides increase the exchange of high-level delegations, consolidate the activities of established cooperation and dialogue mechanisms, and promote economic, trade and investment relations to develop commensurate with the good political relations and potential of the two countries. The two sides agreed to actively prepare for the upcoming visit of the two countries' senior leaders, and soon hold the 4th meeting of the Intergovernmental Committee... The two sides will also promote bilateral economic, trade and investment relations through increasing the exchange of business delegations and appropriate promotion and connection activities, taking advantage of existing cooperation mechanisms to review outstanding problems and improve the effectiveness of economic cooperation.

The two governments will accompany businesses to encourage and facilitate bilateral cooperation and investment projects, especially in the fields of oil and gas, agriculture, telecommunications and construction. The two sides also exchanged views on international and regional issues of mutual concern, sharing views on resolving disagreements by peaceful means on the basis of respect for international law and the United Nations Charter. After the meeting, President Nicolás Maduro Moros and Deputy Prime Minister Tran Luu Quang witnessed the signing of five cooperation documents. During the visit, Deputy Prime Minister Tran Luu Quang paid tribute to President Ho Chi Minh at the Ho Chi Minh Monument on Simón Bolívar Avenue in Caracas.

The Deputy Prime Minister emphasized that President Ho Chi Minh was honored by UNESCO as an outstanding cultural figure. He left behind the legacy of the Ho Chi Minh School of Diplomacy, which attached importance to relations with Latin American countries. The presence of the President Ho Chi Minh Statue in Caracas demonstrates the prestige and stature of President Ho Chi Minh as well as the respect and love of the Venezuelan people for him. The Deputy Prime Minister thanked the Venezuelan Government and the Caracas authorities, the United Socialist Party of Venezuela, socio-political forces and people for supporting the construction and preservation of the Uncle Ho Statue here.
