Summary of 10 years of implementing the Law on Mediation at the grassroots level

This afternoon, December 27, the Provincial People's Committee held a conference to summarize 10 years of implementing the Law on Mediation at the grassroots level in Quang Tri province. Over the past 10 years, the implementation of the Law on Mediation at the grassroots level has had a positive impact on the lives of the whole society, creating a complete, comprehensive and solid legal basis for mediation work at the grassroots level and gradually bringing this work into order, unity and effective operation. The quality of mediation has been improved, the rate of successful mediation cases in the following year is higher than the previous year; the annual average is 83%.

Thereby effectively supporting local authorities in directly resolving cases of law violations and minor disputes among the people; maintaining social order and safety, limiting petitions and complaints beyond the level of authority, saving time and money for state agencies and citizens.

Mediation teams have been strengthened, ensuring compliance with regulations, attracting many participants. Up to now, 100% of villages, hamlets, and neighborhoods have mediation teams. Training to improve knowledge and skills for mediators has always been focused on.

Through grassroots mediation, the self-management role of the people is enhanced; at the same time, state laws reach the people naturally and directly, with deep penetration and wide spread, contributing to raising people's awareness and sense of law observance.

Mediation activities at the grassroots level also rely on ethical norms to influence the minds and feelings of the parties, arousing in them positive thoughts and feelings, thereby preserving and promoting traditional cultural values.

At the conference, representatives of departments, branches and mediators shared their thoughts, aspirations, experiences and valuable lessons in the process of managing, coordinating and implementing mediation work at the grassroots level.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Hoang Nam highly appreciated the contributions of grassroots mediation activities in general and mediators in particular, contributing to the stability of socio-economic development and ensuring national defense and security in the province in recent times.

Based on the results achieved; shortcomings, limitations and lessons learned over the past 10 years, the Vice Chairman of the Provincial People's Committee requested that sectors and localities should step up propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws on grassroots mediation to further raise awareness of the whole society. Strengthen guidance and inspection of grassroots mediation work.

The team of mediators needs to continue to promote the spirit of self-management, always learn, improve knowledge and skills to complete the task well. Localities located in key economic zones, where many disputes and complaints arise, need to pay more attention to mediation work at the grassroots level, promote the spirit of self-management, maintain solidarity and social order and safety.

On this occasion, the Chairman of the Provincial People's Committee awarded certificates of merit to 57 collectives and individuals with outstanding achievements in 10 years of implementing the Law on Mediation at the grassroots level.
