Achieve comprehensive results in all areas
Reporting to the working delegation, Comrade Dang Khanh Toan, Secretary of the Provincial Party Committee, said that Nam Dinh is a coastal province located in the center of the Southern Red River Delta. In recent years, the political and social situation of Nam Dinh province has continued to be stable; the investment environment has been increasingly improved, the economic and social infrastructure has been strengthened, and key projects are being and will be implemented synchronously. Education, culture and new rural construction have achieved many outstanding achievements. The Party Committee, government and people in the province have always been united, democratic, consensual and unified in implementing the key political tasks of the province.
The province's socio-economic development in 2024 will continue to develop, achieving comprehensive results in all fields. The total GRDP is estimated to increase by 10.01% (ranking 9th in the country and 4th in the Red River Delta, the second consecutive year with a double-digit growth rate). The industrial production index is estimated to increase by 14.56%. Total social investment capital is estimated to increase by 18%. State budget revenue in the area will reach 14,828 billion VND, an increase of 42% compared to 2023 (exceeding the target set by the Provincial Party Congress Resolution of 10,000 billion VND)...
The work of building new rural areas continues to be focused on and promoted. Up to now, the whole province has 142/146 communes meeting the advanced new rural standards; 47/146 communes meeting the model new rural standards. The preparation work for the Party Congresses at all levels ensures the requirements set forth. The province has completed the summary of Resolution No. 18-NQ/TW, and at the same time developed plans and projects to arrange and streamline the organizational apparatus in the province in accordance with the direction of the Central Government.
The province focuses on leading and directing Party committees and organizations at all levels to reorganize district and commune-level administrative units in the 2023-2030 period, with a spirit of determination, drasticness, and determination, mobilizing the participation of the entire political system. Nam Dinh is the first province in the country to complete the reorganization of district and commune-level administrative units in the 2023-2025 period with a large number of reorganized units (reducing 1 district and 51 commune-level administrative units).
Bringing Nam Dinh to rapid, sustainable and comprehensive development
Speaking at the meeting, General Secretary To Lam expressed his pleasure to visit and work with Nam Dinh province - a land of talented people, rich in traditions of learning, history of patriotism and revolution, the birthplace of the Tran Dynasty, the prosperous dynasty of the country, the homeland of many outstanding leaders of our Party and State.
Recognizing and appreciating the achievements of Nam Dinh province in 2024, the General Secretary emphasized that the Party Committee, government and people of Nam Dinh have made great efforts, are united, unified, steadfast, and have made many innovations in leadership, direction, organization, and implementation of resolutions of the Central and local governments. The province's socio-economy has achieved high growth rates, national defense and security have been maintained, and the material and spiritual life of the people of the province has been increasingly improved.
On behalf of the Politburo and the Secretariat, the General Secretary commended the efforts, attempts and achievements of cadres, party members and people of Nam Dinh province in the past year.
General Secretary To Lam emphasized that the province needs to continue to enhance the Party's leadership role; continue to innovate the Party's leadership method for the political system, ensuring effectiveness, practicality, and closeness to reality, meeting the requirements of the Party's comprehensive leadership in the new period. The province needs to organize the strict, timely, and effective implementation of the Party's guidelines and policies, the State's policies and laws, resolutions, and work programs of the Provincial Party Committee, the Standing Committee, and the Standing Committee of the Provincial Party Committee. Resolutely implement plans and projects to reorganize the apparatus of the political system to be streamlined, compact, and strong, operating effectively, efficiently, and effectively in the spirit of Resolution No. 18-NQ/TW of the Party Central Committee (12th tenure); create high unity in awareness and solidarity in action of the entire Party Committee, people, and the entire political system in the province, ensuring the set roadmap and progress. The province needs to focus on leading and directing the effective implementation of Directive No. 35 of the Politburo on organizing party congresses at all levels, especially the 21st Provincial Party Congress towards the 14th National Party Congress.
General Secretary To Lam requested to resolutely, synchronously and effectively implement solutions for socio-economic development; strive for a double-digit growth rate of the province's gross regional domestic product (GRDP) in 2025; complete and exceed the targets set out in the Resolution of the 20th Provincial Party Congress for the 2020-2025 term; focus on exploiting, mobilizing and effectively using all resources to invest in building economic and social infrastructure. The province needs to continue to strive to complete and put into use a number of key projects and works of the province, contributing to removing "bottlenecks" in transport infrastructure, opening up new development space to increase investment attraction, creating momentum for socio-economic development. In the coming time, the province needs to continue to do well and mobilize the entire political system and people to participate in building advanced and exemplary new rural areas.
The General Secretary suggested focusing on comprehensive development of cultural and social fields; promoting training of high-quality human resources, striving to maintain leading achievements in education quality. Completing and putting into use the Provincial General Hospital, serving well the health care, medical examination and treatment for the people, improving the material and spiritual life of the people; maintaining rural environmental sanitation.
The General Secretary noted that it is necessary to do well in local defense and military work; maintain political security, social order and safety; religious security and rural security.
Regarding the recommendations and proposals of Nam Dinh province, the General Secretary requested the Government, ministries, branches and relevant agencies to immediately remove obstacles; study and supplement the planning to include a number of power projects in the National Power Development Plan, Power Plan VIII; and plan a group of seaports to create momentum for Nam Dinh in particular and the Red River Delta to develop further.
With its tradition, potential, and available advantages, along with the solidarity, unity, self-reliance, and development aspirations of the Party Committee, government, and people of Nam Dinh province, the General Secretary believes that Nam Dinh province will successfully fulfill the set targets and tasks, contributing to the whole country's successful implementation of the Resolution of the 13th National Party Congress, bringing Nam Dinh to rapid, sustainable, and comprehensive development, and the people to increasingly have a prosperous, joyful, and happy life.
Preparing to welcome the Lunar New Year 2025, the General Secretary wished the Party Committee, government and people of Nam Dinh province to continue promoting the achieved results, strongly promoting the revolutionary tradition, successfully implementing the set goals and tasks; wishing every family and every person of Nam Dinh a new year of good health, joy, happiness and success.
At the working session, Deputy Prime Minister Tran Hong Ha presented Decision No. 88/QD-TTg dated January 14, 2025 of the Prime Minister on the establishment of Ninh Co Economic Zone to the leaders of Nam Dinh province.
Ninh Co Economic Zone has an area of 13,950 hectares, located in the southernmost part of Nam Dinh province. Ninh Co Economic Zone aims to build and develop into a comprehensive, multi-industry, multi-functional coastal economic zone, a breakthrough development focus of Nam Dinh province with synchronous infrastructure, a favorable investment and business environment; a developed marine economic center with the function of supporting and supplementing other coastal economic zones, creating a driving force for the development of the Red River Delta and the economic belt of the Gulf of Tonkin. Creating jobs, training and improving the quality of human resources, increasing income for people.
On this occasion, representatives of the Vietnam Bank for Agriculture and Rural Development presented Nam Dinh province with a social security program sponsorship package worth 10 billion VND.
Earlier , on the same morning, at the Tran Temple historical and cultural relic site, Loc Vuong ward (Nam Dinh city), General Secretary To Lam and the Central Working Delegation came to offer incense in memory of the Tran Kings. In a sacred and respectful atmosphere, the delegates reviewed the glorious feats of the Tran Dynasty and the great contributions of National Hero Tran Hung Dao.
Duke, Commander-in-Chief, Hung Dao Dai Vuong Tran Quoc Tuan was a talented general of the nation, revered by the people as Duc Thanh Tran. The great merit of National Hero Tran Hung Dao wrote a golden page of history of the nation. With his outstanding political and military talent, Hung Dao Dai Vuong Tran Quoc Tuan contributed to making the Tran Dynasty the most prosperous dynasty in the feudal history of Vietnam.

The General Secretary and the delegation vowed to follow the path chosen by the Party and President Ho Chi Minh, to constantly study, practice, cultivate revolutionary ethics, unite, build a prosperous, civilized, happy Vietnam, and steadily enter a new era - the era of national growth.
General Secretary Truong Chinh's real name is Dang Xuan Khu, born on February 9, 1907, in a patriotic intellectual family with a rich tradition of culture and education in Hanh Thien village, Xuan Hong commune (Xuan Truong district). At 81 years old and 63 years of continuous revolutionary activities (from 1925 to 1988), comrade Truong Chinh was assigned by the Party and State to hold many important positions: General Secretary, Chairman of the National Assembly Standing Committee, Chairman of the State Council, and advisor to the Central Executive Committee of the Communist Party of Vietnam.
*On the same morning, General Secretary To Lam and the Central Working Group visited and presented Tet gifts to the family of Mr. Dinh Quoc Phong (Xuan Truong district), a Hero of the People's Armed Forces, who achieved outstanding results when he shot down tanks 7 times and killed over 100 American and puppet soldiers. Hero of the People's Armed Forces Dinh Quoc Phong, with his will and determination to overcome all difficulties in the fire of war and his example in peacetime, is a shining example for today's young generation to learn and follow.
*General Secretary To Lam and the Central Working Delegation inspected the construction of the Nam Dinh General Hospital Investment Project and presented gifts to engineers, workers and representatives of the hospital's leadership.
Here, General Secretary To Lam welcomed Nam Dinh province for proactively proposing planning adjustments and project investment policies in line with the local situation to ensure practical and effective investment, meeting the people's needs for medical examination and treatment. The General Secretary requested the province to continue to focus on directing contractors to speed up construction progress, put the project into operation and exploitation soon, creating conditions for people to receive medical examination and treatment at the grassroots level, limiting transfers to higher levels; focusing on disease prevention and control. The General Secretary noted that the province continues to review planning and projects, ensuring savings and safety.
Nam Dinh Provincial General Hospital has a scale of 700 beds, implemented with state budget capital and ODA capital for investment in medical equipment, meeting the function of a regional hospital. In 2006, the project started construction, and by 2016, many items were basically completed. On July 12, 2019, the Prime Minister issued a document agreeing in principle to adjust the regional general hospital to Nam Dinh Provincial General Hospital, with the implementation period from 2020 to 2025.
