In recent days, storm No. 3 (Yagi) has caused very heavy damage to the countries it passed through, including the northern provinces of our country. We respectfully introduce the content of the visit to the people and soldiers affected by storm No. 3 by General Secretary and President To Lam:
"Dear compatriots, comrades and soldiers nationwide!
In recent days, storm No. 3 (storm Yagi) has caused very heavy damage to the countries it passed through, including the northern provinces of our country. Faced with the complicated developments of the storm, the Party, the State, Party committees and authorities at all levels have resolutely directed functional agencies, the Armed Forces and the people nationwide to closely monitor the situation, prepare thoroughly, proactively deploy solutions to respond to the storm, and promptly inform the people. During the fierce storm, the spirit of solidarity, "mutual love and support", "the healthy leaves cover the torn leaves", love for compatriots, the bravery and strength of the Armed Forces, and the bravery of the people have contributed to minimizing the damage of the storm, but still left serious consequences and the risk of floods, landslides and subsidence after the storm is present.
On behalf of the Party and the State, I would like to express my deepest sympathy and condolences to the families of the victims, especially those whose relatives died in the storm and flood. I acknowledge, appreciate and commend the efforts of the Party Committees, authorities at all levels, the Armed Forces and the People of the whole country, especially the noble acts that deeply demonstrate "national love and compatriotism" - the great strength that helps our people, under the leadership of the Party, overcome all difficulties and challenges.
With the highest goal of ensuring the safety of people's lives and property, urgently stabilizing the lives of people affected by the storm, continuing production, business and normal activities of social life; implementing as quickly and effectively as possible policies for officers, soldiers of the Armed Forces and people who heroically sacrificed or were injured while participating in rescue, relief and support for people in storms and floods... I request that Party committees and authorities at all levels focus highly on implementing plans and solutions to overcome the consequences of storm No. 3 with 5 goals as directed by the Prime Minister.
In the immediate future, priority should be given to saving people, ensuring that no one goes hungry, lacks clothing, or has no shelter; accessing isolated areas; evacuating people from dangerous areas; ensuring that sick people have medicine and treatment, children can go to school soon... strengthening the work of ensuring security and order, strictly handling acts that cause insecurity and disorder, acts of profiteering related to compensation support; mobilizing the cooperation of the whole society to support people to overcome the consequences of storms and floods. I call on the business community, philanthropists, and our compatriots at home and abroad, based on their functions, tasks, capabilities, and conditions, to continue to strongly promote "national love and compatriotism" to provide the highest, fastest, and most timely support directly to families who have suffered loss of life and property caused by natural disasters.
I hope and deeply believe that: All our people and army under the leadership of the Party will strongly promote the tradition of patriotism, the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride" and will definitely soon overcome the consequences of the storm, quickly stabilize the lives of the people. At the same time, I request that Party committees and authorities at all levels from the central to the grassroots urgently organize reviews, draw lessons, and propose tasks and solutions to minimize damage caused by natural disasters in the coming time."
