The Prime Minister's Administrative Procedure Reform Working Group held its second meeting.

In the past time, 100% of ministries, ministerial-level agencies, and localities have promptly issued plans and documents directing the synchronous implementation of innovative contents in the implementation of administrative procedures , improving service quality and satisfaction of people and businesses. The digitization of records and results of handling administrative procedures has been deployed in 9,200/11,956 one-stop departments , accounting for 76.9%. The rate of digitization of records and results of handling administrative procedures has improved significantly, in which in the first 9 months of 2023, the rate of records with electronic results of handling administrative procedures of ministries and branches reached 24.48% (an increase of 13.7% over the same period in 2022), and localities reached 38.94% (an increase of 25.8%). Implementing Project 06, 15 ministries, branches and 63/63 localities have completed connecting and sharing data between the National Population Database and the Administrative Procedures Handling Information System.

In Dien Bien province , the digitization of records and results of handling administrative procedures has been implemented 100% at one-stop-shop departments at all levels; the digitized records have reached over 75%. According to the assessment of the Government Office in the first 9 months of 2023, the combined results of 5 groups of indicators of Dien Bien province ranked 15th/63 provinces and cities ( reaching 74.59 points ); in which the groups of indicators with high scores are: Progress, settlement (19.4/20 points); publicity, transparency (14.9/18 points) .

At the meeting, the delegates basically agreed with the draft report and draft Directive to continue promoting solutions to improve the efficiency of handling administrative procedures and providing public services to serve people and businesses. The discussion made recommendations and proposals to overcome difficulties and obstacles regarding : Regulations on unit prices, fees and charges for performing administrative procedures in big cities such as Hanoi; completing the digitization of administrative procedures related to the fields of land and environmental resources, in order to reduce the rate of paper records; implementing the connection of specialized databases in a number of fields of a number of ministries and branches such as: Ministry of Justice (Electronic civil status management system; Judicial records management system); Ministry of Planning and Investment (Business registration system; household business registration) ...

Speaking at the meeting, Deputy Prime Minister Tran Luu Quang emphasized : Each level, ministry, branch and locality must consider administrative reform, associated with digital transformation, as an important task . It is necessary to change the habit of using paper documents; promote the role of leaders in directing work; review and abolish ineffective administrative procedures . Strengthen coordination between ministries, branches and localities in synchronously implementing databases; pay attention to implementing Project 06; proactively report to the working group on difficulties and problems in the implementation process; strengthen inspection and supervision work.
