The Prime Minister said that the program to eliminate temporary and dilapidated houses is a deeply humane program that must be implemented with a high sense of responsibility, strong emotions, and innovative thinking.

On the morning of November 10, chairing the First Session of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide (Steering Committee), Prime Minister Pham Minh Chinh, Head of the Steering Committee, said that the Program to eliminate temporary and dilapidated houses is a deeply humane program, which must be implemented with a high sense of responsibility, strong emotions, and innovative thinking; emphasizing that time, intelligence, and determination are the decisive factors of the Movement.

Actively deployed nationwide

With the special attention of the Party and State, the participation of ministries, branches, localities, and the active participation of organizations, communities, businesses and people, over the past time, the whole country has helped about 340,000 households with revolutionary contributions and over 800,000 poor and near-poor households with housing difficulties.

However, up to now, the whole country still has about 315,000 households with housing difficulties, including about 106,000 households with meritorious services, 46,000 households under the national target program and 153,000 other poor and near-poor households.

At the meeting, the Steering Committee discussed, analyzed, and determined viewpoints and directions for drastic and effective implementation; difficulties, obstacles and solutions; key tasks and solutions, plans and implementation roadmap to complete the goal of eliminating temporary and dilapidated houses nationwide by 2025.

Delegates said that the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" and the "Program to support the elimination of temporary and dilapidated houses nationwide" are being implemented enthusiastically and effectively nationwide.

However, some procedures and regulations are still complicated, especially regarding land law; the level of support is limited, while the counterpart funding for the poor is still difficult; there are no regulations on suitable new house models...

Along with sharing effective methods, delegates proposed that the Steering Committee should have solutions to overcome the problem; at the same time, strengthen inspection, regularly synthesize reports, and urge; establish Steering Committees at the provincial, district, and commune levels; strengthen information and propaganda so that the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" and the "Program to eliminate temporary and dilapidated houses nationwide" can be implemented more effectively.

Concluding the meeting, Prime Minister Pham Minh Chinh pointed out that the Program to eliminate temporary and dilapidated houses nationwide is a deeply humane program, "comradely love, compatriotic sentiment"; of the whole people's and the whole political system's comprehensive nature, aiming to create movements, trends, and organizations such as campaigns and festivals to promote the achievement of goals, with all one's heart and virtue for people with revolutionary contributions, poor households, and households affected by natural disasters.

Recognizing, praising and appreciating the Ministry of Labor, War Invalids and Social Affairs, Vietnam Television, ministries, branches, agencies, enterprises, localities, organizations and individuals who have organized and actively responded to the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" and the "Program to eliminate temporary and dilapidated houses nationwide," Prime Minister Pham Minh Chinh, Head of the Steering Committee, emphasized that taking care of housing for the people, especially those with meritorious services to the revolution, poor households and households affected by natural disasters, has always been of interest to our Party and State and is identified as a key task of social security and sustainable poverty reduction; many resolutions, conclusions, decisions, programs and plans have been issued and many housing policies have been effectively implemented for those with meritorious services to the revolution, poor households and households affected by natural disasters.

Stating the goal of striving to complete the elimination of temporary and dilapidated houses nationwide by 2025, 5 years earlier than the original target, the Prime Minister emphasized that it is necessary to focus on mobilizing social resources in combination with State resources to complete all 3 tasks in 2025: supporting housing for people with meritorious services; supporting housing according to national target programs; eliminating temporary and dilapidated houses for people nationwide.

Requiring the thorough implementation of the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, and the people are the masters", the Prime Minister directed to focus on effectively implementing the Program with the spirit of "clear thinking, high determination, great efforts, drastic actions, focus, and finishing each task; clearly assigning people, tasks, time, responsibilities, results, and products; saying is doing, promising must be done with results and specific products", in which, under the leadership of the Party, local authorities at all levels play a decisive role in the success of the Program.

Along with that, diversify resources in the direction of all people, comprehensively, widely, inclusively including the State budget and call on all organizations, people, and businesses to diversify forms of support with the spirit of "whoever has something contributes, whoever has merit contributes merit, whoever has property contributes property, whoever has a lot contributes a lot, whoever has little contributes a little, creating movements, trends, creating festivals, for the poor, for the movement to eliminate temporary houses, dilapidated houses."

The Prime Minister requested to strengthen information and propaganda work, create social motivation and inspiration for everyone to support, share, and join hands in implementing the Program with the spirit of "leaving no one behind"; well implement the inspection, supervision, and urging of the implementation of housing support policies for people with revolutionary contributions, poor households, and near-poor households according to regulations, not allowing exploitation, profiteering, negativity, and waste.

“The elimination of temporary and dilapidated houses must be carried out in a flexible, creative, non-mechanical manner, with a high sense of responsibility, strong emotions, and innovative thinking; time, intelligence, and determination are the decisive factors of the Movement,” the Prime Minister noted.

Local government is decisive

The Prime Minister agreed to establish a Steering Committee to implement the elimination of temporary and dilapidated houses at the provincial, district and commune levels, to be completed before November 30, 2024, to organize synchronous implementation from the central to grassroots levels.

Agreeing with the proposal of the Steering Committee members on grouping localities and the plan for allocating support resources and the support level for new construction is 60 million VND/house and the support level for repair is 30 million VND/house, the Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs to coordinate with the Standing Committee of the Central Committee of the Vietnam Fatherland Front to review and complete the Plan for allocating resources mobilized from the Program to launch the elimination of temporary and dilapidated houses and existing resources of the Fund for the Poor; notify the grouping of localities and the plan for allocating support resources to organize effective and positive implementation, in accordance with the objectives; ensuring no duplication, loss or waste.

Emphasizing the spirit of self-reliance of localities, Prime Minister Pham Minh Chinh pointed out that localities need to be proactive, creative, and make efforts to mobilize resources for implementation, not rely on the Central Government, especially encourage poor and near-poor households to be self-reliant, make efforts, and strive to rise up; strengthen propaganda to create consensus among Party committees at all levels, authorities, the Fatherland Front, enterprises, organizations, individuals and people on the policy of implementing the Program to eliminate temporary and dilapidated houses; especially immediately carry out inspection and supervision of prices of construction materials for housing in the area; in addition, it is also necessary to promote the mobilization of local resources to provide additional support to households in addition to resources from the Central Government.

Regarding some households with temporary or dilapidated houses, but living on land that does not meet the conditions for housing construction according to regulations, the Prime Minister assigned the Ministry of Construction to preside over and coordinate with relevant ministries, agencies and localities to provide specific guidance on the conditions for households to receive support for building new houses and repairing houses for households receiving support from the Program, including conditions on land for house construction; and guide localities on land arrangement for housing construction for households with difficulties in land according to regulations.

Regarding the allocation of housing support funds from the two National Target Programs in 2025, and instructions on the use of funds from the source of saving 5% of state budget expenditures, the Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant ministries and agencies to submit to the Prime Minister for early allocation of funds in 2025 to support housing from the National Target Programs for sustainable poverty reduction and socio-economic development in ethnic minority areas for localities to implement.

Regarding the use of funds from the 5% savings in the 2024 State budget expenditure to support the work of eliminating temporary and dilapidated houses in localities, the Prime Minister requested that after being approved by the National Assembly, the Ministry of Finance be assigned to urgently submit to competent authorities to decide on the use of this funding source and guide localities to use it effectively, without loss or waste.

Prime Minister Pham Minh Chinh noted that the direction and organization of the elimination of temporary and dilapidated houses must be synchronous from the central to the grassroots levels; mobilize and diversify financial and material resources; diversify forces, including mobilizing military and police forces along with local forces.

The Prime Minister assigned specific tasks to each ministry and sector in perfecting housing support policies for people with meritorious services, ensuring no duplication causing loss and waste, ensuring progress and requirements; researching and designing a number of typical housing models, ensuring technical requirements, quality, efficiency, suitability with culture, customs, practices and characteristics of each locality and region; guiding and inspecting localities to resolve the shortage of residential land, housing, production land, and domestic water, ensuring support is completed in 2025.

The Head of the Government requested the People's Committees of provinces and centrally-run cities to focus on synchronously and drastically implementing housing support for people with meritorious services, the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025"; supporting housing for people with meritorious services to the revolution, for poor and near-poor households to ensure the right subjects, standards and norms, not overlapping with support activities from the state budget, complying with procedures and processes in accordance with legal regulations, not allowing loss, waste, corruption and negativity.

Requesting the Ministry of Information and Communications to develop an effective communication plan, announce the form of support for the elimination of temporary and dilapidated houses via text messages about the message "Peak point of launching 450 days and nights to complete the work of eliminating temporary and dilapidated houses for poor and near-poor households nationwide" with appropriate forms and duration, Prime Minister Pham Minh Chinh requested Vietnam Television, Voice of Vietnam, Vietnam News Agency and news agencies and newspapers to proactively develop effective communication plans and solutions, actively mobilize to strongly spread the movement, create a vibrant competitive atmosphere, create social consensus for people and businesses to support, share, and the community to join hands in supporting housing for people with revolutionary contributions, eliminating temporary and dilapidated houses for poor and near-poor households.

Informing that the Government has a Working Group, Prime Minister Pham Minh Chinh requested the Central Committee of the Vietnam Fatherland Front to directly implement and guide the Vietnam Fatherland Front at all levels to receive support from organizations and individuals to support the elimination of temporary and dilapidated houses through the Fund for the Poor; supervise the implementation of housing support policies for people with revolutionary contributions; inspect and supervise housing support for poor and near-poor households nationwide./.
