In the working program of the 6th session, on the morning of November 7, at the National Assembly House, answering questions from Deputy Le Dao An Xuan (Phu Yen), Minister of Industry and Trade Nguyen Hong Dien admitted that the situation of counterfeit and fake goods is still a headache.
Delegate Le Dao An Xuan (Phu Yen) questioned the issue of counterfeit and fake goods, which is still a burning issue. The delegate said that counterfeit and fake goods, poor quality goods that do not match the advertised products, are still a burning issue, especially through online sales channels. Many cases were discovered and boycotted by the online community, but there was no intervention from state management agencies.

Responding, Minister of Industry and Trade Nguyen Hong Dien admitted that this situation is still a headache. E-commerce is one of the pioneering fields of the digital economy, becoming an important distribution channel, creating momentum for economic development, leading digital transformation. The annual revenue of this market reaches 16-19 billion USD, with a growth rate of 20-25% per year, which is high in the region and the world. However, e-commerce also has negative factors as mentioned by the delegates. Recently, the market management force nationwide has discovered and handled many subjects trading in goods with signs of counterfeiting trademarks, smuggled goods, and goods of unknown origin on a large scale, such as the inspection at Saigon Square Center, discovering thousands of products counterfeiting famous brands protected in Vietnam; inspecting and handling 4 warehouses containing many counterfeit goods in Thanh Hoa...
Since the beginning of the year, market management has inspected more than 500 cases, handled nearly 500 cases and imposed fines of up to 7.8 billion VND. The main violations are selling goods without origin, counterfeiting major brands protected in Vietnam, or using websites to sell goods without notifying the management agency.
Recently, the Ministry of Industry and Trade has had solutions such as: adding responsibilities to social network owners, e-commerce trading floors, removing information about infringing goods within 24 hours of receiving the request...
In the coming time, the Ministry of Industry and Trade will focus on reviewing legal regulations, especially the Law on Electronic Transactions (amended), the Law on Consumer Protection (amended); decentralizing and delegating power to localities to comprehensively manage online transactions. Delegate Chau Quynh Dao (Kien Giang) questioned the responsibility of the Ministry of Industry and Trade in managing e-cigarette flavors.
Delegate Chau Quynh Dao said that currently on the market there are about 20,000 types of flavorings used to produce electronic cigarettes, many of which have not been fully evaluated for their impact on health. These flavorings are sold openly like regular cigarettes in grocery stores... students can easily buy and use them, posing many potential risks.

Responding, Minister of Industry and Trade Nguyen Hong Dien said that the Government has directed the issuance of a pilot document on management policies for new-generation cigarettes, mainly e-cigarettes and flavored heated tobacco products. On that basis, the Ministry of Industry and Trade is working with the Ministry of Health on management policies for new-generation cigarettes, which are currently in the process of reviewing and reaching consensus on completing the policy. Accordingly, the Ministry of Industry and Trade plans to include new-generation cigarettes in the scope of the Decree replacing Decree No. 67/2013/ND-CP on tobacco trading to have appropriate management directions. The Ministry plans to submit to the Government in the fourth quarter of 2023.
Calling for socialization to handle waste is still very difficult
Questioning Minister of Natural Resources and Environment Dang Quoc Khanh, Deputy Nguyen Thi Ngoc Xuan (Binh Duong) said that the current rate of collection and treatment of domestic solid waste is very high. This rate in urban areas is 96%, exceeding the target set by the National Assembly of 89%; in rural areas it is 71%. However, through monitoring and actual feedback from voters, this figure is not accurate because the process of classifying, collecting, transporting and treating domestic solid waste is not good and lacks technical and economic standards.

Responding to questions, Minister Dang Quoc Khanh said that in 2022, the total amount of domestic waste generated nationwide will be about 67,000 tons/day; of which urban waste will be about 36,800 tons. Recently, localities have paid attention to collecting and treating waste; many waste treatment and incineration plants have been built. Currently, the country has about 1,200 treatment facilities; more than 460 incinerators and 38 compost lines (organic fertilizer for plants) and more than 1,000 landfills.
As for the figures mentioned by the delegate, 96% of urban waste and 71% of rural waste are treated by landfill.
The Minister said that calling for socialization to handle waste is still very difficult, from building power plants to classifying waste at source is not thorough; localities do not have enough waste to build factories. In some localities, even in the central urban areas, there are only 200-300 tons of waste per day, so it is very difficult to build centralized treatment plants. Factories need large amounts of waste to ensure stable capacity.

The Ministry of Natural Resources and Environment has issued technical standards on collection and transfer points for domestic solid waste; environmental protection standards for means of transport; criteria on treatment technology; collection and treatment service prices; price collection methods based on weight or volume; pricing methods for service providers; and instructions for localities to classify waste at source.
The Ministry recommends that localities encourage people to classify waste at source, thereby thoroughly treating waste. By 2024, the Ministry strives to issue technical and economic standards for waste collection, transportation and treatment, and standards for incinerators for domestic solid waste.
