(MPI) – Participating in the discussion at the hall on the assessment of the results of the implementation of the 2024 socio-economic development plan; the expected socio-economic development plan for 2025 taking place on November 4, 2024, the majority of opinions of the National Assembly deputies basically expressed agreement with the content of the report assessing the results of the implementation of the 2024 socio-economic development plan; the expected socio-economic development plan for 2025 of the Government.

Delegates said that in 2024, in addition to the basic achievements, our country still has limitations, shortcomings and continues to face many difficulties and challenges. However, thanks to the close, timely and scientific leadership and direction of the Party Central Committee; the supervision, accompaniment, proactive and timely coordination of the National Assembly; the drastic and firm direction and management based on the basic understanding and forecast of the situation, with flexible, timely and effective policy responses of the Government, the Prime Minister, all levels, sectors, localities, etc., the socio-economic situation will be more positive in the following month than the previous month, the following quarter will be higher than the previous quarter, and in the first 9 months, many important results will be achieved, higher than the same period in most areas. It is estimated that 14/15 targets for the whole year will be achieved and exceeded the plan.

GDP growth in the first 9 months reached 6.82%; estimated for the whole year at 6.8-7%, higher than the target assigned by the National Assembly (6-6.5%), belonging to the group of countries with high growth rates in the region and the world, highly appreciated by many large and prestigious international organizations. FDI attraction is a bright spot, with realized capital reaching 17.3 billion USD, up 8.9%, the highest in many years, while global investment has declined...

In addition, delegates focused on discussing the contents stated in the Government's Submissions, the verification reports of the National Assembly agencies, the discussion suggestions of the verification agencies that have been prepared, focusing on the challenges that need to be overcome, the shortcomings, difficulties, obstacles and solutions to implement the socio-economic development goals and targets in 2024, expected for 2025; giving opinions on the implementation of the Constitution, the implementation of laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee on the results achieved, issues that need to be noted, concerned and solutions to improve the quality and effectiveness of the work of building and organizing the implementation of laws in the coming time.

Delegate Tran Quoc Tuan - National Assembly Delegation of Tra Vinh province expressed his agreement with 11 groups of solutions proposed by the Government in the report on assessing the results of the implementation of the socio-economic development plan in 2024; the expected socio-economic development plan in 2025 presented by the Prime Minister at the opening session of the 8th session of the 15th National Assembly. Highly appreciating the socio-economic results in the first 9 months of 2024, delegate Tran Quoc Tuan affirmed that, with the leadership of the Party Central Committee, the Politburo, the National Assembly and the Government, the country has flexibly managed and achieved many outstanding socio-economic achievements. The economy has grown steadily and positively despite global challenges, with strong exports and active foreign investment, affirming Vietnam's position as a safe and attractive destination. Inflation is under control, the macro-economy is stable...

Delegate Tran Hoang Ngan - Ho Chi Minh City National Assembly Delegation also highly appreciated the results of the implementation of the socio-economic development plan in 2024; the expected socio-economic development plan in 2025; said that in 2024, Vietnam will continue to maintain socio-economic stability, inflation will be controlled...

According to delegate Tran Hoang Ngan, in order to complete the goals of the 13th National Party Congress, it is necessary to pay attention to agricultural, aquatic and digital technology products with Vietnamese brands; continue to support small and medium enterprises... At the same time, he emphasized that the National Assembly's preparation to pass draft laws and resolutions at this Session is one of the important measures to improve the investment environment, remove institutional bottlenecks to help Vietnamese enterprises mobilize social resources for economic development.

Participating in the discussion, delegate Nguyen Van Thi - National Assembly Delegation of Bac Giang province said that in 2024, the world situation continues to develop complicatedly and unpredictably, domestically we also face many difficulties, including having to respond to and overcome the consequences of natural disasters such as storm No. 3, a historic storm in 30 years at sea and 70 years on land, which has caused economic damage, people's lives and property and is forecast to reduce GDP growth for the whole year by 0.15%.

With the drastic management and direction of the Government, ministries and localities, the socio-economic situation in the first 9 months of the year has achieved many positive results in most areas. GDP in the first 9 months is estimated at 6.82%, belonging to the group of countries with high growth rates in the region and the world. The macro economy continues to be stable, inflation is controlled, it is estimated that 14/15 targets for the whole year will reach and exceed the plan, especially the target of increasing labor productivity, after 3 years of not reaching, the first 9 months of 2024 has exceeded the plan.

However, according to delegate Nguyen Van Thi, in addition to the achieved results, our country's socio-economic situation still has some shortcomings and limitations that require more drastic solutions to organize implementation. Accordingly, the disbursement of public investment capital has been positive but has not met the plan, the overall disbursement rate nationwide in the first 9 months of the year was 47.29%, lower than the same period in 2023. Therefore, the Government needs to analyze and clearly identify the causes and from there have specific, appropriate and effective solutions to accelerate the disbursement of public investment capital, while supporting business development.

In addition, the progress of disbursement of capital sources to implement the 3 national target programs, especially career capital, is still very slow, of which the National Target Program on New Rural Development reached 11%; the National Target Program on Ethnic Minority and Mountainous Areas reached 8%. Therefore, without drastic solutions to implement the national target programs, it will be very difficult to achieve the 2024 national target on poverty reduction and new rural development.

Delegate Nguyen Thanh Nam - National Assembly Delegation of Phu Tho province expressed his agreement with the Government's report on the results of the implementation of the socio-economic development plan for 2024; the projected socio-economic development plan for 2025 and the verification report of the Economic Committee. At the same time, he agreed with the Government's solutions stated in the report.

Delegates also emphasized issues related to the economical use of land resources for socio-economic development; on promoting the reduction and simplification of administrative procedures and business regulations; and expressed appreciation for the results achieved in developing plans to reduce and simplify administrative procedures; digital transformation in the provision of public services; and the establishment and operation of public administrative service centers.

However, the handling of administrative procedures in some agencies is still prolonged, lacking inspection and supervision mechanisms, especially in the process of coordination, exchange and consultation when handling administrative procedures between ministries and branches. Therefore, the Delegate suggested that the National Assembly and the Government need to strengthen thematic supervision and inspection of administrative procedure handling to create a strong spread of innovation and reform from the Central to local levels; properly, fully and seriously implement regulations, principles and implement administrative procedures. Implement the spirit of direction of General Secretary To Lam "Promoting decentralization and delegation of power with the motto of local decision, local action, local responsibility. Thoroughly reform administrative procedures, reduce compliance costs, create the most favorable conditions for people and businesses".

Speaking at the meeting, delegate Nguyen Huu Thong - National Assembly Delegation of Binh Thuan province expressed his high agreement with the Government's Report and the Economic Committee's Verification Report on the results of the implementation of the socio-economic development plan in 2024, the expected socio-economic development plan in 2025; at the same time, he said that in the past year, although the world situation had many challenges, risks, and unpredictability, our country's socio-economy has achieved many encouraging results...

Accordingly, the macro economy is basically stable, inflation is controlled, major balances are ensured. The fields of culture, society, national security and defense are given attention and developed. Foreign affairs and international integration are actively and effectively implemented...

However, the delegate said that the results achieved have not really brought into full play the country's potential and advantages and have not met the expectations of the Party and State leaders, businesses and people. The delegate emphasized that right in this Session, the Government presented many contents and many draft laws to remove obstacles, inadequacies and overlaps in legal documents such as the Investment Law, the Public Investment Law, the Law on Investment under the public-private partnership model or considered giving opinions on the draft Resolution on specific policies to remove obstacles for land projects in the conclusions of inspections, examinations and judgments in Ho Chi Minh City, Da Nang, Khanh Hoa, etc., demonstrating the spirit of drastic creation of the Government and the Prime Minister.

In the coming time, delegate Nguyen Huu Thong suggested that the Government continue to direct ministries, branches and localities to review and evaluate projects and works with current institutional problems. From there, it is possible to issue specific and pilot mechanisms for a number of specific projects or in a number of specific localities to implement evaluation and replication, in order to promote social resources for national development./.
