Sharing at the online conference summarizing the work of preventing and controlling the Covid-19 epidemic of the National Steering Committee for Covid-19 Prevention and Control with localities on October 29, Mr. Nguyen Thanh Lam - Deputy Minister of Information and Communications (MIC), Communications Subcommittee said:
When the Covid-19 epidemic began to break out (early 2020), the Ministry of Information and Communications stepped in, directly directed the propaganda work, resolutely carried out the peak period of Covid-19 epidemic prevention and control with the spirit of "fighting the epidemic like fighting the enemy", effectively propagating the implementation of urgent measures to prevent and control the epidemic according to Directives 15 and 16 of the Prime Minister;...
Timely detect emerging issues to resolve and advise on solutions, especially those related to people's lives; promptly combat and refute distorted, provocative, and untrue arguments about Covid-19 prevention and control; regulate information in the press and on cyberspace; implement a mass media strategy so that people know, people understand, people believe, people follow, and people do.
According to Mr. Nguyen Thanh Lam, false information and fake news about the Covid-19 pandemic are handled with the motto of being the fastest and most thorough. Fake news spreads quickly, so it is necessary to publish information to refute it as quickly as possible and spread real information widely.

Thoroughly handle by finding the source of fake news to handle administrative violations; criminally handle the subject spreading fake news; request content platforms to block and remove bad and toxic news.
On June 4, 2021, the Ministry of Information and Communications established the National Center for Covid-19 Prevention and Control Technology (National Technology Center) with the participation of functional units under the Ministry of Information and Communications and the Ministry of Health, and large technology enterprises and corporations in Vietnam.
The National Technology Center has the full-time participation of nearly 60 civil servants and public employees and the collaboration of nearly 1,000 experts, programmers, and technicians from Vietnamese technology enterprises.
The Ministry of Information and Communications develops and deploys unified technology applications of the National Steering Committee for COVID-19 Prevention and Control; directs telecommunications enterprises to install notification sounds and send messages to propagate epidemic prevention and control to subscribers in a number of provinces and cities; receives, processes and responds to people's feedback via switchboards; promotes the deployment of mobile waves for online teaching and learning.
Valuable "mental wellbeing" medicine
During the first three outbreaks, press agencies closely followed the epidemic situation, the direction of the Government, the Prime Minister, the National Steering Committee and relevant agencies to proactively provide information and propaganda.
During the 4th outbreak, the press reported promptly, quickly and accurately on epidemic prevention and control work; strongly spread the appeal of the General Secretary and President; the directions and measures of the Government, the Prime Minister, the Head of the National Steering Committee, the epidemic prevention and control work of ministries, branches and localities, contributing to quickly spreading the message about the efforts to implement the "dual goal" of both preventing and fighting the epidemic,
Ensuring social security for the people, while recovering and developing the socio-economy, creating trust and consensus among the people; guiding and disseminating to the people about epidemic prevention measures, tracing, zoning, isolation, and treatment to quickly contain the epidemic.
Electronic press has had 2,286,883 news and articles related to epidemic prevention and control (from January 1, 2020 to September 30, 2023). In the past 3 years, radio and television stations have produced and broadcast more than 880,000 radio programs, with a duration of more than 2,350,000 minutes; more than 940,000 television programs, with a duration of more than 2,570,000 minutes. Posting more than 1,300,000 programs on electronic information pages, on Facebook fanpages, and Youtube of radio and television stations to increase dissemination and attract more listeners and viewers.
Foreign press agencies have published, broadcast news, articles and programs in 13 languages (including Vietnamese, English, French, Russian, Spanish, Japanese, Chinese, Korean, German, Lao, Thai, Cambodian and Indonesian) on regulations and policies on epidemic prevention and control; direction and practice of epidemic prevention and control in localities; social security work, ensuring the lives of people in isolated areas... affirming the efforts of the Government and people of Vietnam in preventing and fighting the Covid-19 epidemic to foreigners in Vietnam, Vietnamese people abroad and the international community.
Press agencies publish and broadcast many good, quality articles with "timeless" value for people to read, listen to, and watch while staying at home to practice social distancing, as a "mental health" medicine.

When fighting the epidemic and developing the economy must go hand in hand, the Government and the National Assembly must accompany businesses in the spirit of " thinking honestly, speaking honestly, doing honestly, achieving real results, so that people and businesses can benefit for real ".
When determining to change the anti-epidemic status, from "Zero Covid" to "living with Covid", many solutions, proposals, and heartfelt recommendations were discussed, on how to "live together" effectively, adapt safely in the new normal life; continue to focus on preventing, repelling, and controlling the Covid-19 epidemic, not allowing a medical, socio-economic crisis to occur, etc.
In addition, telecommunications businesses have promoted their strengths and implemented many free measures and programs to serve the prevention and control of the Covid-19 epidemic.
The Ministry of Information and Communications, the Ministry of Health and the Ministry of Public Security have agreed to deploy: Connecting Covid-19 prevention and control technology platforms with the Population Database to authenticate user information; unifying a Health Declaration form during declaration and movement; unifying a QR code for common use for each subject to connect between all platforms, systems and software.
Over the past 3 years, the Ministry of Information and Communications has worked with Vietnamese digital technology enterprises such as Viettel, VNPT, FPT, BKAV, CMC, Sovico, etc. to develop 14 groups of platforms and technology tools for epidemic prevention and control with over 20 different applications.
Regarding tasks and solutions in the coming time, Mr. Nguyen Thanh Lam said that the Ministry of Information and Communications closely follows the viewpoints and directions of the Government and the Prime Minister, closely coordinates with ministries, branches and localities to maintain direction and orientation for press and media agencies, and grassroots information systems to continue to strengthen information to create social consensus after transferring Covid-19 from group A infectious disease to group B infectious disease;
Direct and orient the press and media to combat and refute erroneous and hostile viewpoints, prevent toxic information, fake news, and unverified news; strictly handle false and unverified information.
Strengthen disease prevention communication to raise awareness and change people's behavior in protecting their own health, their families' and communities' health and getting vaccinated. Continue to deploy and develop information technology applications to serve disease prevention and control .
