Saving, fighting waste, creating resources for socio-economic development

BHG - In recent years, our province has always paid special attention to the issue of thrift and anti-waste (TK,CLP). On December 28, 2021, the Provincial People's Committee issued Decision No. 2808/QD-UBND on promulgating the Comprehensive Program on practicing thrift and anti-waste in Ha Giang province, period 2021-2025. Up to now, our province has also established a Steering Committee on preventing and combating corruption, waste and negativity. Thereby, with the determination to synchronously and effectively implement the goals, tasks and solutions to practice TK,CLP in all areas of life.

In an effort to turn thrift and waste into a practical activity, over the past years, with the strong direction of the Provincial Party Committee and the Provincial People's Committee, we have achieved many results in preventing corruption, waste and negativity. Every year, the province develops and issues a comprehensive program on thrift and waste practice. Thrift and waste activities are widely spread in social life; agencies and units all associate thrift and waste practice with building cultural agencies and units. In particular, at the end of last year, the Provincial Party Committee paid attention to and directed the implementation of the dissemination and study of the article "Fighting against waste" by General Secretary To Lam, and directed Party cells to organize thematic activities on this meaningful article.

According to the province's report, with the joint efforts in 2024, the whole province saved nearly 69.4 billion VND in administrative management expenses, including: Saving 3.5 billion VND in stationery; over 4.2 billion VND in communication fees; over 1.3 billion VND in electricity usage; 720 million VND in gasoline and oil; over 9.2 billion VND in clean water; 14.1 billion VND in business expenses; over 5.1 billion VND in organizing conferences and seminars; saving 29.3 billion VND in receiving guests, celebrations, festivals, and anniversaries... Through expenditure control at the State Treasury, the payment of over 8.2 billion VND was refused. In construction investment, the amount of saved funds was over 637 billion VND. These are numbers that show the attention and determination of the province and all levels, sectors, and localities in implementing budget and cost-effectiveness. From there, gradually turn self-discipline and self-discipline into a way of thinking and behavioral culture in society.

In the current practical situation, the practice of thrift and thrift management becomes more and more important for our province and the whole country to concentrate resources on implementing the revolution of streamlining the apparatus of the political system and many other important tasks. In the Overall Program on thrift and thrift management practice in Ha Giang province in 2025 issued by the Provincial People's Committee on February 25, 2025, the province requires continuing to thoroughly grasp and seriously and effectively implement Directive No. 27-CT/TW/2023 of the Politburo on strengthening the Party's leadership in thrift and thrift management practice; strengthening the prevention and fight against corruption, waste, and negativity, creating more substantial changes in the awareness and actions of cadres, civil servants, public employees, workers and people on thrift and thrift management.

The province will continue to tighten the state budget fiscal discipline; ensure that the state budget is spent economically, effectively and in accordance with the estimates decided by the Provincial People's Council; thoroughly save regular expenditures and expenditures that are not really necessary to ensure resources for natural disaster and epidemic prevention and control, supplement development investment capital and support economic recovery; continue to implement solutions to create sources for salary policy reform according to regulations. Thereby, efforts will be made to save 10% of regular expenditures to create sources for salary reform according to regulations of the Central Government; save an additional 15% of regular expenditures to increase development investment expenditures. Along with that, strictly control the work of establishing, allocating, managing and using the state budget, especially expenditures for purchasing, repairing, renovating, upgrading and constructing new construction items to ensure compliance with legal regulations, savings and efficiency.

Also according to the Provincial Program, in 2025, administrative expenditure allocation will be promoted; the frequency will be reduced and expenses for organizing conferences, seminars, talks, meetings, business expenses, reception expenses, celebrations, festivals, and celebrations will be tightened. Public investment discipline will be tightened, and violations and obstacles that slow down the progress of capital allocation, implementation, and disbursement will be strictly handled. Funding for overseas research and surveys will be limited. The implementation of staff streamlining will be accelerated, ensuring the goal for the 2021-2026 period, with the entire political system streamlining at least 5% of the staff, civil servants, and at least 10% of the staff receiving salaries from the state budget according to the Central Government's policy. Thereby, contributing to ensuring economic stability and promoting the socio-economic growth of the locality.
