Pioneer in building new model rural areas

Xuan Loc district proposed the Central Government to issue a set of criteria for a model new-style rural district in the direction of "Developing sustainable agricultural commodity production"; proposed the Provincial People's Committee to review and request the Ministry of Agriculture and Environment, relevant ministries and branches, and the Central Coordination Office of the National Target Program on New-style Rural Development to review and submit to the Prime Minister for recognition of Xuan Loc district as a model new-style rural district in 2024.

Proactive, creative, close to reality

According to the project, Xuan Loc strives to achieve the goal of becoming a model new-style rural district by 2025, but by the end of 2024, the district has basically completed the set goal.

Clarifying the results achieved in the construction of the Project for Xuan Loc District to meet the model new-style rural standards towards sustainable agricultural development in the period of 2018-2025, Chairwoman of Xuan Loc District People's Committee Nguyen Thi Cat Tien emphasized that immediately after achieving the new-style rural district standards, Xuan Loc District was clearly aware of the role of building new-style rural areas in the next phase. The district promptly focused on the direction work with the synchronous participation and high responsibility of the entire political system under the leadership of the Provincial Party Committee, the Provincial People's Committee and the support of departments, branches and sectors so that up to now, Xuan Loc District has completed the project's objectives.

Ms. Nguyen Thi Cat Tien shared her experience, one of the valuable lessons is the proactiveness, creativity, close adherence to reality to concretize and deploy appropriate related mechanisms and policies and focus on mobilizing all resources in implementation, which has contributed significantly to the successful implementation of the program. Another important lesson is to mobilize the active and synchronous participation of the entire political system, in which it is necessary to clearly define the role and responsibility of leadership and direction of Party committees and authorities at all levels. In particular, it is necessary to promote the will, strength and role of the people as the main subject, strongly arouse the potential and strength of the community, overcome difficulties and challenges, and successfully implement the program's goals.

New rural construction must be carried out with a proactive, creative, determined, practical and effective spirit for the purpose of improving the material and spiritual life of rural people so that people can proactively implement, the State guides and supports, not do it for them. At the same time, the mobilization of people's strength must be scientific, creating high consensus among the people according to the motto "Mobilizing resources from the community is decisive, the participation of businesses and society is important, support from the state budget is necessary". The use of resources must ensure publicity, transparency, be discussed and agreed upon by the people, and be closely monitored by the community.

Compared to 10 years ago, Xuan Loc has made remarkable progress. By the end of 2024, the district's crop production value will reach over 232.4 million VND/hectare; key crops alone will reach over 348.5 million VND/hectare, an increase of 78 million VND/hectare compared to the year the project was implemented in 2018. The average income per capita of the whole district will reach 95.95 million VND, an increase of 36.35 million VND compared to the time the project was developed.

Xuan Loc leads

At the Preliminary Conference of the Project to Build Xuan Loc District to Meet Model New Rural Standards in the direction of "Developing Sustainable Agricultural Commodity Production" in the period of 2018-2025 held at the end of November 2024, Deputy Head of the Central Coordination Office of the National Target Program on New Rural Construction Tran Nhat Lam assessed that Xuan Loc District has achieved all target groups and targets of the Project to Build Xuan Loc District to Meet Model New Rural Standards in the direction of developing sustainable agricultural commodity production in the period of 2018-2025. Up to now, the district has 9/14 communes meeting Model New Rural Standards and a civilized urban area. The district has basically achieved all target groups and targets of the project, one year ahead of the set target.

From another perspective, Deputy Director of the Department of Economic Cooperation and Rural Development Nguyen Thi Hoang Yen said that Xuan Loc has achieved very impressive results in building a model new rural area. In implementing sustainable agricultural commodity production development, the locality has encountered many difficulties, but the district's targets and criteria have exceeded the set plan and goals. The district had thoughts and concerns very early, right from the start of building a model new rural area. The high results achieved by the district will motivate other districts in the country to have the will and determination to complete the goals of the entire period 2021-2025.

Deputy Minister of Agriculture and Environment Tran Thanh Nam emphasized that among the four districts nationwide selected to build a model new rural district, Xuan Loc is the first locality to basically complete the criteria for a model new rural district. It is very welcome that Xuan Loc implements two goals in parallel, focusing on the main goal of developing sustainable specialized commodity production while also being a model for other models. This is a valuable lesson for the Central Government to gain more experience in building a model new rural district in the coming time.
