Good progress is still not subjective
Bien Hoa – Vung Tau Expressway has a total length of 77.6km, passing through Dong Nai and Ba Ria – Vung Tau, and is divided into 3 component projects.
In which, component projects 1 and 2 go through Dong Nai province. Component project 3 goes through Ba Ria - Vung Tau province.
At component project 3 through Ba Ria - Vung Tau, the work volume has been completed about 40%, many months ahead of schedule.
At component project 3, thanks to the early handover of the site, the consortium of 3 contractors simultaneously deployed 15 construction sites, with about 225 pieces of equipment and 415 personnel on a total length of more than 19.5km of the route. To date, the workload has been completed by about 40%, several months ahead of schedule.
The progress is good, but the project management board and the joint contractors are not complacent. At the construction site, workers are always arranged to work in shifts, day and night, and on weekends.
The construction plan is flexibly adjusted, focusing on important items. The project management board also strengthens on-site supervision to ensure quality and progress of work.
Mr. Nguyen Cong Vinh, Vice Chairman of the People's Committee of Ba Ria - Vung Tau province said: "Although the project progress is ahead of schedule, we still require the Cai Mep - Thi Vai Regional Traffic Project Management Board to work closely with the contractors.
During the construction process, if any problems arise, we must coordinate to resolve them immediately. The goal is to open the traffic on April 30 next year."
"No more promises, the site must be handed over by September"
Meanwhile, in Dong Nai, Mr. Ngo The An, Director of Dong Nai Traffic Construction Project Management Board (investor of component project 1) said that the progress is currently very slow. There are two construction packages, XL18 and XL21, which have only reached 6%.
Similarly, in component project 2, there are two packages, XL9, which has only reached 21%, and XL10, which has only reached 5%. The main reason is land acquisition problems.
In component project 1, both Bien Hoa City and Long Thanh District have only handed over 41 hectares out of a total of 215 hectares. Component project 2 through Long Thanh is better but has only handed over 71% out of a total of 151 hectares.
"It is said to be handed over but it is not continuous, there is a section only 100m long so motorbikes and equipment cannot enter to work," said Mr. An.
At component project 1 through Dong Nai, the contractor is trying to construct the section with clearance.
Mr. Nguyen Ngoc Ha, Director of Project Management Board Component 2, said that the contractor has deployed 34 construction teams but the output is not high due to the flat terrain, and the section with favorable terrain lacks land for filling. The contractors are struggling to find land but the reserves are not enough and the cost is high.
“We are very worried, some important locations need to handle weak soil with a total construction time and waiting for subsidence of about 600 days, very time-consuming. Many households have been given land but only cleared, not allowed to construct,” said Mr. Ha.
Regarding the land issue, Mr. Vu Quoc Thai, Vice Chairman of Bien Hoa City People's Committee, informed that recently, officials have been working day and night to resolve related documents and procedures. The most difficult problem is the land plots that are bought and sold by hand, so the documents take time to confirm. "By the end of August, we will try to hand over a total of about 49 hectares," said Mr. Thai.
Impatient about the progress of two component projects through the locality which is being delayed a lot, while the section through Ba Ria - Vung Tau province is ahead of schedule, Mr. Vo Tan Duc, Acting Chairman of Dong Nai Provincial People's Committee requested: "Localities should not make any more promises, by the end of September they must hand over the entire site. There will be clear rewards and punishments for officials and localities."

There will be sand for Ho Chi Minh City Ring Road 3 in September
According to the latest information from the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board), localities and contractors are rushing to complete procedures so that in August the first sand mines can be exploited to serve the Ho Chi Minh City Ring Road 3 project.
Mr. Luong Minh Phuc, Director of the Traffic Department, said that the road section is currently slow because of waiting for sand, but the overall progress is still under control.
Currently, localities have basically completed the procedures to hand over the first sand mines to contractors by the end of August. In particular, Tien Giang province will hand over the mines with a total of more than 3 million cubic meters. Then Vinh Long and Long An provinces will continue to hand over in the last months of the year.
Nhon Trach Bridge on Ho Chi Minh City's Ring Road 3 is 4 months ahead of schedule and is expected to open to traffic on April 30, 2025.
While waiting for sand, contractors mobilized equipment and manpower to focus on constructing bridges, culverts, elevated roads, and intersections. In the direction of Thu Duc City, dozens of bridge piers on the elevated road have been completed, waiting for girders to be installed.
Contractor organizes construction of Ring Road 3 section through Ho Chi Minh City.
The section of Ring Road 3 through Long An is progressing better, having reached over 35% of the construction output. At the intersection between Ring Road 3 and the Ho Chi Minh City - Trung Luong Expressway, the contractor is installing the remaining 3 girder spans of the overpass. It is expected that the bridge deck will be constructed in September so that it can be technically opened to traffic in October. Not far away, Tan Buu Bridge has also installed many Super T girder spans.
Mr. Tran Thien Truc, Deputy Director of Long An Department of Transport, said that the progress is being well controlled according to the Government's direction, but is still being carried out in the spirit of "3 shifts, 4 shifts", working day and night without rest.
The Ho Chi Minh City Ring Road 3 project has a total length of 76.3km passing through 4 localities: Ho Chi Minh City (47.35km), Dong Nai (11.26km), Binh Duong (10.76km), Long An (6.81km).
According to the Traffic Department, the progress of the section through Long An is considered good with output reaching over 35%. The section through Ho Chi Minh City reached over 22%; Binh Duong province reached over 13%, Dong Nai province only reached 4%.
