On behalf of the Provincial Youth Union Executive Committee, Mr. Trieu Tien Trinh, member of the Central Youth Union Executive Committee, Secretary of the Provincial Youth Union presented the Report on the implementation results of Notice No. 1409-TB/TU dated March 26, 2024 of the Bac Kan Provincial Party Committee on the implementation of the Conclusion of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at the working session with the Provincial Youth Union Standing Committee in 2024.
The report shows that currently, the Ho Chi Minh Communist Youth Union of Bac Kan province has 12 affiliated units including 08 district, city and 04 affiliated Unions with 254 Union bases, including 139 grassroots Unions, 115 grassroots branches; 1,659 branches and 18,025 union members; currently the Provincial Youth Union Executive Committee has 26/29 comrades, the Provincial Youth Union Standing Committee has 6/9 comrades.
The Vietnam Youth Union of the province has 15 affiliated units including: 08 districts, City Association, Volunteer Center, Young Entrepreneurs Association, Student Association of Bac Kan College, Young Doctors Association, Volunteer Youth Club for Blood Donation, Provincial Investment and Startup Club, Youth Startup Support Center. The whole province has 1,632 branches, teams, clubs based on career interests with more than 40,000 members. The Provincial Youth Union Council has 11 members; 08 District and City Youth Union Councils, 164 school teams, 1,217 teams, over 32,487 team members.
Currently, the Provincial Youth Union has: Office, Youth Front Committee, Youth Union Building Committee, Youth and Children Committee - School and Youth and Children Activity Center; the assigned number of staff is 24, currently there are 23 cadres, civil servants, and workers; each district and City Youth Union has 3-4 cadres and civil servants; full-time Youth Union cadres from the province to the grassroots basically meet the standards of training level and professional expertise.
The Provincial Youth Union Standing Committee has developed Plan No. 129-KH/TĐTN-VP dated May 6, 2024 on implementing the conclusion of Comrade Phuong Thi Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Bac Kan province, achieving positive results. Typically: Political, ideological, ethical and lifestyle education for union members and young people has received attention. Union chapters at all levels have organized more than 488 activities to study and follow Ho Chi Minh's ideology, ethics and lifestyle, attracting more than 24,400 young union members to participate.
The Provincial Youth Union Standing Committee proactively follows the direction and orientation of the province in socio-economic development, national defense, security, party building and the political system. Currently, the province maintains 80 cooperatives, 46 youth cooperative groups and more than 500 youth economic development models and 72 OCOP products owned by youth. Currently, the Provincial Youth Union manages a capital of more than 3.1 billion VND from the National Employment Fund Loan Program, capital sourced from the Central Ho Chi Minh Communist Youth Union. As of February 28, 2025, the Provincial Youth Union manages 296 Savings and Credit Groups with 8,729 borrowers, with outstanding debt of over 693 billion VND. In 2024 and 2025, it will coordinate to mobilize 1,880 young union members to join the army, achieving the annual military enlistment target.
Continuing to implement Directive No. 18-CT/TU, dated April 13, 2022 of the Bac Kan Provincial Party Committee on strengthening the leadership and direction of Party committees and organizations at all levels in the work of training and introducing outstanding union members for the Party to consider and admit, actively implementing the Campaign "Union members strive to become members of the Communist Party of Vietnam" to all levels of the union, in 2024, the union chapters at all levels will introduce 1,700 outstanding union members to the Party for consideration and admit. Of which, 603 outstanding union members were admitted, accounting for 81% of the total number of newly admitted party members of the entire provincial party committee.
In addition, the Provincial Youth Union Standing Committee has strengthened coordination with provincial departments and branches in mobilizing and gathering union members and youth to effectively carry out the tasks of the union organization; effectively carry out the work of caring for and consolidating strong union organizations at all levels; focus on implementing the work of party development; create a source of party member development for excellent students, identifying this as a key task to supplement young human resources for the Party and the political system at all levels...
In addition to the achieved results, the Standing Committee of the Provincial Youth Union pointed out a number of difficulties, causes and proposed solutions... Delegates attending the working session discussed and raised difficulties related to human resources; regulations on politics, age, qualifications, and levels according to standards for serving the work of perfecting the organization, and the transfer of Youth Union cadres to civil servants; difficulties in counterpart funds when carrying out the work of eliminating temporary and dilapidated houses for households headed by young people; discussed the determination of the Youth Union and Youth Union in working with Party committees and authorities to effectively carry out tasks related to streamlining the organizational apparatus...
Speaking to the Youth Union officials, the provincial leaders suggested that it is necessary to pay more attention to the work of educating ideals for youth union members; to arouse the will to rise up in economic development, effectively undertake projects with youth as the core; to study to improve qualifications; to grasp the ideological situation and all aspects of youth union members to have orientations to advise the Party Committee and government on practical tasks...
Concluding the meeting, Provincial Party Secretary Hoang Duy Chinh acknowledged, commended and highly appreciated the results achieved by the Youth Union at all levels in the past time. He suggested that in the coming time, the Youth Union at all levels in the province should focus on specific tasks, such as streamlining the apparatus; eliminating temporary and dilapidated houses; and accompanying and volunteering to develop the economy so that the province can achieve double-digit growth. Proactively and resolutely volunteer to take on difficult tasks.
The Provincial Party Secretary affirmed that, through the periods, no matter what the name of the Youth Union is, the youth have always been the vanguard in the cause of protecting and building the Fatherland. Therefore, the Youth Union and the Youth Union need to continue to firmly believe in the leadership of the Party and the State. It is necessary to innovate both in thinking and leadership methods, and organize activities in the new situation. Sharing the concerns and pressures in work and life of cadres and Youth Union members, the Provincial Party Secretary is concerned about the situation of young people leaving their land and hometown to work far away, posing many challenges in terms of lack of labor force, lack of sources of Party members and many other social issues. The Youth Union needs to focus on economic development, creating jobs on the spot for Youth Union members. Provide political and ideological education so that Youth Union members are steadfast in their fortitude, following the example of previous generations in studying, working and working. Be proactive in studying, researching, innovating and digitally transforming. On the other hand, the Party Committee and government must also boldly trust and assign tasks to young people.
