At the meeting, the Economic-Budget Committee reported the results of the examination of draft resolutions on investment policies for essential infrastructure projects in Phuoc Dinh commune (Thuan Nam) and Vinh Hai commune (Ninh Hai); on the allocation and assignment of additional state budget expenditure estimates for 2023 to agencies, units and localities. The Legal Committee reported the results of the examination of draft resolutions on adjusting and assigning the payroll of civil servants at the provincial and district levels; assigning the number of cadres, civil servants, and non-professional workers at the commune level; the number of people working on salaries from the state budget in public service units of the province in 2023; on approving the number of labor contracts at group 4 units in the field of education of the province in the 2023-2024 school year; on regulating a number of contents on non-professional workers at the commune, village and residential area levels; people directly participating in activities in villages and residential areas; The level of fixed operating expenses for socio-political organizations at the commune level and the monthly support level for the People's Protection Committee in the province. The Committee for Culture and Society reports the results of the examination of the draft resolution on the regulation of the state budget level to support the implementation of the Project to support the development of production linked to the value chain and support the development of community production to implement the National Target Program on Sustainable Poverty Reduction and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030, phase I from 2021 to 2025.

After the delegates discussed and commented on the draft resolutions to be submitted to the next session, the meeting continued with the report on the results of consultation to submit to the competent authority for consideration and decision on the policy of changing the purpose of using forests and forest land to other purposes to implement the Bac Ai Pumped Storage Hydropower Plant Project of the Economic-Budget Committee. The Culture-Society Committee reported on the results of consultation on the proposal to pilot the decentralization to the district level in implementing the National Target Programs for the period 2021-2025. The Legal Committee reported on the results of consultation on the implementation of thematic supervision by the Standing Committee of the Provincial People's Council in 2023.
Concluding the meeting, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council directed the Provincial People's Council Committees to absorb the delegates' comments, review, supplement and adjust the contents of the draft resolution to complete it, ensuring its strictness, feasibility and compliance with procedures and regulations. He emphasized that at the 14th session, there are expected to be many resolutions on implementing policies for beneficiaries and policies to support socio-economic development in specific areas of the province. Therefore, he requested the Provincial People's Committee to direct departments, branches and localities to conduct a general review of beneficiaries within the scope of the draft resolutions mentioned in order to have a comprehensive assessment and carefully prepare the contents of the explanatory report. He also assigned the Legal Committee to preside over and coordinate with the Economic-Budget Committee and the Cultural-Social Committee to continue to organize monitoring, re-monitoring and in-depth monitoring of a number of areas to assess the effectiveness and efficiency of the implementation of the resolutions issued by the province; thereby improving the quality of advice to the Standing Committee of the Provincial People's Council on the issuance of resolutions in upcoming sessions to meet practical requirements and legitimate aspirations of the people.
