The project to upgrade National Highway 28B connecting Lam Dong and Binh Thuan provinces is invested by Project Management Board 5 (Vietnam Road Administration).
The route length is about 68 km (not including the section Km 6+870 - Km 7+990 of the Vinh Hao - Phan Thiet Expressway Project that has been invested and constructed), with a total investment of 1,435 billion VND; of which, the section through Bac Binh district (Binh Thuan province) is about 51 km long, the section through Duc Trong district (Lam Dong province) is about 17 km long.

According to a quick report from the investor, the construction and site clearance of the National Highway 28B upgrading project connecting Binh Thuan and Lam Dong provinces has achieved many positive results. Specifically, for the construction package of the section Km 42+00 - Km 69+00, construction started on April 19, 2024 and is expected to be completed and put into use on October 15, 2025. Up to now, the implementation time has been 60% but the site handover area is only 9/27 km (33%).
Regarding the actual construction status, up to now, most of the project items such as road sections, viaducts, bored piles, etc. have ensured progress. However, some items such as the construction of viaduct No. 1 and 3 repaired and reinforced bridges are assessed to be behind schedule.

Along with that, the investor also reported to the Working Group on the implementation of site clearance, conversion of forest use purposes, etc.; at the same time, requested the Provincial People's Committee to direct departments and branches to promptly relocate technical infrastructure works, medium and low voltage power lines, telecommunication poles and trees within the scope of roadbed and road surface expansion to serve continuous construction and ensure traffic safety. In particular, mobilize households to promptly hand over the site to the project for timely construction.

After hearing the report, the leaders of Lam Dong Provincial People's Committee requested Project Management Board 5, a unit under the Ministry of Transport and the direct investor, to urgently speed up the construction progress. For the road section in Lam Dong, the functional units urgently hand over the entire construction site in April and open the technical traffic before September 1, 2025.
The goal is to ensure the overall progress of the project; at the same time, complete the remaining work in Lam Dong to facilitate travel for people of the two provinces, especially in the context of preparing for the merger.
