Effort, creativity, determination
Inheriting important achievements after more than 25 years of renovation, especially in the period of 2006-2010; Quang Ninh entered the implementation of the Resolution of the 11th National Party Congress and the Resolution of the 13th Provincial Party Congress in the context of particularly difficult domestic and world economies.
However, thanks to the efforts, creativity and determination to innovate the leadership, direction and management of the Party Committee, authorities at all levels and sectors, together with the efforts of the entire political system, business community and people in the province, the difficulties have been gradually overcome; the socio-economy has been maintained stable and achieved appropriate growth.
The average gross domestic product (GDP) in the first half of the term increased by 8.53% per year; the economic structure has shifted positively and in the right direction. The average budget revenue growth rate is estimated at 12.37% per year, an absolute increase 2.79 times higher than the previous half term.
Sticking to the goal of implementing 3 strategic breakthroughs associated with economic restructuring and growth model transformation, the province has focused on directing the effective implementation of key tasks of special importance, creating the basis, foundation and driving force for rapid and sustainable socio-economic development in the following years, initially achieving some important results.
For example, the organization of planning has been fundamentally innovated in both awareness and implementation towards focusing on quality, with all levels and sectors participating in implementation, overcoming the situation of blank check. Proactively seizing opportunities, Quang Ninh has built and proposed a new development model for the dynamic region and specific mechanisms and policies to create resources and premises for long-term development. Total social investment capital, especially foreign investment, has increased sharply.
The province has also worked with a number of strategic investors to implement many important projects, showing that the province's investment and business environment has improved and become more attractive, and investors' confidence has increased. Important projects and works, especially key traffic works, have focused resources on implementation. The total investment capital for the traffic sector in the first half of the term reached 4,633 billion VND, accounting for 29% of the total resources and increasing by 128% compared to the previous term (2006-2010).
Promoting the spirit of people's mastery, the province focuses on encouraging and mobilizing the whole society to join hands in building new rural areas. Despite economic difficulties, the province pays special attention to ensuring social security, the total expenditure on social security in the last half term reached nearly 3,000 billion VND, an increase of 640% compared to the period 2006-2008. On average, 269,000 jobs were created per year and contributed to reducing the poverty rate by 1.72% per year.
The development and application of new science and technology in production have made much progress; training, human resource development, administrative reform and the implementation of e-government associated with public administrative centers have received attention and focused resources for implementation.
Inspection, complaint and denunciation settlement, anti-corruption, thrift practice and waste prevention work continued to be promoted. National defense and security were strengthened, politics and society were stable. Social order and safety were ensured. Leading many innovations and breakthroughs
After 60 years of building and developing Quang Ninh province, after 36 years of implementing the renovation process, especially in more than 10 years of implementing the Platform for national construction in the transitional period to socialism; under the leadership and direction of the Party Central Committee, the National Assembly, the Government, the Party and State leaders; the coordination and assistance of the Central committees, ministries and branches; on the foundation of the crystallization of generations; the Party Committee, the government and the people of all ethnic groups in the province have constantly made efforts, united, and been creative, achieving many important achievements, outstanding marks in all aspects; creating a breakthrough development.
From a weak locality, mainly relying on the support of the Central Government, it has become one of the dynamic, creative industrial and service provinces, leading the country in many fields. Quang Ninh is currently one of the innovation centers of the Northern Delta, a comprehensive growth pole of the North, achieving a double-digit GRDP growth rate for 7 consecutive years from 2016 to 2022, with an urbanization rate ranked among the top in the country, just behind the centrally-run cities.
From the viewpoint that every citizen of Quang Ninh province enjoys the fruits of growth, leaving no one behind, over the past 5 years, Quang Ninh province has issued 19 separate policies on social security, social welfare and prioritized the allocation of large resources for particularly difficult areas, ethnic minority areas, policy subjects, and vulnerable groups; gradually narrowing the development gap between localities, regions and areas.
The appearance of urban and rural areas of the province has changed significantly, especially in particularly difficult areas, rural areas, mountainous areas, border areas, sea and islands. At the same time, Quang Ninh province has achieved its goals well, such as political stability, social order, maintaining discipline, security, safety and civilization; national defense and security are ensured, national sovereignty over borders, seas and islands is maintained, no passive or unexpected situations occur; building a peaceful, friendly, stable, cooperative and developing border.
In particular, in the three years of 2020, 2021 and 2022, despite being negatively and severely impacted by the unprecedented Covid-19 pandemic, Quang Ninh province has remained self-reliant, resilient, and steadfast, with scientific, correct, bold, and practical decisions, promoting efficiency, maintaining the "Safety - Stability - Development in the New Normal" area, proactively adapting safely, flexibly, and effectively controlling the Covid-19 pandemic, becoming one of the few typical localities, a bright spot in the country in preventing and fighting Covid-19.
At this time, the province has both taken care of protecting the health and lives of the people and successfully implemented the "dual goal", with the growth rate of Gross Regional Domestic Product (GRDP) in 2020 reaching 10.05%, in 2021 reaching 10.28%, GRDP in 2022 reaching 10.28%, state budget revenue reaching 56,500 billion VND, belonging to the group of localities leading the country in terms of high domestic revenue; the material and spiritual life of the people is constantly improving; maintaining national defense, security and national border sovereignty, building a civilized, orderly, secure, safe society; people enjoy a peaceful and happy life.
In addition, with the viewpoint of "Transportation is one step ahead", Quang Ninh province innovates the method of mobilizing, clearing and connecting resources by "using public investment to lead private investment"; saving regular expenditures, increasing development investment expenditures associated with restructuring public investment annually, reaching over 53% of total local budget expenditures and persistently and effectively implementing investment in the form of public-private partnership, on average, for every 1 VND of budget spent, 8-9 VND of non-budgetary capital is mobilized to participate in investment in Quang Ninh. Thanks to that, the province accelerates urbanization with a clear definition of the function of coastal urban areas and the form of territorial space organization "one center, two multi-dimensional routes, two breakthroughs".

The province also focuses on creating breakthroughs in administrative reform, improving the quality of services for people and businesses, improving the investment and business environment, and being in the top group of the country for many consecutive years in terms of the Provincial Competitiveness Index (PCI), the Administrative Reform Index (PAR Index), the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS) and the Public Administration Performance Index (PAPI).
Although agriculture is not a key economic sector in Quang Ninh, the development of agriculture, forestry and fishery has been closely linked to the province's socio-economic development strategy. Since 2013, Quang Ninh has pioneered the implementation of the One Commune One Product (OCOP) program with the goal of developing the rural economy in the direction of developing internal resources and increasing value. Quang Ninh's OCOP program has become a typical example and the Government has decided to replicate it nationwide.
Currently, Quang Ninh is promoting its proactiveness, creativity, daring to think, daring to do, and the spirit of "Discipline and unity" to achieve the set goal: by 2025, to become a modern service and industrial province, one of the dynamic and comprehensive development centers of the Northern region, maintaining an annual growth rate of over 10%, with GRDP per capita reaching over 10,000 USD by 2025.
In the vision to 2030, according to the Resolution of the 15th Provincial Party Congress, term 2020-2025, the province focuses on building and developing Quang Ninh into a model province of wealth, civilization, and modernity; one of the dynamic and comprehensive development centers; an international tourism center, a marine economic center, a gateway to the Northern Key Economic Region and the whole country; a sustainable urban development model following the green growth model, adapting to climate change; GRDP per capita reaching over 15,000 USD.
It can be affirmed that the above achievements have proven that, in the particularly difficult general situation, with the unity of the entire political system and the people of the Mining region, Quang Ninh affirms that its abundant resources can achieve the goal of rapid, sustainable, convergent and widespread development.
As Mr. Ha Van Hien, former Secretary of Quang Ninh Provincial Party Committee once shared: "Quang Ninh has great potential, abundant resources and minerals, owning extremely valuable things that other places dream of such as Ha Long Bay, international border gates both on land and at sea with the country with the most developed economy in the world today. Therefore, for many years, the province has always been clearly identified by the Central Government as a growth pole of the Northern region and the province has also performed this role very well. Moreover, this is also one of the localities leading many innovations and breakthroughs in the Northeast region".
