The above request was raised by Deputy Prime Minister Tran Luu Quang at an online meeting on administrative procedure reform with 3 ministries and 8 localities: National Defense, Foreign Affairs, Information and Communications, Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Tay Ninh, Hai Duong, Quang Ninh, taking place on the morning of May 8.
The meeting aims to review the progress of simplifying and cutting down business conditions; decentralizing the handling of administrative procedures; cutting down and simplifying internal administrative procedures; cutting down and simplifying administrative procedures and citizen papers; cutting down and simplifying administrative procedures related to criminal records; integrating, sharing and synchronizing data between national and specialized databases; digitizing records; publicizing administrative procedures; receiving and processing administrative procedure records; making online payments on the National Public Service Portal; handling recommendations and feedback from organizations and individuals...
The report at the meeting showed that the rate of synchronized records on the National Public Service Portal of ministries is not high, of which the Ministry of Information and Communications only reached 14%, the Ministry of Foreign Affairs reached 12%. Meanwhile, localities with higher rates of synchronized records on the Public Service Portal include Tay Ninh reaching 93.7%, Quang Ninh reaching 90.8%, Hanoi reaching 49.89%, Ho Chi Minh City reaching 25.97%.
Regarding the rate of providing online public services throughout the process, Da Nang reached 67.56%, Tay Ninh reached 52.66%, Hai Phong reached 30.97%, Quang Ninh reached 28.69%, Ho Chi Minh City reached 26.33%, Hai Duong reached 19.37%, Hanoi reached 10.71%, lower than the Government's target of 80%.
Regarding the rate of online payment records, the Ministry of Information and Communications reached 17.36%, Tay Ninh reached 36.81%, Quang Ninh reached 31.81%, Hanoi reached 13.84%, lower than the Government's target of 45%.
Other localities achieved rates of 53% or more, of which Hai Duong achieved the highest rate of 71%.
Regarding the handling of feedback and recommendations from organizations and individuals, the Ministry of National Defense, the Ministry of Foreign Affairs and Quang Ninh province have handled 100% of feedback and recommendations. Some localities with high satisfaction rates in handling feedback include Tay Ninh at 95%, Ho Chi Minh City and Da Nang at 96%, Hai Duong and Hai Phong at about 93%.
At the meeting, localities recommended that central ministries and branches speed up the issuance of a number of guiding documents, including regulations on technical and economic norms for expenditures on activities of guiding, receiving, digitizing records and documents, and returning results of administrative procedure settlement at ministries, branches, and localities performed by enterprises providing public postal services.

Localities also requested ministries and branches to support in connecting with specialized databases; continue to improve the payment feature on the National Public Service Portal; and promptly publicize administrative procedures in accordance with Decree 63/2010/ND-CP, which has been amended and supplemented in Decree 92/2017/ND-CP.
Quang Ninh proposed to soon complete the land information system management software for unified use nationwide; have new policies and mechanisms on investment and hiring of information technology services for digital transformation. Tay Ninh proposed to shorten the time to provide digital signature equipment.
Concluding the meeting, Deputy Prime Minister Tran Luu Quang emphasized that the meeting was held online to save time and costs for the participating units.
The Deputy Prime Minister assessed that administrative procedure reform has had positive and substantial changes, creating more favorable conditions for people and businesses in implementing administrative procedures, contributing to promoting socio-economic development and improving the investment and business environment.
In addition, there is still much to do, typically the need to overcome the situation of incomplete and untimely announcement and disclosure of administrative procedures; some ministries and localities have not implemented the restructuring of administrative procedures and public services in a substantial manner; digitalization is still slow and has not been effective; the rate of reuse of digitalized data is still very low; and the synchronization of file status on the National Public Service Portal has not been ensured.
Regarding the tasks in the coming time, the Deputy Prime Minister emphasized the general spirit that ministries, branches and localities must be determined, make efforts and accelerate the implementation of the goals set out in the plan to simplify and reduce administrative procedures approved for 2024.
Ministries, branches and localities must focus on reviewing internal administrative procedures that are still numerous and overlapping, and send them to the Government Office before May 15, 2024 for synthesis and sending to ministries and localities for announcement and review.
Ministries and localities must strictly implement the timely, complete and accurate announcement and disclosure of administrative procedures as prescribed; strive to promote the provision of online public services, especially comprehensive public services to meet the expectations of people and businesses.
Along with that, it is necessary to focus on carefully reviewing and restructuring processes, cutting down and simplifying administrative procedures on the basis of electronic connectivity and reusing digital data; ensuring system security and safety.
The Deputy Prime Minister assigned the Ministries of National Defense, Foreign Affairs, and Information and Communications to focus on developing and amending legal documents to reduce and simplify business conditions, administrative procedures, and citizen papers related to residents and decentralize the handling of administrative procedures to ensure the completion of the implementation of plans under the authority of the Government, Prime Minister, and Ministers.
The Ministry of Information and Communications focuses on prioritizing the review and proposing plans to reduce and simplify licenses related to business activities according to the list in Decision No. 104/QD-TTg dated January 5, 2024 to the Government Office for synthesis and reporting to the Prime Minister.
The Ministry of Information and Communications urgently issues economic and technical norms for the activities of guiding, receiving, digitizing records, and returning results of handling administrative procedures at ministries, branches, and localities performed by enterprises providing public postal services.
The Deputy Prime Minister requested four localities: Hanoi, Ho Chi Minh City, Quang Ninh and Binh Duong to soon complete model documents on one-stop shops and organize a pilot implementation in 2024 with the goal of creating the most favorable conditions for people and businesses to access and implement administrative procedures and public services regardless of administrative boundaries.
The Ministry of National Defense completes, integrates, and provides a group of interconnected online public services on the National Public Service Portal for the group of procedures for first-time military service registration according to the schedule set forth in Decision No. 206/QD-TTg of the Prime Minister.
