That is the figure given in the report on the appraisal of the pre-feasibility study report of the Quy Nhon - Pleiku expressway construction investment project submitted by Project Management Board 2 to the Ministry of Construction.

Accordingly, the Quy Nhon - Pleiku expressway project is an important national project implemented in the form of public investment. The level that decides on the project investment policy is the National Assembly, the level that decides on the investment is the Prime Minister.

According to the research of the consulting unit, the Quy Nhon - Pleiku expressway is 123km long; the starting point is at km39+2008 of National Highway 19B (Nhon My commune, An Nhon town, Binh Dinh province), the end point intersects with Ho Chi Minh road (National Highway 14) in Pleiku city, Gia Lai province.

This expressway has about 37.4km passing through An Nhon town, Tay Son district, Binh Dinh province; 85.6km passing through An Khe town, Dak Po district, Mang Yang district, Dak Doa district and Pleiku city, Gia Lai province.

Quy Nhon - Pleiku Expressway is proposed to be invested with a complete scale according to the approved planning with 4 lanes, 24.75m wide roadbed, design speed of 100km/h.

In particular, the section through An Khe pass (about 20km) and Mang Yang pass (about 20km): has rugged mountainous terrain, high slopes and many streams and creeks crossing, so the planned scale is 4 lanes but the design speed is 80km/h.

Along the Quy Nhon - Pleiku highway, two pairs of rest stops will be built with a minimum area of ​​1 hectare/side.

Rest stop No. 1 is expected to be at km26+500 (Binh Tuong commune, Tay Son district, Binh Dinh province), rest stop No. 2 is at km109+500 (Glar commune, Dak Doa district, Gia Lai province).

To invest in the Quy Nhon - Pleiku expressway with the above scale, the preliminary land use demand is about 942.15 hectares. About 3,013 affected households must be resettled at a cost of about 4,659 billion VND. The site clearance work for the project is assigned to the two provinces of Gia Lai and Binh Dinh as investors.

The preliminary total investment for the Quy Nhon - Pleiku expressway is about 38,917 billion VND, proposed to be used from the following sources: increased state budget revenue in 2024, budget capital of Binh Dinh and Gia Lai provinces, and medium-term public investment capital for the period 2026 - 2030.

Based on the Prime Minister's direction, the expected implementation plan for the main steps of the Quy Nhon - Pleiku expressway project is as follows:

Submit to the National Assembly for approval of investment policy in April 2025; approve feasibility study report and technical design in 2025; site clearance from the third quarter of 2025; start construction in 2025, complete and put into operation in 2029.

Resolution No. 23-NQ/TW dated October 6, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Central Highlands region to 2030, with a vision to 2045, determined: by 2030, strive to complete a number of important transport infrastructures, including the Quy Nhon - Pleiku expressway.
