The purpose of the conference is to study and thoroughly understand; deploy plans to carry out tasks and work; draw lessons, share experiences; fight against incorrect perceptions and actions of members; summarize, evaluate the results achieved and decide on goals, directions, tasks, solutions... to carry out work in the coming time. Therefore, attending the conference is even more important and cannot be taken lightly, requiring the delegates to attend correctly, with enough members, and arrive on time to discuss and thoroughly consider the issue in order to make quick and accurate decisions.
In Ninh Binh province, in recent times, Party committees, Party organizations, authorities, agencies, localities and units have complied with and implemented quite seriously the regulations, rules and regimes for organizing conferences, contributing significantly to the leadership, direction and implementation of political tasks of the province. However, there are still some delegates who have not strictly complied with and implemented the regulations on conference regimes such as: being absent without reporting or reporting late; not attending the conference until the end...
In that situation, on August 8, 2024, Comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee signed Official Dispatch No. 2459-CV/TU on the implementation of regulations on attending meetings and conferences organized by the province. The dispatch clearly stated: The Standing Committee of the Provincial Party Committee requests that the heads of Party committees, heads of agencies, localities, and units, when building the schedule for organizing conferences in their units and localities, must not overlap with the working schedule of the province (except in cases of real necessity).
The assignment of cadres to attend conferences must be in accordance with the composition and time that the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee have invited and summoned. In case the cadres invited and summoned to attend the conference are suddenly busy with work and cannot attend, they must report directly or in writing to the leader presiding over the conference about their absence and propose to assign a representative of the Party Committee, Party organization, agency or unit to attend the meeting instead (except in cases where there is a document from the competent authority to send them to study or work abroad). Do not send unauthorized people to attend the conference, and at the same time, inform the agency in charge of organizing the conference, compile the list and report to the leader presiding over the conference.
Delegates attending the conference are responsible for carefully studying the documents in advance, preparing brief, specific opinions that go straight to the core issues, clearly expressing their views during the discussion and decision-making process of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee. Depending on the nature, content, purpose, and requirements of the conference, the heads of the agencies and units in charge of advising on the content may mobilize an additional officer from the synthesis block or the person directly advising on the content to attend.
Delegates attending must fully comply with the time and program of the conference, including both in-person and online conferences, and be present at least 5 minutes before the conference starts to stabilize the organization; do not leave or return before the conference ends. Strictly follow the regulations on dress code, office manners, meeting culture, do not read newspapers, do not talk privately; put your phone on silent mode, limit phone use, leave the meeting room when not really necessary...
Perhaps it is not "suddenly" that the head of the provincial Party Committee has an Official Dispatch to discipline the staff, especially the leaders, regarding conference attendance. It can be understood that currently, there are leaders who have more or less violated the conference regulations and rules, so this is a form of the Provincial Party Secretary reminding and criticizing the heads of Party Committees, localities, and units about not strictly implementing discipline, administrative discipline, and conference culture.
Failure to strictly comply with regulations on attending conferences by officials can also be considered a manifestation of degradation according to Instruction No. 04-HD/TU dated April 27, 2018 of the Provincial Party Standing Committee on identifying the basic content of manifestations of degradation in the spirit of Resolution 4 of the Central Committee (term XII).
The results of implementing the socio-economic development tasks of our province in recent years, especially in the first 8 months of 2024, are recovering and developing strongly, in which an important reason is due to the leadership, direction and operation of the Provincial Party Committee, People's Council, and Provincial People's Committee, which is close, drastic, focused, key, clear about people, clear about work, clear about completion time... through conferences.
Currently, the organization of conferences in our province has had many significant innovations and improvements such as: Specific content, concise and lightweight components; combined form of both direct and online. However, although there has been a direction to reduce meetings, in reality there are still many conferences, leading to the situation that some heads of Party committees at agencies and localities... are constantly busy with meetings.
In agencies and units with few leaders, there are not enough people to send to conferences, so there is a lack of time to solve professional work... Organizing conferences is necessary because without meetings, work cannot be solved, but how to organize conferences in a practical and effective way is a difficult "problem" that is not easy to find a solution to. Just know that as a civil servant, public employee, especially a leader, attending conferences is a right, responsibility and obligation, so we must comply with and strictly implement the regulations and rules on conferences and meetings.
