Sam Pun Border Gate (Vietnam) is built at landmark 456, Vietnam - China border; located in Mo Phang village, Thuong Phung commune (Meo Vac). The project includes main items such as: National gate combined with 3-storey control station, total floor area of ​​over 2,300 m2 and auxiliary items such as: Car garage, public toilet, underground water tank, internal road yard, 180 kVA transformer station...

In recent years, implementing the open-door policy and enhancing international integration of the two Parties and States of Vietnam and China, the two sides have actively promoted the implementation of exchange and cooperation activities in all fields and have achieved many positive results, contributing to the common development of the two sides. In particular, cooperation in border gate development is the content that the two sides have actively, persistently and continuously promoted for many years.

The official opening of the Sam Pun, Vietnam - Dien Bong, China border gate is expected to open up many new opportunities for substantive cooperation between Meo Vac district and Phu Ninh district as well as between Ha Giang province and Van Son district, Yunnan province. Therefore, the local authorities of both sides requested that the functional units at the border gate soon connect and establish a communication channel to coordinate the operation of the border gate in a professional and effective manner, best serving the customs clearance needs of people and businesses on both sides.

For people and businesses who need to clear customs at the border gate, they need to comply with the regulations. Continue to coordinate to develop the border gate; focus on investing in building roads, attracting businesses to invest in developing trade in the border gate area.

Speaking to reporters of the Industry and Trade Newspaper, Mr. Tran Viet The - Deputy Director of the Department of Industry and Trade of Ha Giang province said that Ha Giang province has a 277.556 km long border adjacent to Yunnan province and Guangxi province, China. On the border of the province, there is currently 1 pair of international border gates, 2 pairs of bilateral border gates and 1 secondary border gate, 10 border openings (not yet opened according to Decree No. 112/2014/ND-CP dated November 21, 2014 of the Government).

In recent times, border trade activities in the province have been maintained stably; political security and border order and safety have been maintained. Departments, branches, agencies and localities have always closely coordinated in consulting work and promptly proposed solutions to remove difficulties and obstacles in work related to border trade activities, creating favorable conditions to attract businesses to participate in production, business, import and export of goods. Thereby, creating jobs, increasing revenue for the State budget, creating motivation to support a number of development services; contributing an important role in promoting the socio-economic development of the province.

The total import-export turnover through border gates in the province in the first 8 months of 2023 reached 211.664 million USD, an increase of 6 times compared to the same period in 2022 (181.407 million USD). Of which, exports reached 161.4 million USD, an increase of 1,173.8% over the same period in 2022; imports reached 50.26 million USD, an increase of 41.16% over the same period in 2022; temporarily imported goods for re-export, border gate transfer, and return of imported goods was 32.99 million USD, an increase of 23.6% over the same period in 2022.

Main export items are: Antimony, dry yellow tea, dry tapioca starch, peeled wood, pepper... Main import items: Electric energy, hydroelectric equipment, machinery used in agricultural production, fresh flowers...

Create maximum conditions for import and export through border gates

Mr. Tran Viet The affirmed that, in order to create the most favorable conditions for customs clearance and import-export activities, the Ha Giang Department of Industry and Trade has been regularly coordinating with the Provincial Customs Department and related units to focus on handling administrative procedures on the national single-window online public service software to ensure quick and convenient import-export goods and means of entry and exit according to regulations.

In addition, publicly post fees and charges related to customs clearance activities; post hotlines to receive and resolve feedback and recommendations from people and businesses on import and export activities in the province.

Strengthening the application of information technology in handling business processes, maintaining and smoothly operating the VNACCS/VCIS automatic customs clearance system; online public service software system; automatic customs management system (VAASSCM); 24/7 electronic tax payment; tax exemption, tax reduction, tax refund, tax non-collection and electronic handling of excess tax payments... to create maximum favorable conditions for businesses in import and export activities... At the same time, investing in information technology equipment; professional equipment and means; document management and online operation system Edoc Customs, ensuring to meet the requirements of the assigned tasks.
