(CPV) – On December 23, Minister of Transport Tran Hong Minh sent an official dispatch to the Vietnam Expressway Administration, Vietnam Road Administration, project management boards, and investors on speeding up the implementation of 8 investment projects for rest stop construction on the Eastern North-South Expressway.

Accordingly, implementing the Prime Minister's direction on accelerating research, implementing investment, upgrading expressways in operation and being invested in a phased scale, including the task of investing in the construction of rest stops, ensuring synchronous exploitation on the Eastern North-South Expressway, the Ministry of Transport has issued many documents requesting localities with rest stops to pay attention, resolutely directing relevant agencies and units to focus on solving problems, speeding up site clearance to accelerate the progress of completing and putting into synchronous exploitation of projects.
However, according to reports from the units, the progress of implementing the 8 rest stop projects is currently very slow; some difficulties and problems in site clearance and construction procedures have not been thoroughly resolved, greatly affecting the goal of completing the projects according to the contract schedule, especially the urgent goal of completing essential public service works (restrooms, parking lots).
In order to soon complete the rest stop system on the Eastern North-South Expressway, ensure synchronous operation, serve the urgent needs of people and vehicles participating in traffic on the expressways, especially during the 2025 Tet holiday, the Minister of Transport requested the Directors of Project Management Boards 6, 7, 85, Thang Long, Ho Chi Minh Road to send leaders of the board directly with officers and specialists to closely monitor the site and coordinate with local authorities, investors/enterprises and relevant agencies to focus on solving difficulties and problems in site clearance, complete the handover of the entire site to investors/enterprises as soon as possible; strengthen field work, review and urge construction progress.
The above units coordinate closely and promptly resolve difficulties and problems during the implementation process according to their authority to ensure the quality and progress of project completion as required; organize temporary rest stops to serve people and vehicles participating in traffic on the expressway during the 2025 Tet holiday.
In addition, the Directors of the Project Management Boards will be fully responsible to the Minister for the progress of site clearance, progress and quality of the projects. The Ministry of Transport will review and handle the responsibilities of the subjects participating in the project (if any do not complete the task) according to regulations.
Investors/enterprises research and propose solutions for direction and management to ensure quality and progress, especially the project's critical path items; focus resources, increase equipment, human resources, supplies, materials, organize construction in "3 shifts, 4 teams", to speed up construction progress, strive to achieve the goal of completing public service works in the shortest time to meet the urgent needs of people and vehicles participating in traffic on the expressway during the 2025 Tet holiday.
In case the required progress cannot be met due to objective factors, the investor/enterprise must take over and operate the previously built temporary stations and complete the construction of the new temporary station before January 20, 2025. The operation of temporary rest stops must ensure absolute safety for people and vehicles entering and exiting the station, ensuring quality, safety, environmental sanitation, fire and explosion prevention and fighting according to regulations./.
