As researchers have pointed out, during his lifetime, President Ho Chi Minh paid great attention to the issue of building and developing a strong and comprehensive capital. He affirmed that "The whole country looks to our capital. The world looks to our capital", so "our capital" must strive to "become a peaceful, beautiful capital, healthy in both material and spiritual aspects". He also always required Hanoi to identify and ensure the fulfillment of its responsibility as a "locomotive" and "exemplary" role for the whole country. The teachings of President Ho Chi Minh were always identified by the Party Committee, government and people of the capital as the compass, the guiding light to build Hanoi increasingly rich, beautiful, civilized and modern as Uncle Ho always wished during his lifetime.
In 2024, with the spirit of "Discipline - Responsibility - Action - Creativity - Development", Hanoi continued to be exemplary and take the lead in implementing the country's socio-economic development goals. In particular, the milestone of the 70th anniversary of the Liberation of the Capital has strongly spread the pride and honor of the thousand-year-old Capital Hanoi, the City for Peace, the Creative City.
With the participation of the entire political system and all classes of people, overcoming difficulties and challenges in 2024, the socio-economic indicators of the Capital continued to grow strongly, affirming Hanoi's role as an economic "locomotive", demonstrating the bravery and determination of the Capital to overcome difficulties in all circumstances.

2024 is also the year that Hanoi has made very important strides in building mechanisms and policies, creating a new development space for the Capital with the 2024 Capital Law being passed by the 15th National Assembly at the 7th Session and taking effect from January 1, 2025 - creating important institutions and legal corridors, opportunities for Hanoi to promote its potential and internal strength to enter a new era.
